Coronavirus: 32 states, UTs under complete lockdown : Sanjay Patil

 

Sanjat Patil : New Delhi, Mar 24 (Agency) A total of 32 states and Union territories have declared complete lockdown so far covering 560 districts, in a bid to contain the coronavirus outbreak, an official said on Tuesday.

Three other states and UTs have imposed lockdown in certain areas in their territories, covering 58 districts, and one union territory has imposed closure of some activities in its jurisdiction.

"Following the central government's communication to state governments and UTs, a total of 32 states and UTs have imposed complete lockdown covering 560 districts," a government official said.

There are 28 states and eight UTs in the country.

The Centre has also asked states to enforce additional restrictions, if necessarthat kj to imposition of curfew in Punjab and Maharashtra.

As many people continued to venture out despite the lockdown order, Puducherry, besides Punjab and Maharashtra, had ordered curfew so that no one goes out of home.

The death toll due to the novel coronavirus pandemic rose to nine on Monday after West Bengal and Himachal Pradesh reported a casualty each, while the number of confirmed cases climbed to nearly 500.

According to the data updated Tuesday morning, the total number of COVID-19 cases rose to 492, including 446 active cases.

The figure includes 41 foreign nationals and the nine deaths reported so far, the Health Ministry said. Seven deaths were earlier reported from Maharashtra (two), Bihar, Karnataka, Delhi, Gujarat and Punjab.

Thirty-seven people have been cured/discharged/migrated, according to the official data.

The number of active cases at 446 saw an increase of 22 from last night's figure, it said.

As cases of the viral infection surged, authorities have put almost the entire country under lockdown, banning gathering of people and suspending road, rail and air traffic till March 31

The states which have imposed lockdown in all districts include Chandigarh, Delhi, Goa, Jammu and Kashmir and Nagaland.

The other states include: Rajasthan, Uttarakhand, West Bengal, Ladakh, Tripura, Telangana, Chhattisgarh, Punjab, Himachal Pradesh, Maharashtra, Andhra Pradesh, Meghalaya, Jharkhand, Bihar, Arunachal Pradesh, Manipur, Tamil Nadu, Kerala, Haryana, Daman Diu and Dadra and Nagar Haveli, Karnataka and Assam.

Cabinet Secretary Rajiv Gauba, meanwhile, has written a letter to State Chief Secretaries urging them to monitor the situation round the clock.

Gauba said additional restrictions if necessary may be imposed and all current restrictions must be enforced strongly.

All violations should be met with legal action, the Cabinet Secretary told the states and UTs.

Union Home Secretary Ajay Bhalla also held a video conference with DGPs of all states and asked them to strictly implement the lockdown and take action against those who violate it

Prime Minister Narendra Modi has appealed to state governments to ensure that rules and regulations of the coronavirus lockdown are enforced strictly as he noted that many people were not following the measures seriously.

"Many people are still not taking the lockdown seriously. Please save yourself, save your family, follow the instructions seriously. I request state governments to ensure rules and laws are followed," Modi said in a tweet in Hindi.

Police vacate protesters at Shaheen Bagh amid coronavirus outbreak : Sanjay Patil

 Sanjay Patil : New Delhi, Mar 24 (Agency) Protestors against the citizenship law at Shaheen Bagh were vacated by the Delhi Police amid coronavirus outbreak on Tuesday morning, officials said.

The women agitators have been on a sit-in at Shaheen Bagh for over three months, protesting the newly amended Citizenship Act .Deputy Commissioner of Police (southeast) R P Meena said people at the protest venue in Shaheen Bagh were requested to vacate the site as lockdown has been imposed due to coronavirus outbreak.

However, when they refused action was taken and they were vacated, the official said.

Delhi Police on Tuesday vacated South-East Delhi's Shaheen Bagh area where protests against the Citizenship law and National Register of Citizens (NRC) were on for over three months.

Nine people were taken into custody by the police including six women and three men. The police say that action was taken so prevent any inconvenience in transporting essential commodities and emergency vehicles.

Section 144 of the CrPC that prohibits the assembly of four or more people at a place has been imposed in Delhi in wake of the coronavirus infection. Under the section, people cannot gather or hold protests.

For several days, police had been asking the protesters to leave the site due to the outbreak of COVID-19, however, the protesters did not pay any heed. Although the crowd had significantly reduced from Monday, a few people were still protesting at the site.

Tents and other things related to the protest were removed by the police as well.

The Shaheen Bagh area made headlines for months and also became a major issue in the recently held Delhi Assembly elections.

The protest started in December last year due to which several roads were closed around the area, making it difficult for commuters travelling from Delhi to Noida and vice versa. The Supreme Court also tried to intervene and appointed mediators to convince the protesters to shift to a different site but the talks failed to convince them.

महाराष्ट्रात येत्या 31 मार्चपर्यंत बंदी आदेश अधिसूचना जारी : संजय पाटील

संजय पाटील : मुंबई : कोविड 19 (करोना विषाणू) याचा प्रसार रोखण्यासाठीच्या उपाययोजनांचा भाग म्हणून विविध कायद्यांतर्गत उपलब्ध असलेल्या अधिकारांचा उपयोग करून संपूर्ण महाराष्ट्रात येत्या 31 मार्चपर्यंत बंदी आदेश लागू करण्याची अधिसूचना आज मुख्य सचिव अजोय मेहता यांनी जारी केली.

या अधिसूचनेनुसार-

अत्यावश्यक आणि नाशवंत वस्तू वगळता अन्य सर्व वस्तूंच्या दळणवळणासाठी राज्याच्या सर्व सीमा बंद करण्यात आल्या आहेत. एसटी महामंडळाच्या बसेस आणि मेट्रो यांसह एका शहरातून दुसऱ्या शहराला जोडणाऱ्या सर्व सार्वजनिक वाहतूक सेवा बंद असतील. चालकाव्यतिरिक्त अन्य दोन व्यक्तींसाठी टॅक्सी तर एका प्रवाशासह ॲटो रिक्षा यांना अधिसूचनेत नमूद केलेल्या कारणांसाठी वाहतूक करता येईल. अत्यावश्यक वैद्यकीय सेवेसाठी प्रवासी वाहतूक करण्यास अधिसूचनेत मान्यता देण्यात आली आहे. अत्यावश्यक वस्तू, आरोग्यसेवा आणि या अधिसूचनेत नमूद करण्यात आलेल्या बाबी यांकरिता वाहनचालकांव्यतिरिक्त एका व्यक्तीला खासगी वाहन उपयोगात आणता येईल.

एका राज्यातून दुसऱ्या राज्यात जाणाऱ्या बससेवा आणि खासगी प्रवासी वाहतूक सेवा यांना बंदी असेल.

विलगीकरणात राहण्याचा निदेश देण्यात आलेल्या प्रत्येक व्यक्तीने त्या निदेशाचे पालन करणे आवश्यक आहे अन्यथा त्यांच्यावर दंडात्मक कारवाई करण्यात येईल आणि त्याला शासकीय विलगीकरण व्यवस्थेत स्थलांतरित केले जाईल.

सर्व रहिवाशांनी घरातच थांबावे. केवळ वरील कारणांसाठी त्यांना बाहेर पडता येईल. तथापि, बाहेर पडल्यानंतर त्यांना परस्परांपासून किमान अंतर राखण्याचा दंडक पाळणे आवश्यक असेल.

सार्वजनिक ठिकाणी पाचपेक्षा जास्त व्यक्तींनी एकत्र येण्यास बंदी असेल.

व्यावसायिक आस्थापने, कार्यालये, कारखाने, कार्यशाळा, गोदामे आदींसह सर्व दुकानांचे व्यवहार बंद असतील. तथापि, वस्तूंची निर्मिती करणारे व प्रक्रिया सातत्य (कंट्युनिअस प्रोसेस) आवश्यक असलेले कारखाने, औषध विक्री आदी सुरू ठेवण्यास परवानगी असेल. याशिवाय, डाळ, तांदूळ, अन्नधान्यविषयक बाबी, दूधविषयक पदार्थ, पशुखाद्य अशा अत्यावश्यक वस्तूंच्या निर्मितीच्या कारखान्यांना त्यांची कामे सुरू ठेवण्यास परवानगी असेल.

शासकीय कार्यालये आणि सुरू ठेवण्यात येणारी दुकाने आणि आस्थापने यांनी अतिशय कमीतकमी कर्मचारीवर्ग असण्याची आणि परस्परांपासून किमान अंतर राखण्याची (जसे चेकआऊट काउंटरवर तीन फुटाचे अंतर राखण्यासाठी जमिनीवर खुणा करणे) दक्षता बाळगावी.

अत्यावश्यक वस्तू व सेवा पुरविणाऱ्या खालील दुकाने आणि आस्थापने यांना वरील निर्बंधातून सूट देण्यात आली आहे.

1. बॅंका/ एटीएम, विमा, फिन्टेकसेवा आणि अन्य संबंधित सेवा

2. मुद्रित आणि इलेक्ट्रॉनिक माध्यमे

3. टेलिकॉम, टपाल, इंटरनेट, डेटासेवा यांसह माहिती तंत्रज्ञान आणि माहिती तंत्रज्ञान सेवा.

4. अत्यावश्यक वस्तूंची पुरवठा साखळी आणि वाहतूक

5. शेतमाल आणि अन्य वस्तूंची निर्यात आणि आयात

6. खाद्य पदार्थ, औषधे आणि वैद्यकीय उपकरणे यांसह आत्यावश्यक वस्तूंचे ई-कॉमर्सद्वारे वितरण

7. खाद्य पदार्थ, किराणा, दूध, ब्रेड, फळे, भाजीपाला, अंडी, मांस, मासे यांची विक्री, वाहतूक आणि साठवण

8. बेकरी आणि पाळीव प्राण्यांसाठीचे खाद्यपदार्थ आणि पशुवैद्यकीय सेवा

9. उपाहारगृहांमधून घरपोच सेवा

10. रूग्णालये, औषधालये आणि चष्म्याची दुकाने, औषधांचे कारखाने, विक्रेते आणि वाहतूक

11. पेट्रोल पंप, एलपीजी गॅस, ऑईल एजन्सीज त्यांची साठवण आणि त्यांच्याशी संबंधित वाहतूक व्यवस्था

12. अत्यावश्यक सेवांकरिता खासगी संस्थांमार्फत पुरविल्या जाणाऱ्या सुरक्षासेवेसह अन्य सेवा देणाऱ्या संस्था

13. अत्यावश्यक सेवांना किंवा कोविड १९ प्रतिबंधासाठी होणाऱ्या प्रयत्नांना मदत करणारी खासगी आस्थापने.

14. वरील बाबींशी संबंधित पुरवठा साखळी

15. तत्वतः वरील सर्व निर्बंध, लोकांच्या वाहतुकीवर निर्बंध घालण्यासाठी आहेत. वस्तूंच्या दळण-वळणावर निर्बंध घालण्यासाठी नाहीत, हे सर्व अंमलबजावणी कार्यालयांनी लक्षात घ्यावे, असेही अधिसूचनेत म्हटले आहे.

राज्य शासनाचे विभाग आणि कार्यालये आणि सार्वजनिक उपक्रम हे फक्त अत्यावश्यक सेवा देण्यासाठीच कार्यरत राहतील.

कोणत्याही संप्रदायांची सर्व धार्मिक स्थळे सुयोग्य अशा प्रतिबंधात्मक आदेशान्वये बंद करण्यात येतील.

बंदीच्या काळात अत्यावश्यक गरजेच्या वस्तुंच्या पुरवठ्याबाबत कोणताही अडथळा निर्माण होणार नाही, यासाठी योग्य त्या उपाययोजना केल्या जातील.

कोविड-19 च्या रूग्णांना योग्य त्या आरोग्यविषयक सुविधा उपलब्ध करून देण्यासाठी सर्व  खाजगी आणि शासकीय रूग्णालयातील वैकल्पिक शस्त्रक्रिया पुढे ढकलण्यात येतील.

गरज भासल्यास, आरोग्य सेवेत कार्यरत असणाऱ्या कर्मचाऱ्यांच्या राहण्याची व्यवस्था करण्यासाठी, सर्व विभागीय आयुक्त, महानगर पालिका आयुक्त आणि जिल्हाधिकारी यांना रूग्णालयाच्या आसपास उपलब्ध जागांचा शोध घेण्याचे निर्देश देण्यात आले आहेत.

सध्या करोना विषाणू मुक्त असलेल्या जिल्ह्याचे जिल्हाधिकारी हे त्यांच्या जिल्ह्यात बाहेरून वाहने येण्यास प्रतिबंध करणारे आदेश काढू शकतील. या जिल्ह्यांमध्ये वर्धा, भंडारा, गोंदिया, चंद्रपूर, गडचिरोली, सातारा, सांगली, कोल्हापूर, सोलापूर, बुलडाणा, अमरावती, अकोला, वाशिम, नाशिक, धुळे, नंदूरबार, जळगाव, बीड, जालना, उस्मानाबाद, परभणी, हिंगोली, लातूर, नांदेड आणि सिंधुदुर्ग या जिल्ह्यांचा समावेश आहे. हा आदेश अत्यावश्यक वैद्यकीय कारणासाठी लागू राहणार नाही.

सर्व जिल्हाधिकारी, पोलीस अधीक्षक, पोलीस आयुक्त, महानगरपालिकांचे आयुक्त आणि इतर संबंधित संस्था, आस्थापना यांचे सक्षम प्राधिकारी यांना, मानवीय व न्यायपूर्ण पद्धतीने वरील सर्व उपाययोजना व तरतूद यांची अंमलबजावणी करण्यासाठी अधिकार देण्यात आले आहेत.

कोणतीही व्यक्ती, संस्था या तरतुदींचा भंग करतील त्यांच्यावर साथ रोग कायदा - 1897, आपत्ती व्यवस्थापना कायदा - 2005 आणि इतर कायदे व विनियमने यानुसार कार्यवाही करण्यात येईल अथवा सद्हेतुने कार्यवाही करणाऱ्या व्यक्तीविरूद्ध वा तसा हेतू असणाऱ्या व्यक्तींविरूद्ध कायदेशीर कारवाई केली जाणार नाही.

या आधी वेगवेगळ्या प्राधिकाऱ्यांनी निर्गमित केलेले आदेश हे या आदेशांृशी सुसंगती राखून अंमलबजावणी संस्था लागू करतील.

People have responded to the appeal made by Prime Minister Narendra Modi. Every citizen forgot the political differences and stood united which should be lauded. Sanjay Patil  : Mumbai: SUPERSTAR Salman Khan on Sunday appealed to his fans to take the risk of coronavirus seriously and follow the government’s call for observing social distancing. In a video posted on Instagram, the 54-year-old actor started by lauding all those who are fighting the battle against COVID-19. He urged people to follow the government advisories, saying people are mistaken if they think they cannot contract coronavirus. “I want to appeal to everyone that the government is asking something, so please take it seriously and don’t spread rumours. It is a problem with everyone for a long time that they believe it will not happen to them. Anyone can get infected with the coronavirus, be it in bus, train or in market place.

So why do you want to take that risk,” Salman said. He asked people to not treat the lockdown as a public holiday and appealed to them to stay indoors. “This is not a public holiday, it is a very serious matter. Stop doing all this and start wearing masks to protect yourself. Wash your hands regularly, keep yourself clean and maintain a distance from others. “What is the problem in doing all this. If it saves countless lives, including your own, then why are you not doing it. Please do this as it is a matter of life and death. This is my request to all of you,” the superstar said. The country is observing a 14-hour Janata Curfew on Sunday, as appealed by Minister Narendra Modi.

The PM made a fervent appeal to all Indians to stay indoors as much as possible to avoid getting infected by coronavirus and called for the curfew on March 22 from 7 am-9 pm, saying no citizen, barring those in essential services, should get out of the house. Celebrities such as Amitabh Bachchan, Shah Rukh Khan, Karan Johar, Akshay Kumar, Ayushmann Khurrana, Hrithik Roshan among others had previously applauded PM’s statement on Janta Curfew. Meanwhile, Ajay Devgn also shared a video message where he asked people to defeat the biggest villain of all time -- coronavirus.

“Every film has two kinds of characters — one hero and one villain.In real life also, you will find many such characters. Today, not just for India but for the whole world, the biggest villain is coronavirus. The biggest heroes are those battling this virus. “There many people like cleaners and alert citizens who are playing supporting roles in this battle. But the most interesting thing is that we are the casting director of this movie. It is in our hands whether we want to become hero or villain. Hands clean, then you’re a hero. Hands dirty, then you’re a villain,” Salman  said. The actor lauded the government, the authorities and the police for their efforts towards safeguarding the lives of the people. “We just have to give support to them. So support them and take care of yourself. Do not go out of your house without any reason. Stay away from crowd. Do not let coronavirus survive. Climax is fun when the villain dies,” he added.

तुम्ही घरातच बसा : तुकाराम मुंढे :संजय पाटील

संजय पाटील; नागपूर : सरकारने अनेकदा आवाहन करुनही नागरिक रस्त्यावर फिरताना दिसतच आहेत. नागपूरचे महापालिका आयुक्त तुकाराम मुंढे या नागरिकांविरोधात अत्यंत आक्रमक झाले आहेत. संपूर्ण प्रशासन तुमच्यासाठी रस्त्यावर आहे, तुम्ही घरातच बसा, कृपा करुन मला बळाचा वापर करायला लावू नका, अशी विनंती करतच त्यांनी बेजबाबदार नागरिकांना इशाराही दिला आहे. लॉकडाऊनचा अर्थ समजून घ्या आणि घरात राहा, अन्यथा आम्हाला शेवटचं पाऊल उचलावंच लागेल, असा इशाराही तुकाराम मुंढे यांनी दिला.

'तुम्ही साथ दिली तर लॉकडाऊनची गरज पडली नसती. लॉकडाऊन म्हणजे जवळपास संचारबंदी लागू झालेली आहे. तरीही लोक अजून फिरताना दिसत आहेत. पुन्हा एकदा विनंती करतोय, कृपया लॉकडाऊनचा अर्थ समजून घ्या. स्वतः घरात राहणे असा याचा अर्थ होतो. हा आजार एकमेकांपासून होणार नाही हा याचा उद्देश आहे. जे घरात राहतील त्यांनाच याचा फायदा होणार आहे. तुमच्यासाठी सर्व प्रशासन रस्त्यावर उतरलं आहे. इतर सर्व कामं बाजूला ठेवून आम्ही तुमच्या सुरक्षेसाठी काम करत आहोत. हे सर्व चालू असताना तुम्ही रस्त्यावर येत आहात. याचा दुष्परिणाम आपल्याच कुटुंबावर होईल, पुन्हा काहीही करता येणार नाही. गरज आहे ती वेळेत आणि वेळेतच सुरक्षा उपाय घेण्याची. घराच्या बाहेर न पडणे हा चांगला उपाय आहे. कायद्यानुसार सर्व आदेश जारी झाले आहेत, त्याची अंमलबजावणी होत आहे. मी स्वतः आणि पोलीस आयुक्त स्वतः सांगत आहेत, तरीही ऐकत नसाल तर सक्तीने तुम्हाला घरात बसावं लागेल. आम्हाला ही ताकद वापरायला लावू नका ही तुमच्याकडून अपेक्षा आहे. नागपूरच्या सर्व नागरिकांना कळकळीची विनंती आहे, कृपा करुन घराच्या बाहेर पडू नका, अशी विनंती तुकाराम मुंढे यांनी केली.

'आमचं सर्व परिस्थितीवर लक्ष आहे, त्याचा आढावा घेतला जात आहे. या आढाव्यानुसार परिस्थिती नियंत्रणात आहे आणि तुम्ही सहकार्य केलं नाही तर ही परिस्थिती नियंत्रणाच्या बाहेर जाईल. सर्व वैद्यकीय अधिकारी, प्रशासन तुमच्यासाठी काम करत आहे, त्यांना साथ द्या. सक्तीने तुम्हाला डांबून ठेवण्याची वेळ येऊ देऊ नका. घराच्या बाहेर असाल, तर घरी जा आणि बाहेर पडू नका, असं ते म्हणाले. अजूनही सामुदायिक संसर्ग झालेला नाही आणि तो आपल्याला टाळायचा आहे, असं त्यांनी सांगितलं.
