मानवतेची सेवा ही सर्व कामांमध्ये पुण्य आहेः मुख्य न्यायाधीश शरद बोबडे : संजय पाटील

Sanjay Patil : Nagpur : Being conscious about human suffering and offering a helping hand to fellow humans is the greatest work. The endeavour of Shree Bhagwan Mahaveer Viklang Sahayata Samiti to usher in new sunshine in the lives of handicapped is an apt occasion to celebrate humanity, said Chief Justice of India (CJI) Sharad Bobde. The CJI was addressing gathering at MLA Hostel lawns on Sunday where he inaugurated eight-day camp organised by National Legal Services Authority and Maharashtra State Legal Services Authority. CJI opined that today the occasion is merely celebration of humanity.Indeed the efforts of D R Mehta, Padma Bhushan, and a driving force behind Samiti, in alleviating sufferings of fellow human beings is something phenomenal. Perhaps in the high state of consciousness when the human being evolves he is moved by suffering of others and decides to do something about that. Therefore the work of Shree Bhagwan Mahaveer Viklang Sahayata Samiti is phenomenal. The occasion was indeed poignant and one could see the sense of pride that handicapped persons felt after being fitted with Jaipur foot, the artificial knee or limb. And when the youngest of the beneficiaries, Iccha, just three and half years old, was given the artificial limb by CJI the entire gathering was overwhelmed. Even for the Lordships, CJI Bobde and his fellow judges, there was a sense of self-satisfaction for getting a chance to be at service of humanity.
The esteemed gathering at the venue was also amazed when one of the recipient Danny provided a display of self reliance that he got after being fitted with Jaipur foot, when he jumped off the stage. The demo arranged by Samiti was to showcase that the artificial limb functions similar to natural and can withstand any force. On the dais, Justice Bhushan Gavai, Judge, Supreme Court of India, Justice B P Dharmadhikari, Acting Chief Justice, Bombay High Court, Ajit Singh, Lokyukta, Odisha, Justice Ravi Deshpande, Senior Administrative Judge, Nagpur Appellate, Bombay High Court, Justice S B Shukre, Judge, Bombay High Court, Nagpur Bench, D R Mehta, Ajay Sancheti, Founder Member, Mahavir International Service Trust, Nagpur, Madhu Sarda, Chairperson, were also seated.
D R Mehta, Founder and Patron-in-Chief, Bhagwan Mahaveer Viklang Sahayata Samiti, Jaipur, in his short address outlined the area of Samiti’s work. “One have attended so many programmes till date but today’s event is etched forever in memory, said Justice Bhushan Gavai, adding that one got a sense of self satisfaction at seeing the smile on the faces of Divyangs.” Indeed attending such programmes gives one a sense of fulfillment and happiness forever. At the outset, Justice Ravi Deshpande in his welcome address said that it is a moment of delight for District Legal Service Authority to organise such a mega event in city. He thanked Justice N V Ramana, Chairperson, NLSA, for sanctioning the event for city.
Madhu Sarda elaborated on the efforts put in by individuals in holding the camp at MLA Hostel. She also thanked the donors for their generosity that helped in putting together resources necessary to extend helping hands to Divyangs. On the occasion students of Deaf and Dumb School, Saoner, and another local schools presented a dance choreographed on famous Hindi songs. Archana Jhavery, Chief Project Co-ordinator, Shiv Agrawal, Project Director, Sunita Surana, Project Director, were felicitated for their efforts in holding the camp. Sharvari Joshi, Civil Judge, and Radhika Bajaj conducted the proceedings while Bharat Parekh proposed a vote of thanks.

माहिती अधिकाकारात उघड राज्य मराठी विकास संस्थेत आर्थिक घोळ : संजय पाटील

संजय पाटील : राज्य मराठी विकास संस्थेने मूळ उद्दिष्ट सोडून उत्सव आणि कार्यक्रमांवरच अठरा वर्षांत २९ कोटी ६४ लाख ४३ हजार रुपये खर्च केला. संस्थेने मराठीच्या विकासाशी संबंधित बाबींवर केवळ दोन कोटी रुपये खर्च केले असून यात मोठय़ा प्रमाणात अनियमितता असल्याचे माहितीच्या अधिकारातून समोर आले आहे. तसेच संस्थेतील विविध पदांसाठी आलेल्या एकूण अर्जापैकी परीक्षा दिलेल्या उमेदवारांची यादी संस्थेकडे उपलब्ध नाही. कंत्राटी नियुक्ती करण्यात आल्या आहेत. यामुळे नियुक्तीत घोळ असल्याचा संशय निर्माण झाला आहे.

माहिती अधिकार कार्यकर्ते अभय कोलारकर यांना राज्य मराठी विकास संस्थेने दिलेल्या माहितीतून हा प्रकार समोर आला आहे. २००१ ते २०१९ या अठरा वर्षांत संस्थेने केलेल्या खर्चाच्या तपशिलात संस्थेच्या घटनेतील उद्दिष्टांना बाजूला सारून अनावश्यक कामे करण्यात आली. तसेच शासनाच्या इतर कामांवर सर्वाधिक खर्च करण्यात आला आहे. गेल्या अठरा वर्षांत संस्थेच्या खर्चापैकी एकूण २९ कोटी ६४ लाख ४३ हजार ३१४ हे उद्दिष्टपूर्तीसाठी खर्च करणे अपेक्षित होते. मात्र तसे झाले नाही.

या संस्थेने भाषा संवर्धन पंधरवडा साजरा करण्यावर अगोदरची पाच वर्षे मिळून केवळ सहा लाख ५७ हजार ५२९ रुपये खर्च केले. २०१६-१७ या एकाच वर्षांत या कामावर ७६ लाख ६९ हजार खर्च केले. हे सर्व संशयास्पद असल्यामुळे या प्रकरणाची चौकशी करावी, अशी मागणी कोलारकर यांनी केली आहे.

स्वायत्त मराठी विद्यापीठ अद्याप शासनाने स्थापन केले नाही. त्यासाठी पाठपुरावा केला जात आहे. हा विषय उच्च व तंत्रशिक्षण विभागाचा आहे. त्याचा मराठी विकास संस्थेशी काहीच संबंध नाही. तरी त्यावर दोन लाख ३४ हजार खर्च करण्यात आले. कोष वाङ्मय चर्चासत्र व प्रशासनिक मराठी अशा संस्थेच्या कार्यावर अठरा वर्षांत एकही पैसा या संस्थेने खर्च केलेला नाही. मात्र अवांतर अशा बाबींसाठी संस्थेचा पैसा वळता केला. अशा प्रकारे संस्थेने मनमानी कारभार करून आर्थिक घोळ केला आहे. त्यामुळे शासनाने याची चौकशी करावी, अशी मागणी कोलारकर यांनी केली आहे.

* संस्थेकडून एकूण खर्चाच्या सुमार ४९ टक्के रक्कम ही केवळ २०१६-१९ या तीन वर्षांत मनमानी पद्धतीने खर्च करण्यात आला आहे.

* २३ टक्के म्हणजे तीन कोटी तीन लाख ४९ हजार रुपये पुस्तकाचे गाव या एकाच उपक्रमावर खर्च करण्यात आले.

* दोन कोटी ८६ लाख २० हजार एवढी मोठी रक्कम ही हिंदुस्थान प्रकाशन संस्थेला उपक्रमासाठी देण्यात आली आहे.

धान उत्पादक शेतकऱ्यांच्या समस्या

संजय पाटील : भंडारा : मंत्री छगन भुजबळ यांनी भंडारा महसूल कॅन्टीन येथील शिवभोजन केंद्रास भेट दिली व पाहणी केली. शिवभोजनाचा लाभ घेण्यासाठी आलेल्या नागरिकांशी त्यांनी यावेळी संवाद साधला. शिवभोजन योजनेच्या जेवणाचा दर्जा उत्तम असल्याची प्रतिक्रिया यावेळी लाभार्थ्यांनी व्यक्त केली. स्वच्छता राखा, फलक दर्शनी भागात लावा, जेवणाचा दर्जा उत्तम ठेवा अशा सूचना भुजबळ यांनी केल्या. शिवभोजनामुळे गरजू व गरीब जनता समाधानी असल्याचे यावेळी नागरिकांनी सांगितले.

संजय पाटील : भंडारा : अन्न व नागरी पुरवठा मंत्री छगन भुजबळ यांनी आज धान खरेदी केंद्र व राईस मिलला भेट देऊन धान उत्पादक शेतकरी व मिलरच्या समस्या जाणून घेतल्या. धान खरेदी केंद्रावर येणारे सर्व धान खरेदी केले जाईल असे आश्वासन त्यांनी यावेळी शेतकऱ्यांना दिले.
आज खराबी आणि सौंदड येथील राईस मिलला छगन भुजबळ यांनी भेट देऊन मिलींगची पाहणी केली.यावेळी उपस्थित शेतकरी आणि मिलर यांनी श्री.भुजबळ यांना धान शेती आणि राईस मिलिंगबाबत माहिती दिली.यावेळी आ राजू कारेमोरे आणि आ मनोहर चंद्रिकापुरे यांच्यासह पुरवठा उपायुक्त रमेश आडे, जिल्हा पुरवठा अधिकारी बनसोड, जिल्हा पणन अधिकारी खाडे यावेळी उपस्थित होते.
यावेळी भुजबळ म्हणाले की, सर्वसाधारण धानाला १८१५ रुपये आणि उच्चप्रतीच्या धानाला १८३५ रुपये दर होता. गेल्या कित्येक वर्षापासून धान उत्पादक शेतकऱ्यांची बोनसची आणि दरवाढीची मागणी होती. महाविकास आघाडी सरकारने धानाला ५०० रुपये बोनस जाहीर केला. त्या पाठोपाठ नागपूरच्या हिवाळी अधिवेशनात आणखी २०० रुपयांची दरवाढ देण्यात आली. त्यामुळे धानाचे भाव जवळपास २५३५ रुपयांच्या घरात पोहचले आहे. याचा धान उप्तादक शेतकऱ्यांना फायदा झाला आहे. भंडारा,गोंदिया,गडचिरोली आणि चंद्रपूर आदी जिल्ह्यांमधील धान उत्पादक शेतकऱ्यांचे प्रश्न जाणून घेण्यासाठी मी भंडारा येथे ही प्रातिनिधिक भेट दिल्याचे भुजबळ यावेळी म्हणाले.
त्याचप्रमाणे धान वाहतुकीची परवानगी ५०० किलोमीटर वरून ८०० किलोमीटर करण्यात आल्याचे त्यांनी यावेळी नमूद केले. कोकण विभाग सोडून राज्यातील संपूर्ण जिल्ह्यांचा वाहतुकीमध्ये समावेश करण्यात आल्याचे ते यावेळी म्हणाले.

सार्वजनिक बांधकाम विभागाचे सचिव अजित सागने अडचणीत : संजय पाटील

संजय पाटील : मुंबई : एका कंत्राटदार कंपनीला ३५८ कोटी रुपये देण्याच्या वादासंदर्भात शपथपत्र सादर करताना ही रक्कम न्यायालयाच्या आदेशानुसार देण्यात येत आहे, असे खोटे म्हणणे मांडल्याबद्दल मुंबई उच्च न्यायालयाने सार्वजनिक बांधकाम विभागाच्या तीन वरिष्ठ अधिकाऱ्यांना नुकतेच धारेवर धरले. तसेच रक्कम देण्याविषयीचा निर्णय सरकारचा असताना कोणत्या कारणांखाली न्यायालयाच्या आदेशाचा हवाला देण्यात आला, असा जाब विचारून त्याचे स्पष्टीकरण देण्याचे निर्देशही न्या. गिरीश कुलकर्णी यांनी या अधिकाऱ्यांना दिले आहेत.

पुण्याजवळच्या दोन राज्य महामार्गांच्या चौपदरीकरण व विस्तारीकरणाच्या प्रकल्पाचे काम करणाऱ्या मनाज टोल-वे प्रायव्हेट लिमिटेड कंपनीविषयीचा हा वाद आहे. कंपनीसोबतचा आर्थिक वाद लवादाकडे गेल्यानंतर तो तडजोडीने मिटवण्याचे कंपनी व सरकारमध्ये ठरले. त्याप्रमाणे आदेश झाल्यानंतरही पैसे न मिळाल्याने कंपनीने उच्च न्यायालयात अर्ज दाखल केला. या अर्जाच्या सुनावणीदरम्यान सामंजस्याने तडजोड झाली असल्याची हमी सार्वजनिक बांधकाम विभागाच्या अधिकाऱ्यांनी दिली होती. त्यानंतरही पैसे न मिळाल्याने कंपनीने सरकारविरोधात अवमान याचिका केली आहे. या याचिकेच्या सुनावणीदरम्यान या विभागाचे अतिरिक्त मुख्य सचिव मनोज सौनिक, सचिव सी. पी. जोशी व सचिव अजित सागने या अधिकाऱ्यांनी आपल्या शपथपत्रात आक्षेपार्ह मजकूर नमूद केला असल्याचे न्यायमूर्तींच्या निदर्शनास आले. '२५ नोव्हेंबर २०१९च्या सुनावणीदरम्यान, सार्वजनिक हिताच्या दृष्टीने कंपनीच्या ३५८ कोटी ७९ लाख रुपयांच्या दाव्याचा वाद सामंजस्याने मिटवण्यासाठी संमती अटी सादर करण्याचे निर्देश मुंबई उच्च न्यायालयाने दिले', असे या अधिकाऱ्यांनी आपल्या शपथपत्रात नमूद केले होते. वास्तविक राज्य सरकारनेच तडजोडीने वाद मिटवण्याचा निर्णय घेतलेला असताना शपथपत्रात खोटे विधान करून न्यायालयाच्या नावाखाली चुकीची नोंद आणण्याचा प्रयत्न करण्यात आल्याने न्यायूमर्तींनी त्याची अत्यंत गंभीर दखल घेतली आणि त्यांना जाब विचारला. 'हा न्यायालयात खोटे म्हणणे मांडण्याचा अत्यंत गंभीर व कारवाईस पात्र असलेला प्रकार आहे. खुद्द सरकारी अधिकाऱ्यांकडूनच हे होत असल्याने त्याला क्षमा देणे कठीण आहे', असे न्यायमूर्तींनी आपल्या आदेशात नमूद केले. 'या विभागातील अधिकारी धनंजय देशपांडे यांनी याच प्रश्नावर सादर केलेल्या शपथपत्रात सर्व घटनाक्रम योग्यप्रकारे आला आहे. सरकारनेच निर्णय घेतला होता आणि राज्यपालांनीही यासंदर्भात आदेश काढलेला होता. यावरूनही संबंधित तीन अधिकाऱ्यांकडून खोटी बाब न्यायालयाच्या नोंदीत आणण्याचा प्रयत्न झाल्याचे स्पष्ट होते', असेही न्यायमूर्तींनी नमूद केले. अखेरीस तिन्ही अधिकाऱ्यांनी आक्षेपार्ह मजकूर वगळून बिनशर्त माफी मागण्याची तयारी आपल्या वकिलांमार्फत दर्शवली. मात्र, या तिन्ही अधिकाऱ्यांनी या साऱ्याविषयी शपथपत्रावर स्पष्टीकरण द्यावे, त्यानंतर माफी स्वीकारायची की नाही याचा निर्णय घेऊ, असे स्पष्ट करून न्यायमूर्तींनी याविषयीची पुढील सुनावणी ९ मार्चला ठेवली.

मुंबईचे पोलीस आयुक्त संजय बर्वे सेवानिवृत्त - नवे पोलीस आयुक्त परमबीर सिंह : संजय पाटील

मुंबईचे पोलीस आयुक्त संजय बर्वे आज सेवानिवृत्त होत आहेत

संजय पाटील : लाचलुचपत प्रतिबंधक विभागाचे महासंचालक परमबीर सिंह यांची मुंबई पोलीस आयुक्तपदी नियुक्ती करण्यात आली आहे. मुंबईचे पोलीस आयुक्त संजय बर्वे आज सेवानिवृत्त होत असल्याने त्यांच्याजागी कोणत्या अधिकाऱ्याची वर्णी लागते तसंच मुंबई पोलीस आयुक्तपदी नियुक्त होणारा अधिकारी महासंचालक दर्जाचा असेल की अतिरिक्त महासंचालक दर्जाचा असेल, याबाबत उत्सुकता होती. अखेर महासंचालक दर्जाचे परमबीर सिंह यांची आयुक्तपदी नियुक्ती झाल्याची घोषणा करण्यात आली आहे.

परमबीर सिंह यांच्या नियुक्तीसंबंधी प्रेस नोट जारी करण्यात आली आहे. यामध्ये देण्यात आलेल्या माहितीनुसार, संजय बर्वे सेवानिवृत्त होत असल्याने त्यांच्या सेवानिवृत्तीमुळे रिक्त होणाऱ्या मुंबई पोलीस आयुक्त पदावर सरकारने १९८८ च्या तुकडीतील परमबीर सिंह, महासंचालक, लाचलुचपत प्रतिबंध विभाग, महाराष्ट्र, मुंबई या पोलीस महासंचालक दर्जाच्या अधिकाऱ्याची बदलीने नियुक्ती केली आहे.

दरम्यान परमबीर सिंह यांच्या बदलीने रिक्त होणाऱ्या लाचलुचपत प्रतिबंध विभागाच्या महासंचालकपदाचा अतिरिक्त कार्यभार अपर पोलीस महासंचालक बिपिन सिंग यांच्याकडे सोपवण्यात आला आहे.

संजय बर्वे यांना मुदतवाढ दिली जाणार नसल्याचे राज्य सरकारने शुक्रवारी स्पष्ट केलं होतं. तसंच नायगाव पोलीस मुख्यालयात बर्वे यांच्या निरोप समारंभाची तयारीही सुरू करण्यात आली होती. त्यामुळे मुंबई पोलीस आयुक्तपदाची धुरा नव्या अधिकाऱ्याकडे सोपवली जाणार, हे निश्चित झालं होतं. मात्र रात्री उशिरापर्यंत नव्या आयुक्ताच्या निवडीची घोषणा न झाल्याने उत्सुकता वाढली होती.

गेल्या काही दिवसांपासून आयुक्तपदाच्या निवडीवरून तर्कवितर्काना उधाण आलं होतं. अधिकाऱ्याच्या सेवाज्येष्ठतेसोबत त्याचे कार्य, राजकीय जवळीक आदी बाबींवरून अंदाज लावले जात होते. लाचलुचपत प्रतिबंधक विभागाचे महासंचालक परमबीर सिंह यांच्यासह अतिरिक्त महासंचालक (कायदा व सुव्यवस्था) रजनीश सेठ, केंद्रातील प्रतिनियुक्तीवरून अलीकडेच महाराष्ट्रात परतलेले सदानंद दाते, पुण्याचे पोलीस आयुक्त डॉ. के. वेंकटेशम आदी अधिकाऱ्यांची नावे चर्चेत होती.

महापालिका आर्थिक अडचणीत म्हणून कर वसुली- आयुक्त तुकाराम मुंढे : संजय पाटील

 

संजय पाटील : नागपूर : महापालिकेला आर्थिक अडचणीतून बाहेर काढण्यासाठी आयुक्त तुकाराम मुंढे यांनी कंबर कसली असून मालमत्ता कराच्या वसुलीसाठी आशीनगर व धरमपेठ झोनमधील काही घरे व दुकानांवर जप्तीची कारवाई करण्यात आली आहे.

महापालिका आर्थिक अडचणीत आहे. आठशे कोटींहून अधिक तातडीची देणी चुकती करायची आहे. दुसरीकडे मालमत्ता कराची थकबाकी शेकडो कोटींमध्ये आहे. ही रक्कम वसूल करण्यासाठी या पूर्वीही महापालिकेने प्रयत्न केले. काही योजनाही राबवल्या. मात्र अपेक्षित यश मिळाले नाही. मुंडे यांनी आयुक्तपदाची सुत्रे स्वीकारल्यावर महापालिकेला आर्थिक शिस्त लावण्यावर भर दिला आहे. काही कामांनाही स्थगिती दिली आहे. आता त्यांनी थकित मालमत्ता कर वसुलीवर अधिक लक्ष केंद्रित केले आहे. आशीनगर झोनमधील वार्ड क्रमांक ४३,५४,५७ मधील सात  मालमत्ता धारकांनी कर न भरल्याने त्यांची घरे जप्त करण्यात आली. अशाच प्रकारची कारवाई दोन दुकानांवर करण्यात आली. कर थकवणाऱ्यांच्या घरातील कार, वातानुकूलित यंत्र, कुलर, टीव्ही, बेड तर दुकांमधील धान्य व किराणा साहित्य जप्त करण्यात आले. त्यांना कर भरण्यासाठी १५ दिवसांची मुदत देण्यात आली आहे. कर भरला नाही तर जप्त केलेली मालमत्ता व इतर वस्तूंचा लिलाव करण्यात येईल, असे धरमपेठ झोन कार्यालयाकडून कळवण्यात आले.

धरमपेठ झोनमध्ये सीताबर्डीतील १३ मालमत्ताधारकांनी १ लाख ८३ हजार ४३४ रुपयांचा कर थकवला होता. त्यामुळे या सर्वाना नोटीस बजावण्यात आली होती. आज कारवाई होणार होती. त्यामुळे पाच जणांनी त्यांच्याकडील एकूण १ लाख २८ हजार ९०१ रुपयांचा कर भरणा केला. त्यामुळे  कारवाई टळली. मात्र उर्वरित आठ जणांच्या मालमत्ता जप्त करण्यात आल्या. ही कारवाई सहायक आयुक्त प्रकाश उराडे यांच्या मार्गदर्शनात करण्यात आली.

सुटीच्या दिवशीही कर भरण्याची सोय

महापालिकेत पाच दिवसांचा आठवडा लागू करण्यात आला आहे. त्यामुळे शनिवार (२९ फेब्रुवारी) व रविवारी (१ मार्च) महापालिकेची कार्यालये बंद राहणार असली तरी नागरिकांसाठी झोन कार्यालय व मुख्यालयातही कर भरण्याची व्यवस्था करण्यात आली आहे.

AN AIR of strictness has always followed Tukaram Mundhe in all his administrative postings till date. The changes he seeks in working culture of a particular institution usually puts him on a path of friction with the ruling dispensation. The IAS officer looks at it through the prism of rationale and logic, without caring much about populism. His agenda as Municipal Commissioner at the Nagpur Municipal Corporation (NMC), also, is all about accountability and structural revamp. “Accountability is the core of good governance. It is the primary responsibility of the Nagpur Municipal Corporation to put a structure that is accountable to its citizens.

My decisions in the last 45 days are based on bringing in a change in the governance structure here as well as financial situation of the civic body,” Mundhe said in an interaction with Editors of city newspapers on Wednesday. The existing structure was classic example of how not to run an organisation. Nobody was responsible for anything and passing the buck was the norm, Mundhe rued while expressing surprise as to how a big organisation like NMC worked without proper hierarchy and fixed accountability for such a long time. “I tried to streamline the structure with responsibility fixed for each department. This will end the chaotic situation,” he hoped with a sense of confidence.

Mundhe’s decisions, aimed at seeking financial discipline in NMC following huge liabilities, have been questioned by the public representatives in the general body meeting. He put forth reasons behind the austerity measures while presenting his own side of the story. “Please show me the ongoing works which I have stopped. There is not a single ongoing project that will be affected. I have stopped execution of new works approved by the office-bearers by adopting a system of expenditure at par with the revenue. There is no point in starting projects with no clarity of funds for its execution,” Mundhe said. “I will work within statutory framework and will not buckle under pressure to please anyone,” he asserted. On the delay in presentation of Budget, Mundhe stated he was working on many details hitherto missing in Budget documents presented by the civic body. “If you see Budgets after 2011-12, there are vague demands which make allocation of funds under one head quite difficult.

I will present the Budget soon with proper changes,” Mundhe said. The Commissioner will also launch a new app soon to redress people’s grievances. It will be an interactive platform where citizens can lodge their complaints which will be automatically forwarded to the respective departments. Civic amenities like encroachment removal, garbage lifting, water supply will be streamlined through the app, Mundhe said adding that accountability will be fixed on the official. “The official will have to give a satisfactory reply within 24 hours failing which it will be escalated to the next level. The users will have the option to rate the service. This feedback will be counted in the ACR of the officer,” he said.

Mundhe blamed the lack of funds in the corporation coffers on faulty implementation of tax collection by the NMC officials. “There is a huge deficit but no concrete step was taken to resolve the issue. There are solutions for each problem, one needs to work with the mindset of solving it,” he stated. Citing example of water supply in Aashinagar Zone, Mundhe said with a crackdown on illegal connections, water flow in the area has increased to eight hours from the earlier one hour. Sanjay Patil : Although Chandrapur and Gadchiroli districts are bestowed with nature's bounty, the same is creating problems in tapping surplus water available here owing to stringent Forest Conservation Act. Stating this J M Sheikh, Chief Engineer, Gosikhurd Project, on Wednesday also pointed out that days of big dams and irrigation projects are almost over due to new compensation and rehabilitation norms. Therefore, more than no ways and means are needed to conserve, reuse the water or otherwise days of scarcity are not far. Particularly in urban areas, the increasing use of flush in latrines are a big waste in terms of water stock. Some new technologies are needed to curb such huge waste or atleast ensure that sewage water is cent per cent treated and reused, Sheikh stated further while speaking at Irrigation Day programme.

He was invited for lecture to mark the day commemorated to mark birth anniversary of Shankarrao Chavan, former Chief Minister of Maharashtra. The programme was jointly hosted by The Institution of Engineers (India), Nagpur Local Centre, Sinchan Sahyog, Nivrutta Abhiyanta Mitra Mandal (MSEB) at Kottewar Hall of institution, North Ambazari Road. Er. Shrikant Doifode, President, Sinchan Sahyog, Er. S G Deshpande, Convenor, Er. M D Date, President, NAMM (MSEB), and Er B D Deshmukh were seated on the dais. Sheikh pointed out that Gadchiroli district’s 86 per cent of land is covered with dense forest and only 0.07 per cent is needed for new irrigation project but even after 60-years nothing has moved an inch as Forest Conservation Act is quite inflexible in such matters. Further as per new provision, compensation for acquiring new land is five times the ready reckoner cost plus other amenities that have made new project unfeasible.

Speaking about Nagpur in near future when the population here rises new water sources would be needed to quench the thirst of citizens. Gosikhurd Project is an viable option but before that Nagpur Municipal Corporation (NMC) needs to treat its sewage which is polluting the dam water. Nearly, 400 TMC water is surplus as neighbouring Madhya Pradesh has not utilised its allotted share fully due to dense forest region. Plenty of water is available at Goshikhurd and planning is needed to tap it for fruitful use. Central Government has planned Wainganga-Nalganga link, lifting surplus water from former’s basin in Bhandara area and transferring it to latter's basin in Buldhana district, a rainfall shadow area. The project is not without massive challenges as a long distance would be needed to be traversed for successful transfer of water. Sheikh spoke about the ongoing project of laying 65 km tunnel to divert water from Kanhan river to Pench Dam for meeting drinking water demand of Nagpur city.

Right now project cost is pegged at Rs 3,000 core but is likely to rise to Rs seven thousands core due to overrun as construction is going to be a big challenge, one being not able to use boring machine for drilling tunnel. Therefore, planners have to give thought for reuse of water, cut down per person usage and more than that have focus on replenishment of ground water resources. Sheikh said the Jalyukta Shivar was a nice scheme and same needs to be continued as it rightly addressed issue of rejuvenation. At the outset, Shrikant Doifode outlined the role of Shankarrao Chavan in shaping irrigation policy of State.
