डॉ राऊत : शिघ्र नवीन अ‍ॅग्री पंप कनेक्शन धोरणः संजय पाटील

संजय पाटील :  नागपूर : ऊर्जामंत्री डॉ. नितीन राऊत यांनी महाराष्ट्र राज्य विद्युत वितरण कंपनी लिमिटेडला (एमएसईडीसीएल) मार्च  2018  पासून प्रलंबित कनेक्शनसाठी नवीन कृषी पंप कनेक्शन धोरण त्वरेने करण्यास सांगितले आहे. शनिवारी व्हिडिओ कॉन्फरन्सिंगद्वारे महावितरणच्या अधिका संबोधित करताना डॉ. राऊत यांनी सर्वसमावेशक धोरण तयार करण्यास सांगितले. प्रलंबित कृषी पंपांना विद्युत जोडणी पुरविणे. सुमारे 50,000 शेतकरी नवीन सेवा कनेक्शनची प्रतीक्षा करीत आहेत आणि त्यांनी मार्च 2018 पूर्वी सेवा कनेक्शन शुल्क भरले आहे आणि त्यानंतर सुमारे 1.5 लाख शेतकर्‍यांनी नवीन कनेक्शनसाठी अर्ज केले आहेत.

तथापि कोणतेही धोरण मार्गदर्शक तत्त्वे नसतानाही महावितरण सेवा कनेक्शन सोडू शकले नाही. कृषी पंपांना वीज देण्याचा मुद्दा राज्य विधानसभेच्या शेवटच्या अर्थसंकल्पीय अधिवेशनात उपस्थित झाला होता कारण शेतकरी त्यांच्या शेतीपंपांना विद्युत जोडणी देण्याची मागणी करीत होते. प्रलंबित कनेक्शनच्या मुद्दय़ावर लांबणीवर चर्चा करण्यात आली आणि उर्जा विभागातील अधिका  लवकरात लवकर धोरण अंतिम करण्याचे निर्देश मंत्र्यांनी दिले. उर्जा विभागाच्या प्राथमिक मसुद्यात कृषी पंपांना त्वरित जोडणी कमी तणावग्रस्त नेटवर्कपासून 1०० मीटरच्या अंतरावर उपलब्ध करून देण्याचे प्रस्तावित केले आहे तर कृषी फीडरपासून 1०० मीटर ते  600  मीटर अंतर असलेल्या कृषी पंपांना उच्च व्होल्टेज वितरण यंत्रणा (एचव्हीडीएस) कनेक्शन दिले गेले आहेत. . पुढे, ज्या शेतकर्‍यांचे कनेक्शन फीडरपासून 600 मीटरपेक्षा जास्त अंतरावर आहे त्यांना सौर उर्जा पंप देण्याचा प्रस्ताव आहे.

धोरण एकाच वेळी कृषी पंप ऊर्जा देण्यासाठी पारंपारिक उर्जा आणि अपारंपरिक उर्जा स्त्रोतांचा वापर करण्याचे उद्दीष्ट ठेवते. कृषी, पशुसंवर्धन, मत्स्यव्यवसाय व दुग्धव्यवसाय विकास यांच्या विभागातील विद्युत् जोडण्यांशी संबंधित त्यांचे प्रश्न सोडविण्यासाठी समन्वय साधण्यासाठी सर्व आलिंगन धोरण तयार करण्याचेही प्रस्तावित आहे. डॉ. राऊत यांनी ऊर्जा विभागाला क्षेत्रीय सर्व्हेक्षण करण्यास व सर्वंकष धोरण तयार करण्यासाठी या विभागांशी सल्लामसलत करण्यास सांगितले आहे. ऊर्जा राज्यमंत्री प्राजक्त तनपुरे; उर्जाचे प्रधान सचिव असीमकुमार गुप्ता आणि महावितरणचे अध्यक्ष व व्यवस्थापकीय संचालक; आणि महावितरण संचालकांनी परिषदेत भाग घेतला.

Sanjay Patil : Nagpur : Energy Minister Dr Nitin Raut has asked the Maharashtra State Electricity Distribution Company Limited (MSEDCL) to expedite new agriculture pump connection policy for the pending connections since March 2018. Addressing the MSEDCL officials on Saturday through video conferencing, Dr Raut asked for framing a comprehensive policy to provide electric connections to the pending agriculture pumps. About 50,000 farmers are waiting for new service connections and they have paid service connection charges before March 2018 and about 1.5 lakh farmers have applied for new connections thereafter.

However in absence of any policy guidelines, MSEDCL could not release the service connections. The issue of providing electricity to agriculture pumps was raised during the last budget session of the State Assembly as the farmers were demanding the electric connections to their agriculture pumps. The issue of the pending connections was discussed at length and the Minister instructed the Energy Department officials to finalise the policy at the earliest. Primary draft by Energy Department proposes to provide immediate connections to the agriculture pumps within a distance of 100 metres from Low Tension line networks while High Voltage Distribution System (HVDS) connections to the agriculture pumps having distance from 100 meters to 600 meters from the agriculture feeders. Further, it is also proposed to provide solar energy pumps to the farmers whose point of connection is more than 600 meters away from the feeder.

The policy simultaneously aims to tap conventional energy and non conventional energy sources to energise agriculture pump at the same time. There is also proposal to chalk out all embracing policy to coordinate with departments like Agriculture, Animal Husbandry, Fisheries and Dairy Development for addressing their issues related to electric connections. Dr Raut has also asked the Energy Department to conduct field surveys and to hold consultations with these departments for making a comprehensive policy. The Minister of State for Energy Prajakt Tanpure; Aseemkumar Gupta, Principal Secretary, Energy, and Chairman and Managing Director of MSEDCL; and MSEDCL Directors participated in the conference.
