How Covid-19 has ravaged India's richest city Mumbai : Sanjay Patil

It sounds like a cliché, but as someone who has lived here all my life, I can confirm it's true. Even during the 2008 attack, on a day when there were active gunmen in south Mumbai, in other parts of the city, trains were running, millions went to work, and restaurants and offices remained open.

But Covid-19 has turned the city into a ghost town as a stringent lockdown remains in place with no easing of restrictions. It has also left its medical infrastructure on the brink of collapse. "Last night in just six hours I saw 15 to 18 deaths all from Covid-related causes. Never before have I seen so many people dying in a single shift," a doctor from KEM hospital - one of the many government institutes treating coronavirus patients - told me.
He refused to be named for fear of repercussions. "It's a war zone. There are two to three patients per bed, some on the floor, some in corridors. We don't have enough oxygen ports. So even though some patients need it, they can't be given oxygen."
A doctor at Sion Hospital, another government facility, said they are splitting one oxygen tank between two or three patients. The space between beds has been reduced to accommodate more people. He added that there was no proper hygiene in areas where Personal Protection Equipment (PPEs) is worn and taken off.
In Mumbai's hot and humid weather, doctors are drenched in sweat within minutes of wearing the kits. Videos from both Sion and KEM hospital, showing people being treated next to dead bodies, and wards overflowing with patients, have caused a furore on social media.
"Mumbai has some of the finest health facilities and doctors. But it was not prepared for a pandemic," Dr Swati Rane, a public health expert in Mumbai, says. "The city of dreams has become a city of nightmares."
The economic powerhouse of India, a city stitched together from smaller islands, surrounded by the Arabian sea on most sides, Mumbai has attracted millions from all over the country in search of work and opportunities.
One of the reasons it faces such a tough battle against the virus is its population density - the second highest in the world according to a WHO report.
"The conditions highlighted in the videos have existed for years now," a doctor at one of the hospitals said. "Sadly, it has taken a pandemic for people to realise our healthcare system is bursting at its seams."
According to a government report, Mumbai has 70 public hospitals with a capacity of 20,700 and 1,500 private facilities with 20,000 beds. The city has roughly one bed per 3,000 people, well below the WHO recommendation of a bed per 550 people.
Mumbai's population has expanded rapidly since this estimation 10 years ago. But the health infrastructure has not kept pace. Government doctors have been stretched particularly thin by Covid-19 because they have been bearing a disproportionately large burden.
"The whole load came on the crippled public sector. The private sector is hardly involved - only a few of their beds are being used for Covid-19," Dr Rane said.
Last week the government of Maharashtra state, of which Mumbai is the capital, said private hospitals would have to dedicate 80% of their resources to treat Covid-19 patients, while prices would be capped.
"There was some reluctance at the beginning because of the nature of the infection," Dr Avinash Bhondwe, the Maharashtra president of the Indian Medical Association, a body that represents many private practitioners, said. "Now, around 3,000 independent doctors have signed up so far to help out. But we need PPE from standardised providers at standardised rates, which has not yet been made available to us."
But these private doctors are still to be inducted, and so far there is no relief for most government facilities. "Help is urgently needed. We are working without any days off, or any time to quarantine ourselves," a Sion hospital doctor said on Monday.
Field hospitals that can accommodate around 4,000 patients are being built in many parts of the city, and a dashboard is being made to show which hospital has free beds. But these moves are coming too late for some families.
Nithyaganesh Pillai says when his father started getting breathless, more than eight private hospitals, including some large facilities, turned him away. Finally, he took him to Sion Hospital.
"There was one stretcher which had blood stains on it. I somehow found a wheelchair and took my father inside," he said. "They told me he needed an ICU, but their beds were full. By the time a doctor examined my father, I was told he was barely alive."
A few hours later, 62-year-old Selvaraj Pillai died. His test result, which came after his death, confirmed Covid-19.
Nithyaganesh is in quarantine with his mother. "Every day I used to watch the news about coronavirus. I never imagined in my wildest dreams how it will affect me and my family. We are an upper middle-class family. You might have wealth, but it won't save the lives of your loved ones," he said.
And in slum areas like Dharavi, life is even harder. Nearly a million people live in less than one square mile, which is more than 10 times the population density of Manhattan, New York.
"Fifty people use one bathroom. Ten to 12 people live, eat and sleep in tiny rooms. How can there be social distancing?" asked Mohammad Rahman, a resident of Dharavi.
He's part of an organisation that has been distributing food to thousands of workers in Dharavi left jobless because of the lockdown. "I have never worked so hard or felt so exhausted in my life. Now we have to stop giving food because we have run out of funds. How long can we sustain it?"
Personally, before the lockdown, I used to wake up to the sound of honking from the street below my house, and pass at least two dozen people on my short walk to work.
The emptiness is beautiful, of course. Every day we have clear, blue skies and there's been a surge in the number of flamingos visiting the city's creeks this year.
But the economic reality of the shutdown is terrifying.
The losses are running into billions of dollars. And with coronavirus cases rising, there's no end in sight.
"We can keep building new facilities. They will get full in a day. Unless we find the source of the spread of the virus and curb it, the city will have to remain under lockdown for months to come," warns Dr Rahul Ghule, who has been working with the municipal corporation to conduct door to door thermal screening in congested parts of the city.
Iqbal Chahal, Mumbai's municipal commissioner, says they've launched a programme called 'Chase the Virus' this week, which aims to aggressively trace the spread of the infection. "In slum areas, we will now be quarantining as many as 15 high risk contacts of a confirmed Covid case. So far we have screened 4.2 million people in Mumbai."
But another threat is looming.
The monsoon is fast approaching, and with it comes the risk of other illnesses including malaria, typhoid, gastric infection and leptospirosis. The work of essential services will be even harder during the rainy season.

Sanjay Patil : Nagpur Press Media : 27 May 2020: Mumbai:  The BJP's Devendra Fadnavis, who has been extremely vocal in his criticism of the Uddhav Thackeray government since the coronavirus pandemic started, today said the centre has provided enough support to Maharashtra in terms of funds and trains. The impression that the state has been unfairly treated is not correct, he said, referring to the opposition allegation that states with non-BJP government are not getting central support.
The centre, he said, has given Rs 28,104 crore to the state. Over Rs 5,648 crore in devolution of taxes has also given to Maharashtra.
The state can even borrow from the centre, he told media persons in a virtual press conference today. Under the centre's new provision for funds, states can borrow up to 5 per cent of the GDP and Maharashtra can get Rs 1.6 lakh crore.
"We have fiscal space of Rs 1.2 lakh crore," he said. "We have a shortage in GST as business is on hold... the shortage in GST can be made up through borrowings," he added.
"State government can take steps... The government has to take steps. You cannot take steps saying there is no money," added the former chief minister in a clear dig at the Uddhav Thackeray government. Then, pointing to Congress-ruled Punjab, he said Amarinder Singh's government has already taken loans.
The Congress is part of the state's ruling alliance and the government and Mr Fadnavis's comment came amid reports of loosening ties, which the allies have vigorously denied.
Over the past weeks, as the coronavirus cases spiked in Maharashtra, Mr Fadnavis has repeatedly highlighted what he called the government's inability to handle the crisis. He has met Governor Bhagat Singh Koshiary, questioned why the state was not announcing a relief package for the people, and held demonstrations against the government.

देवेंद्र फडणवीस यांनी आज ऑनलाइन पत्रकार परिषद घेऊन केंद्राकडून राज्याला तब्बल २८ हजार कोटी रुपये मिळाल्याचा दावा केला. तसेच अजूनही बरीच रक्कम सरकारला मिळणार असल्याचं सांगतानाच शेजारील राज्ये जर कर्ज काढतात तर महाराष्ट्र सरकारनेही कर्ज काढावं, असा सल्ला दिला होता. फडणवीस यांच्या या सल्ल्यावर काँग्रेस आणि राष्ट्रवादीपाठोपाठ आता शिवसेनेनेही तोफ डागली आहे. आम्हालाच अर्थ गणित कळतं या भ्रमात कुणी राहू नये. सरकारमध्ये बसलेल्यांनाही अर्थशास्त्रं कळतं. सरकार कसं चालतं आणि कसं चालवायचं असतं हे आम्हालाही कळतं. त्यामुळे मलाच काय ते कळतं आणि महाराष्ट्र सरकारला काहीच कळत नाही, या भ्रमातून बाहेर पडा, असा टोला हाणतानाच महाराष्ट्र सरकार पूर्ण ताकदीनं काम करत असल्याचं दावा अनिल परब यांनी केला आहे.

"Gujarat Worse", Start There: Shiv Sena's Sanjay Raut On President's Rule Over COVID-19


Mumbai: Shiv Sena leader Sanjay Raut today hit back at BJP MP Narayan Rane's demand for President's Rule in Maharashtra, saying Gujarat's performance in handling the COVID-19 crisis is "worse", hence it deserves to be put under the central rule first. Without specifying any party or leader, Mr Raut said the opposition should get "quarantined", and that their efforts to destabilise the Maharashtra government could boomerang.

However, senior BJP leader and former minister Sudhir Mungantiwar said though the COVID-19 situation in Maharashtra is "grim", it does not qualify for President's rule. Narayan Rane, who is the Rajya Sabha member, on Monday met Maharashtra Governor BS Koshyari and demanded imposition of President's Rule in view of the Shiv Sena-led state government's "failure" in tackling the pandemic.
Reacting to it, Mr Raut said, "If you go by the Gujarat High Courts strictures on tackling the COVID-19 crisis, the states performance is worse compared to Maharashtra." "If the President's Rule has to be imposed, the Centre should start with Gujarat first," Mr Raut told reporters.
He also dismissed speculations over the "stability" of the three-party (Shiv Sena, NCP and Congress) alliance government in Maharashtra. "It is better that the opposition should get quarantined. Their efforts to destabilise the Maharashtra government could boomerang. The opposition is yet to find a formula to bring down this government," the Sena's Rajya Sabha member said.
On NCP chief Sharad Pawars meeting with Maharashtra Chief Minister Uddhav Thackeray on Monday, Mr Raut said, Even Prime Minister Narendra Modi has sought advice from Sharad Pawar. There should be no objection to Mr Pawar making any suggestions or discussing issues with Thackeray.
Meanwhile, Mr Mungantiwar said the opposition BJP in Maharashtra is not of the opinion that President's Rule should be imposed in the state. "The situation in Maharashtra is grim, but it does not qualify for Presidents rule. We feel the current state government is not serious enough to tackle the situation," the BJP leader told a news channel, reported news agency Press Trust of India. There are enough resources with Maharashtra to contain the coronavirus spread, but the state government is "not making enough efforts," he claimed.

Sanjay Patil: Nagpur Press media : Mumbai, May 25 2020 : (PTI) A Maharashtra cabinet minister and senior Congress leader, who has tested positive for coronavirus, was on Monday admitted in a hospital here, a close aide said.


He became the second cabinet minister after NCP leader Jitendra Awhad to test positive for coronavirus.



The minister had contracted the infection a few days back and is undergoing treatment, a Health official had said on Sunday.



The minister had attended some meetings in the last week in Mumbai before travelling back to his home district in Marathwada.



Earlier on Monday, the minister left his home town for Mumbai in an ambulance, his aide said, adding that he was admitted in Breach Candy hospital here as he has been diabetic and a regular visitor at the hospital, which is located in south Mumbai.



The minister travelled a distance of 500 kms for almost 12 hours from Marathwada in the ambulance as a special chartered plane could not be arranged, the aide said.



The minister was accompanied by a doctor and an attendant, he said.



"There is no separate cabin for a pilot and crew in a chartered plane. Had crew members flown to Mumbai with the minister, they would have been forced to undergo a mandatory 14-day quarantine. Nobody was ready to take that risk," he said.



He said a driver of the minister had tested positive for coronavirus a couple of days back, following which the minister isolated himself till his coronavirus test results were received.



"It was decided to shift the minister to Mumbai as his regular doctor has been attached to Breach Candy hospital," the aide said.



A video clip of the minister leaving his home district and boarding an ambulance was aired by news channels on Monday morning.



Earlier, state Housing Minister Jitendra Awhad had tested positive for coronavirus. He recovered after remaining admitted in a hospital in Mumbai for more than two weeks.

संजय पाटील : नागपुर : नागपूर प्रेस मीडिया : 26 मे 2020 : केन्द्र सरकार के प्रस्तावित विद्युत संशोधन विधेयक 2020 के प्रारूप पर राज्य में बिजली क्षेत्र के विशेषज्ञों की एक कमेटी जल्द ही अपनी रिपोर्ट देगी. यह जानकारी ऊर्जा मंत्री नितिन राऊत ने दी. उन्होंने इस संदर्भ में वीडियो कॉन्फ्रेंसिंग के जरिए विभाग के आलाधिकारियों व महावितरण, महानिर्मिति व महापारेषण के व्यवस्थापकीय संचालकों से बैठक की व प्रधान सचिव को दिशानिर्देश भी दिए. प्रभारी प्रधान सचिव दिनेश वाघमारे, महावितरण के संचालक सतीश चव्हाण, शैला ए. ने कम्पनी के संदर्भ में सादरीकरण भी किया. राऊत ने कहा कि विधेयक के संदर्भ में वे अभ्यासपूर्ण भूमिका रखेंगे.
निजीकरण का दांव तो नहीं
राऊत ने कहा कि प्रस्तावित बिल में कई त्रुटियां हैं व कुछ प्रावधान अस्पष्ट हैं. इस विधेयक के कारण राज्य के अधिकार में आने वाले बिजली क्षेत्र का महत्व चरणबद्ध तरीके से खत्म हो सकता है. विधेयक में संशोधन के नाम पर कहीं निजीकरण का दांव तो नहीं खेला जा रहा है, यह भी देखना होगा. उन्होंने कहा कि देशभर के गैरभाजपा शासित राज्यों से वे बात कर उनका रुख भी जानेंगे. बिजली अत्यावश्यक सेवा होने से राष्ट्रीय आपदा व्यवस्थापन निधि में इसका समावेश होना जरूरी है.

 सरकार कोणतेही येवो विदर्भाकडे बघण्याचा दृष्टिकोन कायम अन्यायकारकच असतो. फडणवीस सरकारने विदर्भातील गोसीखुर्द प्रकल्प कार्यालयाचे पाच उपविभाग बंद केले होते. विद्यमान सरकारकडून नाशिक येथील धरण सुरक्षितता कक्षासाठी यवतमाळ जिल्ह्य़ातील दोन विभागीय आणि तीन उपविभागीय असे एकूण पाच विभाग बंद करण्यात येणार आहेत. विदर्भात एक लाख ६९ हजार हेक्टरचा सिंचन अनुशेष शिल्लक आहे. या पार्श्वभूमीवर कार्यालयांचे बंद करणे विदर्भावर अन्याय करणारे आहे.
२० जूनला जलसंपदा विभागाने यासंदर्भात जारी केलेल्या आदेशानुसार नाशिक येथील धरण पुनस्र्थापना सुधारणा प्रकल्पाच्या (टप्पा २/३) संनियंत्रणासाठी संनियंत्रण कक्ष स्थापन करण्यात आला आहे. जलविज्ञान प्रकल्प, मध्यवर्ती संकल्पचित्र संघटना, महाराष्ट्र अभियांत्रिकी संशोधन संस्था तसेच धरण सुरक्षिता संघटनेंतर्गत कार्यरत अधिकारी कर्मचाऱ्यांना या कक्षातील जबाबदाऱ्या देण्यात आल्या आहेत. कामाचा भार वाढल्याने क क्षासाठी तांत्रिक व अतांत्रिक पदे उपलब्ध करून देण्याचा निर्णय झाला. त्यासाठी विदर्भ पाटबंधारे विकास महामंडळाच्या अधीनस्त यवतमाळ प्रकल्प मंडळांतर्गत दोन विभागीय व तीन उपविभागीय कार्यालये बंद करण्यात आली आहे. त्यात निम्न पैनगंगा पुनर्वसन विभाग आर्णी आणि  लघु पाटबंधारे विभाग पुसद या दोन विभागीय कार्यालयासह आर्णी आणि पुसद येथील तीन उपविभागांचा समावेश आहे. कार्यालयात एकूण १५८ मंजूर पदे आहेत. यापैकी १८ पदे धरण सुरक्षितता कक्षाकडे वर्ग करण्यात येणार आहे. सध्या टाळेबंदीच्या काळात प्रत्येक जण त्याचा रोजगार टिकवून ठेवण्याच्या प्रयत्नात आहेत. अशा काळात विभाग बंद झाल्याने कर्मचाऱ्यांमध्ये अन्याय झाल्याची भावना आहे.
यापूर्वी गोसीखुर्दचे उपविभाग बंद
यापूर्वी  गोसीखुर्द प्रकल्पाचे पाच उपविभाग बंद केले होते. त्यामुळे तेथील १२५ कर्मचाऱ्यांची पदे निरस्त करण्यात आली होती. आता निम्नपैनगंगा प्रकल्पाची कार्यालये बंद करताना वर्ग ३ व वर्ग ४ च्या कर्मचाऱ्यांवर अन्याय करण्यात आला. शासनाने या निर्णयाचा पुनर्विचार करावा, अशी मागणी पाटबंधारे कर्मचारी संघटनेचे ज्ञानेश्वर महल्ले यांनी केली आहे.

संजय पाटील:  नागपूर प्रेस मीडिया : न्यूज एजन्सी:26 मे 2020 : करोना व्हायरच्या पार्श्वभूमीवर देशभरात लॉकडाउन जाहीर करण्यात आला आहे. लॉकडाउनमुळे अनेक उद्योगधंदे बंद असल्यानं अनेकांना त्याचा फटका बसला आहे. तर दुसरीकडे हातावर पोट असलेल्यांना मोठ्या प्रमाणात या संकटाचा सामना करावा लागत आहे. अशा परिस्थितीत सरकारला थेट गरीबांच्या खात्यात रक्कम टाकण्याची आवश्यकता असल्याचं मत अर्थतज्ज्ञ आणि नोबेल पारितोषिक विजेते अभिजित बॅनर्जी यांनी व्यक्त केलं.

अभिजित बॅनर्जी आणि त्यांच्या पत्नी इस्टर डुफ्लो या जयपूरमधील ऑनलाइन लिटरेचर फेस्टिव्हलमध्ये सहभागी झाल्या होत्या. “करोनाच्या संकटकाळादरम्यान सरकारला प्रत्येक भारतीला किमान १ हजार रुपये त्वरित दिले पाहिजे. तसंच पुढील काही महिने सरकारनं ही रक्कम भारतीयांना दिली पाहिजे,” असं मत त्यांनी चर्चेदरम्यान व्यक्त केलं. तसंच ‘वन नेशन, वन रेशन कार्ड’ ही योजनादेखील सरकारानं लवकरात लवकर लागू केली पाहिजे, असंही त्यांनी नमूद केलं.

“सरकारला युनिव्हर्सल अल्ट्रा बेसिक इन्कम तात्काळ लागू करण्याची आवश्यकता आहे. जनधन योजनादेखील याचाच एक भाग आहे,” असं डुफ्लो यांनी व्यक्त केलं. यावेळी अभिजित बॅनर्जी आणि इस्टर डुफ्लो यांनी सरकारच्या ‘वन नेशन, वन रेशन कार्ड’ या योजनेची स्तुती केली. तर ही योजना त्वरित लागू करणं आवश्यक असल्याचं ते म्हणाले. तसंच जोपर्यंत लस तयार होत नाही तोवर करोनाचं संकट कायम राहणार असल्याचं मतही अभिजित बॅनर्जी यांनी व्यक्त केलं.
भारतीय अर्थव्यवस्थेपुढे १९९१ पेक्षाही अधिक कठिण संकट उभं राहू शकतं असं मत बॅनर्जी यांनी यापूर्वी व्यक्त केलं होतं. तसंच त्यांनी जीडीपीमध्येही मोठी घसरण होण्याची शक्यता वर्तवली आहे. सरकारला सद्यस्थितीत गरीबांच्या हाती पैसा कसा पोहोचवता येईल याबाबत विचार करायला हवा, असंही त्यांनी नमूद केलं.
खरेदीची क्षमता नाही
भारतात सध्या मागणीची मोठी समस्या आहे. लोकांच्या हाती सध्या पैसा नाही हे त्यामागील मोठं कारण आहे. त्यामुळेच लोकं काहीही खरेदी करू शकत नाहीत. अशा परिस्थितीत लोकांपर्यंत आर्थिक मदत पोहोचवण्यात उशिर करणं चुकीचं ठरू शकतं. लॉकडाउनमुळे आर्थिक व्यवहार ठप्प आहेत यासाठीच त्वरित आर्थिक मदतीची अधिक गरज असल्याचं त्यांनी यापूर्वी राहुल गांधी यांच्यासोबत केलेल्या चर्चेदरम्यान म्हटलं होतं.
मागणी वाढवण्यावर लक्ष देणं आवश्यक
अर्थव्यवस्थेला रुळावर आणण्यासाठी मागणी वाढवण्याची गरज आहे. मागणी तेव्हाच वाढेल जेव्हा लोकांमध्ये खरेदी करण्याची क्षमताही वाढेल. यासाठीच लोकांच्या हाती पैसा पोहोचवणं आवश्यक आहे. लोकांच्या हाती पैसा आला तरच ते खर्च करतील आणि खर्च केल्यानंच मागणी वाढेल, तसंच अर्थव्यवस्थेला बळकटी मिळेल, असंही बॅनर्जी म्हणाले.
