'Two years ago, the state government appointed an inquiry commission to probe the incident of violence at Koregaon-Bhima in Pune district; However, delays were initially made regarding providing necessary staffing and other infrastructure for the Commission. The depression remains as it is today, and now it is a pitiable condition that some officers and employees of the Commission have not received salary since November 2019. It is time for the commissioners to live on credit. If this is the seriousness of the government and the Commission has to contend with the daily expenses, then the inquiry should be wrapped up, ”the concerned letter itself wrote to the state government on Friday.

Retired Justice Jai Narayan Patel, Chairman of the Commission and former Chief Secretary of the Summit, Sumit Malik, expressed their grief during the hearing on Friday. The letter was written under the theme 'Coregaon-Bhima Inquiry Commission to be turned over due to insufficient funds'.

The Commission was constituted by a notification dated February 9  2018, and asked to report within four months. However, notification of giving staff classes to the Assistant Secretary, Technical Expert, Clerk etc. for the Commission was withdrawn on March 31 arch 2018. Then on April 28, the secretaries were appointed and they made the move to set up the Commission's office in Mumbai and Pune. The repair work of the Pune office was completed on September 18. In the meantime, the Commission did the job of recruiting staff members of the Commission, asking for affidavits from citizens and related organizations and expiring them on request of some constituents. After scrutinizing more than five hundred affidavits, the Commission decided to hold a hearing. Seven months were overturned for all such preliminary things, and the actual hearing began on September 7th 2018. Subsequently, the timeline given to the Commission from time to time expires on February 8, 2020. On the one hand, the government has been delayed from the beginning, and now it is also taking steps to provide funds to the Commission. Therefore, the government is not serious about this inquiry and it is difficult for the Commission to work, 'the letter said. It is also stated that the president has expressed his displeasure with this letter and said that the government should take immediate steps to remove all errors in order to carry out the work of the Commission.

'अपुऱ्या निधीमुळे कोरेगाव-भीमा चौकशी आयोग गुंडाळावा'

मुंबई: संजय पाटिल द्वारा: 'दोन वर्षांपूर्वी पुणे जिल्ह्यातील कोरेगाव-भीमा येथे झालेल्या हिंसाचाराच्या घटनेची चौकशी करण्यासाठी राज्य सरकारने चौकशी आयोग नेमला; मात्र, आयोगासाठी आवश्यक कर्मचारी वर्ग व अन्य पायाभूत सुविधा पुरवण्याबाबत प्रारंभीपासूनच दिरंगाई करण्यात आली. आजही ही उदासीनता तशीच कायम असून आता तर आयोगाच्या काही अधिकारी-कर्मचाऱ्यांना नोव्हेंबर, २०१९पासून पगार मिळाला नसल्याची दयनीय स्थिती आहे. आयोगात शिपाई म्हणून काम करणाऱ्यांना उधारीवर जगण्याची वेळ आली आहे. हेच सरकारचे गांभीर्य असेल आणि आयोगाला दैनंदिन खर्चासाठी झगडावे लागत असेल तर ही चौकशीच गुंडाळण्यात यावी', असे उद्विग्न पत्र खुद्द कोरेगाव-भीमा चौकशी आयोगानेच राज्य सरकारला शुक्रवारी लिहिले.

आयोगाचे अध्यक्ष निवृत्त न्यायमूर्ती जय नारायण पटेल व सदस्य माजी मुख्य सचिव सुमित मलिक यांनी शुक्रवारच्या सुनावणीदरम्यान आपली तीव्र उद्विग्नता व्यक्त केल्यानंतर ती सरकारपर्यंत पोहोचविण्यासाठी त्यांच्या सूचनेप्रमाणे आयोगाच्या सचिवांनी पत्र तयार केले. 'अपुऱ्या निधीमुळे कोरेगाव-भीमा चौकशी आयोग गुंडाळावा', अशा विषयाखालीच हे पत्र लिहिण्यात आले.

'९ फेब्रुवारी, २०१८च्या अधिसूचनेद्वारे आयोग स्थापन करून चार महिन्यांत अहवाल देण्यास सांगण्यात आले. मात्र, आयोगासाठी सचिव, तांत्रिक तज्ज्ञ, लिपिक इत्यादी मदतनीस कर्मचारी वर्ग देण्याची अधिसूचना ३१ मार्च, २०१८ रोजी काढण्यात आली. त्यानंतर २८ एप्रिलला सचिवांची नेमणूक झाली आणि त्यांनी आयोगाचे कार्यालय मुंबई व पुण्यात उभारण्यासाठी हालचाली केल्या. पुण्यातील कार्यालयाच्या दुरुस्तीचे काम सप्टेंबर, २०१८मध्ये पूर्ण झाले. दरम्यानच्या काळात आयोगातील कर्मचारी वर्गाच्या नेमणुका, नागरिक व संबंधित संस्थांकडून प्रतिज्ञापत्रे मागवणे आणि काही घटकांच्या विनंतीवरून त्याला मुदतवाढ देणे इत्यादी कामे आयोगाने केली. पाचशेहून अधिक प्रतिज्ञापत्रांची छाननी केल्यानंतर आयोगाने सुनावणी घेण्याचा निर्णय घेतला. अशा सर्व प्राथमिक गोष्टी होण्यासाठी सात महिने उलटले आणि प्रत्यक्ष सुनावणी ५ सप्टेंबर, २०१८ रोजी सुरू झाली. त्यानंतर आयोगाला वेळोवेळी देण्यात आलेली मुदतवाढ आता ८ फेब्रुवारी, २०२० रोजी संपत आहे. एकीकडे सरकारकडून प्रारंभीपासून दिरंगाई झाली असताना आता आयोगाला निधी पुरवण्यातही चालढकल केली जात आहे. त्यामुळे सरकार या चौकशीविषयी गंभीर दिसत नसून आयोगाला काम करणे मुश्कील झाले आहे', अशी उद्विग्नता या पत्रात आहे. तसेच 'अध्यक्षांकडून ही नाराजी अत्यंत खेदाने व्यक्त करण्यात येत असून आयोगाचे काम सुरळीत चालण्यासाठी सर्व त्रुटी दूर करण्याची पावले सरकारने तत्काळ उचलावीत', असेही पत्राच्या शेवटी नमूद करण्यात आले आहे.

आयोगाच्या सचिवांनी शुक्रवारी संध्याकाळी हे पत्र लिहिल्यानंतर आम्ही ते मंत्रालयात देण्यासाठी गेलो होतो; मात्र तोपर्यंत कार्यालय बंद झाले होते. त्यामुळे आज, शनिवारी हे पत्र आम्ही राज्याचे मुख्य सचिव तसेच गृह विभागाचे अतिरिक्त मुख्य सचिव व प्रधान सचिवांना देणार आहोत.

आयोगाची व्यथा

- आयोगासाठी अपुरा निधी दिल्यानंतर पुरवणी मागणीही पूर्णपणे मान्य केली नाही.

- अधिकारी-कर्मचाऱ्यांचे वेतन किंवा मानधन वेळेत देण्यात आले नाही.

- दैनंदिन खर्चासाठी आगाऊ रक्कम न दिल्याने कर्मचाऱ्यांनाच पदरचा खर्च करावा लागला आणि या खर्चाची परतफेडही अनेक महिन्यांपासून प्रलंबित.

- पुण्यातील सुनावणीसाठी आयोगाच्या वकिलांचे व्यावसायिक शुल्क वाढवण्याची शिफारस अजूनही प्रलंबित.

- अपुऱ्या निधीमुळे काही अधिकारी-कर्मचाऱ्यांना नोव्हेंबर, २०१९पासून वेतन नाही.

- अध्यक्षांपासून अनेकांचे मानधन डिसेंबर, २०१९पासून थकित.

अपर्याप्त धन के कारण कोरेगांव-भीमा जांच आयोग को खत्म कर दिया गया'

आयोग के सचिव द्वारा शुक्रवार शाम पत्र लिखे जाने के बाद हम इसे मंत्रालय को देने गए; तब तक कार्यालय बंद था। इसलिए आज, शनिवार को, हम इस पत्र को राज्य के मुख्य सचिव के साथ-साथ अतिरिक्त गृह सचिव और गृह विभाग के प्रधान सचिव को भेजेंगे।

आयोग का संकट

Action of Tukaram Mundhe "Notice to contractors, engineers": Sanjay Patil

The Civic Action Guild Foundation had taken a press conference and complained about paver block work on five cement roads. The complainant has also been involved in cement road work at Tekanaka, Indore number ten and other three places. It has been alleged that paver blocks installed on roads are not as standard. Therefore, action orders are likely to be issued on these roads. Cement Road Project (Phase-3) Road No. 31 is opposite Ajit Bakery. The work of this road which. P. Enterprises have. Creation Engineers Private Limited is responsible for the quality inspection of paver blocks installed on roads. The commissioner has issued a show cause notice to both these companies. It revealed the paver block was not as standard. Significantly, paver blocks were already installed before the 'curling period' of this road. Therefore, the foundation inspected paver blocks installed on five cement roads in the city. It was revealed that this paver block was not as standard. The message from the Foundation was met by Commissioner Mundhe on Thursday. Commissioner Mundhe informed about this work at a meeting on cement roads on Friday. नागपूर: संजय पाटील: सिमेंट रस्त्यांवरून सत्तापक्ष भाजप स्वत:ची पाठ थोपटून घेत आहे. रस्त्यांबाबत नागरिकांच्या तक्रारी मात्र दिवसेंदिवस वाढत आहेत. काम अयोग्य असल्याच्या तक्रारीनंतरही यावरून कुणावरही कारवाई झालेली नाही. चौकशी करण्यात आली नव्हती. मात्र गुरुवारी एकस्तंभ चौक ते उत्तर अंबाझरी या मार्गवरील सिमेंट रस्त्यावर मानकाप्रमाणे पेव्हर ब्लॉक लावण्यात आले नसल्याचा आरोप एका संस्थेने केल्याने आयुक्त तुकाराम मुंढे यांनी त्याची दखल घेतली आहे. रस्त्याचे काम करणारा कंत्राटदार, दर्जा तपासणारी कंपनी व त्यावर देखरेख ठेवणाऱ्या कनिष्ठ अभियंत्यास त्यांनी कारणे दाखवा नोटीस बजावले आहेत. चौकशीचेही आदेश देण्यात आले आहेत. आरोपात तथ्य आढळल्यास कंत्राटदार कंपनीला काळ्या यादीत टाकण्याचा इशाराही आयुक्तांनी दिला आहे.

सिव्हिक अॅक्शन गिल्ड फाउंडेशन संस्थेने पत्रपरिषद घेऊन पाच ठिकाणच्या सिमेंट रस्त्यांवरील पेव्हर ब्लॉक कामाची तक्रार केली होती. टेकानाका, इंदोरा दहा नंबर नाका व इतर तीन ठिकाणच्या सिमेंट रस्ता कामाचा तक्रारीत समावेश आहे. रस्त्यांवर लावण्यात आलेले पेव्हर ब्लॉकही मानकाप्रमाणे नसल्याचा आरोप आहे. त्यामुळे आता या रस्त्यांसंदर्भातही कारवाईचे आदेश निघण्याची शक्यता आहे. सिमेंट रस्ते प्रकल्प (टप्पा-३) रस्ता क्रमांक ३१ हा अजित बेकरी समोरील आहे. या रस्त्याचे काम जे. पी. एंटरप्रायजेसकडे आहे. रस्त्यांवर लावण्यात आलेल्या पेव्हर ब्लॉकचा दर्जा तपासणीचे काम क्रिएशन इंजिनीअर्स प्रायव्हेट लिमिटेडकडे आहे. या दोन्ही कंपनींना आयुक्तांनी कारणे दाखवा नोटीस बजावली आहे. या दोन्ही कंपन्यांकडून समाधानकारक उत्तर न आल्यास कंपन्यांना काळ्या यादीत टाकण्याचा इशारा देण्यात आला आहे. या रस्त्याची जबाबदारी असलेले मनपाचे कनिष्ठ अभियंता श्रीवास्तव यांनाही कारणे दाखवा नोटीस बजावण्यात आली आहे. अभियंत्यास २४ तासांत स्पष्टीकरण सादर करण्याचे निर्देशही आयुक्तांनी दिले आहे.

माहितीनुसार सिमेंट रस्त्यांवर मानकाप्रमाणे एम-४५ आकाराचे पेव्हर ब्लॉक वापरणे आवश्यक आहे. मात्र याठिकाणी एम-२७चा वापर करण्यात येत आहे. सिव्हिक अॅक्शन गिल्ड फाउंडेशनने कंत्राटदाराकडे तक्रार केल्यावर त्यांनी संस्थेलाच तपासणी करण्यास सांगितले. त्यानंतर फाउंडेशनतर्फे एका नामवंत संस्थेकडून तपासणी केली. यात पेव्हर ब्लॉक मानकाप्रमाणे नसल्याचे उघडकीस आले. विशेष म्हणजे या रस्त्याच्या 'करींग पीरेड' पूर्वीच पेव्हर ब्लॉक लावण्यात आल्याचे उघडकीस आले. त्यामुळे फाउंडेशनने शहरातील पाच सिमेंट रस्त्यांवर लावण्यात आलेल्या पेव्हर ब्लॉकची तपासणी केली. हे पेव्हर ब्लॉकही मानकाप्रमाणे नसल्याचे उघडकीस आले. फाउंडेशनचे संदेश सिंगलकर यांनी गुरुवारी यासंदर्भात आयुक्त मुंढे यांची भेट घेऊन त्यांच्याकडे तक्रार केली. शुक्रवारी सिमेंट रस्त्यांबाबत झालेल्या बैठकीत आयुक्त मुंढे यांनी या कामाची माहिती घेतली. त्यानंतर कामात दिरंगाई असल्याचे आढळल्याने संबंधिताना कारणे दाखवा नोटीस बजावण्यात आली. शहरातील ज्या सिमेंट रस्त्यांबाबत तक्रारी असतील, त्या तक्रारींचा आढावा घेऊन गरज पडल्यास चौकशी व संबंधितांवर कारवाई करण्यात येईल, असा इशाराही आयुक्त मुंढे यांनी दिला आहे.

ठेकेदारों, इंजीनियरों को नोटिस

नागपुर:संजय पाटिल द्वारा:  सड़कों के बारे में नागरिकों की शिकायतें दिन पर दिन बढ़ती जा रही हैं। शिकायत के बावजूद कि काम अनुचित था, किसी पर भी मुकदमा नहीं चलाया गया। पूछताछ नहीं की गई। हालांकि, गुरुवार को कमिश्नर तुकाराम मुंडे ने आरोप लगाया है कि एकतम्बा चौक से उत्तर अंबाझरी तक सीमेंट रोड पर पेवर ब्लॉक नहीं लगाया गया है। उन्होंने एक सड़क पर काम करने वाले ठेकेदार, एक गुणवत्ता निरीक्षण कंपनी और एक जूनियर इंजीनियर की देखरेख के लिए कारण बताओ नोटिस दिए हैं। जांच के भी आदेश दिए गए हैं। आयुक्त ने आरोपों के तथ्य पाए जाने पर ठेकेदार कंपनी को काली सूची में डालने की चेतावनी दी है।

सिविक एक्शन गिल्ड फाउंडेशन ने एक प्रेस कॉन्फ्रेंस ली थी और पांच सीमेंट सड़कों पर पेवर ब्लॉक के काम की शिकायत की थी। शिकायतकर्ता तेनकाका, इंदौर नंबर दस और अन्य तीन स्थानों पर सीमेंट सड़क के काम में भी शामिल रहा है। यह आरोप लगाया गया है कि सड़कों पर स्थापित पेवर ब्लॉक मानक के अनुसार नहीं हैं। इसलिए, इन सड़कों पर कार्रवाई के आदेश जारी किए जाने की संभावना है। सीमेंट रोड प्रोजेक्ट (चरण -3) रोड नंबर 31 अजीत बेकरी के सामने है। इस सड़क का काम जो पी उद्यमों के पास है। क्रिएशन इंजीनियर्स प्राइवेट लिमिटेड सड़कों पर स्थापित पेवर ब्लॉक की गुणवत्ता निरीक्षण के लिए जिम्मेदार है। आयुक्त ने इन दोनों कंपनियों को कारण बताओ नोटिस जारी किया है। संतोषजनक जवाब नहीं देने पर दोनों कंपनियों को ब्लैकलिस्ट करने की चेतावनी दी गई है। इस सड़क के लिए जिम्मेदार एक जूनियर इंजीनियर श्रीवास्तव को भी कारण बताओ नोटिस दिया गया है। आयुक्त ने इंजीनियर को दो घंटे के भीतर स्पष्टीकरण प्रस्तुत करने का भी निर्देश दिया है।

Relatives of patients suffering from ill health should submit applications with the necessary documentation for medical help, and they will be assisted to get medical help.
Land lease allotment certificate was issued to regularize the encroachment of 270 families at Somerkheda. Six hundred needy families were allotted a new Siddha Patrika. Smiles were spread across the countryside as many problems were being resolved through Rahuti. The Minister of State interacted with them and learned about their problems. शिरजगाव कसबा येथील बालमुकुंद राठी विद्यालयात राहुटीचे आयोजन करण्यात आले होते. या उपक्रमात पुरवठा विभाग, विद्युत विभाग, महिला व बालकल्याण, आदिवासी विकास, आरोग्य विभाग, संजय गांधी/ श्रावण बाळ, तलाठी विभाग, तहसील विभाग आदी विभागांचे स्टॉल्स लावण्यात आले होते. यावेळी सरपंच अविनाश बदकुले, संजय झिंगरे यांच्यासह ग्रामस्थ मोठ्या संख्येने उपस्थित होते.
या राहुटी शिबिरात शिधापत्रिका काढणे, वीज जोडणी अर्ज, जमिनीचा फेरफार, वृद्धांसाठी संजय गांधी निराधार योजना, श्रावण बाळ योजना, जातीचे दाखले तयार करणे, अतिक्रमण नियमानुकूल करुन जमिनीचे पट्टे वाटप करणे, अपंगांना प्रमाणपत्राचे वितरण, वैद्यकीय मदतीचे अर्ज भरणे, आरोग्य, महिला व बालकल्याण विभागाच्या योजनांचा लाभ मिळण्यासाठीचे अर्ज भरुन घेणे आदी लोकहिताची कामे केली जात असून, पंधरा दिवसात संबंधित विभागांकडून योजनांचा लाभ प्रमाणपत्र वितरित करण्यात येत आहे. यावेळी राज्यमंत्र्यांच्या हस्ते अतिवृष्टीमुळे घराची पडझड झालेल्या नागरिकांना आर्थिक मदतीचे धनादेश वितरित करण्यात आले. विद्यार्थ्यांमधील कलागुणांना वाव मिळावा म्हणून गुणवंत विद्यार्थिंनींना बक्षीस वितरण सुध्दा करण्यात आले.
श्री कडू म्हणाले, सर्वसामान्य नागरिकांची महसूल व अन्य शासकीय विभागाशी निगडीत कामे वेळेत पूर्ण व्हावी, यासाठी गावपातळीवर राहुटी शिबिराचे आयोजन करण्यात येत आहे. या शिबिराच्या माध्यमातून नागरिकांच्या तक्रारी किंवा निवेदने घेऊन पंधरा दिवसात प्रकरण निकाली काढण्यासाठी राहुटी हा उपक्रम राबविण्यात येणार आहे. संपूर्ण राज्यात हा पहिला उपक्रम सेवा हमी कायद्यांतर्गत राबविण्यात येत आहे.
नागरिकांनी राहुटीच्या ठिकाणी येऊन आपल्याला आवश्यक असणारे दाखले, महसूल किंवा इतर शासकीय विभागाशी निगडीत सेवा संदर्भातील लाभ मिळविण्यासाठी रीतसर अर्ज करावा. अर्ज केल्यावर पंधरा दिवसात त्यांना घरपोच दाखले व इतर सेवा कागदपत्रे वाटप केले जाईल. दुर्धर आजारापासून त्रस्त असणाऱ्या रुग्णांच्या नातेवाईकांनी वैद्यकीय मदतीसाठी आवश्यक कागदपत्रांसह अर्ज सादर करावा, त्यांना वैद्यकीय मदत मिळवून देण्यासाठी सहकार्य करण्यात येईल.
सोमवारखेडा येथील २७० कुटुंबांचे अतिक्रमण नियमानुकूल केल्याचे जमीनीचे पट्टे वाटप प्रमाणपत्र वितरित करण्यात आले. गावातील सहाशे गरजू कुटुंबांना नवीन शिधा पत्रिकेचे वाटप करण्यात आले. राहुटीच्या माध्यमातून अनेक अडचणी दूर होत असल्यामुळे ग्रामीण भागातील नागरिकांच्या चेहऱ्यावर हसू फुलले होते. त्यांच्याशी राज्यमंत्र्यांनी संवाद साधून त्यांच्या अडचणी जाणून घेतल्या. त्यांचे काम अनेक दिवसानंतर झाल्यामुळे ग्रामस्थांनी समाधान व्यक्त केले.

रायगड जिल्ह्यातील जलसंधारण प्रकल्पांना गती देण्याचे जलसंधारण राज्यमंत्री दत्तात्रय भरणे यांचे निर्देश: संजय पाटील

मुंबई : रायगड जिल्ह्यात सुरू असलेली जलसंधारणाची कामे गतीने पूर्ण करण्यासह भूसंपादनाच्या कारणास्तव प्रलंबित असलेली कामे मार्गी लावावीत. त्यासाठी भूसंपादनाचा आवश्यक निधी तात्काळ उपलब्ध करुन द्यावा, असे निर्देश मृद व जलसंधारण राज्यमंत्री दत्तात्रय भरणे यांनी दिले.

रायगड जिल्ह्यातील जलसंधारण कामांची आढावा बैठक श्री. भरणे यांच्या अध्यक्षतेखाली व रायगड जिल्ह्याच्या पालकमंत्री कुमारी आदिती तटकरे, खासदार सुनील तटकरे यांच्या प्रमुख उपस्थितीत झाली. त्यावेळी त्यांनी हे निर्देश दिले. बैठकीस जलसंधारण विभागाचे अधिकारी उपस्थित होते.

यावेळी श्री. भरणे म्हणाले, जागा उपलब्ध नसल्याने भूसंपादनाअभावी थांबलेल्या प्रकरणात पर्यायी जागा उपलब्ध करुन देण्यात यावी. पूर्ण झालेले मात्र कालवे अपूर्ण असलेल्या जलसंधारण विभागाच्या तलाव, प्रकल्पातून सिंचन सुरू होणे आवश्यक आहे. त्यासाठी जिथपर्यंत कालव्याची कामे झाली असतील तिथपर्यंत पाणी सोडून शेतकऱ्यांना सिंचनासाठी पाणी उपलब्ध करुन द्यावे. जलसंधारण प्रकल्पांची कामे पावसाळ्यापूर्वी पूर्ण करावीत.

पालकमंत्री तटकरे म्हणाल्या, जलसंधारण विभागाने रायगड जिल्ह्यात 5 योजना पूर्ण केल्या आहेत. यामुळे 157 हेक्टर सिंचन क्षमता आणि 1529 स.घ.मी. पाणीसाठा निर्माण झाला आहे. शून्य ते 250 हे. सिंचन क्षमतेच्या एकूण 49 योजना प्रगती पथावर आहेत. यापैकी निविदा प्रक्रिया पूर्ण झालेली कामे कार्यारंभ आदेश देऊन तात्काळ सुरू करावीत, असे  निर्देशही तटकरे यांनी दिल.

जल संरक्षण राज्य मंत्री दत्तात्रय भरने ने रायगढ़ जिले में जल संरक्षण परियोजनाओं को गति देने का निर्देश दिया।

मुंबई:संजय पाटिल द्वारा: भूमि अधिग्रहण में देरी सहित रायगढ़ जिले में जल संरक्षण कार्यों का त्वरित समापन किया जाना चाहिए। मृदा और जल संरक्षण राज्य मंत्री दत्तात्रय भरने ने निर्देश दिया कि इस उद्देश्य के लिए आवश्यक भूमि अधिग्रहण निधि तत्काल उपलब्ध कराई जाए।

रायगढ़ जिले में जल संरक्षण कार्यों की समीक्षा बैठक भरने की अध्यक्षता में और रायगढ़ जिले के संरक्षक मंत्री, कुमारी अदिति तटकरे, सांसद सुनील तटकरे ने मुख्य रूप से भाग लिया। उस समय उन्होंने ये निर्देश दिए। बैठक में जल संरक्षण विभाग के अधिकारी उपस्थित थे।

2062 crores of Marathwada approved: Sanjay Patil

Aurangabad: By Sanjay Patil : Finance Minister Ajit Pawar on Thursday (January 30) approved a proposal of Rs.  2062  crore 50 lakhs with increased funding presented by eight districts of Marathwada. This fund will be spent through the District Planning Committee in the financial year 2020- 2021.

The district had informed the district about the funding of the district annual plan of Marathwada to the tune of Rs.557 crore 52 lakhs  At a meeting chaired by Deputy Chief Minister Ajit Pawar on Thursday, Guardian Ministers of each district demanded additional funding. After discussion, Pawar approved the proposal. Aurangabad district received the highest amount. Aurangabad has sanctioned Rs 325 crore. Nanded and Beed districts have been given maximum funding for Aurangabad.

The meeting was held at the Commissioner's Office, with the Guardian Minister Subhash Desai, Ashok Chavan, Dhananjay Mudde, Rajesh Tope, and District Collector, Planning Officers of each district present.

द्वारा संजय पाटील:औरंगाबाद  मराठवाड्यातील आठही जिल्ह्यांनी सादर केलेल्या वाढीव निधीसह अर्थमंत्री अजित पवार यांनी गुरुवारी (३० जानेवारी) दोन हजार ६२ कोटी ५० लाख रुपयांच्या प्रस्तावाला मंजुरी दिली. २०२०-२१ या आर्थिक वर्षात हा निधी जिल्हा नियोजन समितीमार्फत खर्च करण्यात येणार आहे.

मराठवाड्याच्या जिल्हा वार्षिक योजनेच्या निधीबाबत एक हजार ५५७ कोटी ५२ लाख रुपयांची आर्थिक मर्यादा शासनाने त्या-त्या जिल्ह्यांना कळवली होती. गुरुवारी उपमुख्यमंत्री अजित पवार यांच्या अध्यक्षतेखाली झालेल्या बैठकीमध्ये प्रत्येक जिल्ह्याच्या पालकमंत्र्यांनी अतिरिक्त निधीची मागणी केली. चर्चेनंतर पवार यांनी प्रस्तावांना मंजुरी दिली. यात सर्वाधिक रक्कम औरंगाबाद जिल्ह्याला मिळाली आहे. औरंगाबादसाठी ३२५ कोटी रुपये मंजूर केले आहेत. औरंगाबादपाठोपाठ नांदेड व बीड जिल्ह्यांना सर्वाधिक निधी मंजूर करण्यात आला आहे.

आयुक्त कार्यालयामध्ये झालेल्या या बैठकीसाठी पालकमंत्री सुभाष देसाई, अशोक चव्हाण, धनंजय मुडे, राजेश टोपे यांच्यासह प्रत्येक जिल्ह्याचे जिल्हाधिकारी, नियोजन अधिकाऱ्यांची उपस्थिती होती.

'ऑरिक'ला अडचण येऊ देणार नाही

सरकार कर्जमाफी, मेट्रोला गती, पायाभूत सुविधांना देणार; तसेच औरंगाबादमधील 'ऑरिक'ला सरकार अडचण येऊ देणार नाही, असे उपमुख्यमंत्री अजित पवार यांनी सांगितले. यावेळी राज्यामध्ये आठ हजार पोलिसांची; तसेच आरोग्य विभागातही कर्मचाऱ्यांची मोठ्या प्रमाणावर भरती करणार असल्याचे पवार यांनी सांगितले.

मुंबई : संजय पाटील: राज्यातील कृषी वीज ग्राहकांच्या थकबाकीसंदर्भात व उद्योजकता वाढीसाठी नवीन ऊर्जा धोरण तयार करण्यात येईल, अशी माहिती ऊर्जामंत्री डॉ.नितीन राऊत यांनी येथे दिली. ऊर्जा विभागाच्या वरिष्ठ अधिकाऱ्यांसोबत यासंदर्भात बैठक आयोजित करण्यात आली होती. त्यानंतर श्री.राऊत बोलत होते.राज्यातील शेतकरी वर्ग हा महत्त्वाचा घटक असून त्याच्या हितरक्षणार्थ ऊर्जा विभागाला कार्य करावयाचे आहे. त्याच्याकडे असलेली थकबाकी कमीत कमी होण्यासाठी निश्चित असे धोरण तयार करावे, असे निर्देश श्री.राऊत यांनी संबंधित विभागाला दिले. ग्रामस्तरावर असलेल्या ऊर्जामित्रांच्या मार्फत वीजेची बील थेट शेतकऱ्यांच्या हाती देण्यात येतील. त्याच्याकडे असलेल्या थकबाकीबाबत व त्यास मिळणाऱ्या सवलती संदर्भात ऊर्जा मित्र शेतकऱ्यांशी चर्चा करेल. अशा प्रकारचे मुद्दे या धोरणात असतील.त्याचप्रमाणे राज्यातील उद्योजकांना मिळणारी वीज व त्यावरील दर यासंदर्भातही पुनर्विचार करण्यात येईल. राज्यात उद्योजक यावेत, उद्योग वाढावा यासाठी उद्योजकपूरक असे नवीन ऊर्जा धोरण तयार करण्यात येईल, असे डॉ. राऊत यांनी सांगितले.

ग्रामपंचायतींची नियुक्ती

वीज बिल वसुलीसंदर्भात ज्याप्रमाणे विविध खासगी कंपन्यांची नियुक्ती केली जाते. त्या धर्तीवर राज्याच्या 6 विभागातील प्रत्येकी एका ग्रामपंचायतीला प्रायोगिक तत्वावर वीज बिल वसुलीसाठी नियुक्त करावे. तसेच महाराष्ट्र औद्योगिक विकास महामंडळालाही त्यांच्या मागणीनुसार नियुक्त करावे. याबाबत ऊर्जा विभागाने प्रस्ताव तयार करावा, याबाबत चर्चा बैठकीत झाली. विभागाकडे असलेले प्रलंबित प्रस्ताव शासनाकडील थकबाकी, यासंदर्भात विभागाने कार्यवाही करावी, असे निर्देशही डॉ.राऊत यांनी दिले.यावेळी ऊर्जा विभागाचे प्रधान सचिव इंजि.असिम गुप्ता, वाणिज्य संचालक सतीश चव्हाण, कार्यकारी संचालक श्री. गडकरी व इतर अधिकारी उपस्थित होते.

जिल्हाधिकाऱ्यांनी तातडीने कारवाई करण्याचे आदेश

द्वारा संजय पाटील : चंद्रपूर - मुल मार्गावरील कामे तातडीने पूर्ण करण्याबाबत वारंवार सूचना केल्यानंतर देखील संबंधित कंत्राटदाराकडून या कामांमध्ये अतिशय वेळ होत आहे. त्यामुळे काल पुन्हा एकदा अपघात झाला असून ह्या अपघाताला कारणीभूत असलेल्या कंत्राटदारावर गुन्हे दाखल करण्याचे निर्देश राज्याचे मदत व पुनर्वसन मंत्री तथा चंद्रपूर जिल्ह्याचे पालकमंत्री विजय वडेट्टीवार यांनी दिले आहे.

जिल्हाधिकारी डॉ. कुणाल खेमनार यांना यासंदर्भात आज निर्देश देताना त्यांनी या रस्त्याच्या या कामकाजाकडे दुर्लक्ष झाल्यामुळे अनेकांना अपघाताला सामोरे जावे लागत असल्याचे स्पष्ट केले. हा अत्यंत वर्दळीचा रस्ता असून वेळेत हे काम पूर्ण करणे अपेक्षित होते. मात्र याकडे दुर्लक्ष करीत असल्याचे लक्षात आले. असून हे योग्य नाही, असे देखील पालकमंत्री वडेट्टीवार यांनी स्पष्ट केले आहे.

काल ट्रक आणि दुचाकीच्या अपघातात दुचाकीवरील दोघे जखमी झाल्याची घटना येथील बंगाली कॅम्प परिसरात नेताजी सुभाषचंद्र बोस चौकात मंगळवारी दुपारच्या सुमारास घडली. ट्रक आणि दुचाकी स्वार बल्लारपूर वरून मुल जात होते. चौकात मुलच्या दिशेने वळण घेताना ट्रकचा धक्का लागल्यामुळे दुचाकी अनियंत्रित होऊन दोन तरुणांना गंभीर अपघात झाला. या अपघातांमध्ये या तरुणांना कायमचे अपंगत्व आले. ही बाब अतिशय गंभीर असून केवळ प्रलंबित रस्त्यांच्या कामामुळे अशा घटना घडता कामा नये, असे देखील त्यांनी स्पष्ट केले आहे. या घटनेत अपघात ग्रस्त झालेल्या या तरुणाप्रती पालकमंत्र्यांनी आपल्या संवेदना व्यक्त केल्या असून जिल्ह्यात सुरू असणाऱ्या सर्व प्रलंबित कामाचा लवकरच आपण आढावा घेत असल्याचे म्हटले आहे.

नितीन गडकरीनी उद्योगांना नवे एक्स्प्रेसवे प्रकल्पात पैसे देण्याचे आवाहन केले :संजय पाटील:

नवी दिल्ली, २9  जानेवारी : द्वारा संजय पाटील : केंद्रीय मंत्री नितीन गडकरी यांनी बुधवारी उद्योजकांना पर्यायी इंधन, विद्युत महामार्ग आणि चार्जिंग स्टेशन या क्षेत्रांमध्ये असलेल्या आगामी 22  महामार्गांच्या संभाव्य संभाव्यतेचा फायदा घेण्याचे आवाहन केले.
रस्ते वाहतूक, महामार्ग आणि एमएसएमई मंत्री म्हणाले की दिल्ली-मुंबई द्रुतगती महामार्गावरील सुमारे १ लाख कोटी रुपये प्रकल्प एलएनजी स्थानक, इलेक्ट्रिक चार्जिंग स्टेशन किंवा पेट्रोल पंप स्थापित करण्यास इच्छुक असणा .्यांना  त्वरित हक्काची सुविधा देऊ शकतात.

एफआयसीसीआयच्या 'फ्यूचर इंधन फॉर ट्रान्सपोर्टेशन' या विषयावरील परिषदेला संबोधित करताना मंत्री म्हणाले की, एलएनजीसह  2,000 हजार पेट्रोल पंप उभारण्याची योजना सुरु आहे.

“आम्ही दिल्ली-मुंबई द्रुतगती महामार्गासह 22 नवीन एक्सप्रेस महामार्ग तयार करीत आहोत. 22 पैकी सात प्रकल्पांवर काम सुरू झाले असून या उद्योगास मोठी संधी आहे. "जर लोकांना पुढे यायचे असेल तर आम्ही विशेषत: दिल्ली-मुंबई द्रुतगती महामार्गावर योग्य मार्गाची ऑफर देऊ शकतो जे आम्ही तीन वर्षांत पूर्ण करू," असे मंत्री म्हणाले.

गडकरी म्हणाले की, दिल्ली-मुंबई द्रुतगती महामार्गावरील विद्युत महामार्गाच्या विस्ताराची योजना सुरू असून १ लाख कोटी रुपयांच्या एक्स्प्रेसवे प्रकल्पासाठी जमीन अधिग्रहण पूर्ण झाले आहे.

ते म्हणाले की, पुढच्या महिन्यात ते ई-हायवे पाहण्यासाठी स्वीडनला जात आहेत आणि महामार्गांना ई-हायवेमध्ये रूपांतरित करण्याच्या गुंतवणूकीसाठी लोकांना  त्यांचे स्वागत आहे.

ते म्हणाले, "आरबीआयने आम्हाला आश्वासन दिले आहे की ते आम्हाला 30 वर्षांसाठी पायाभूत सुविधा कर्ज घेण्यास परवानगी देतील. म्हणून जर एखादा बँकेबल प्रकल्प 30 वर्षांसाठी असेल तर कर्जाची रक्कम 13-18 वर्षात वाढविली जाईल. दोन वर्षे असतील प्रकल्प पूर्ण झाल्यानंतर अधिस्थगन कालावधी. जेव्हा तीन वर्षांनी टोल वसुली सुरू होईल, तेव्हा आम्ही एस्क्रो खाते उघडू. विशिष्ट एस्क्रो खात्यात रक्कम जमा केली जाईल. "

मंत्री म्हणाले की सध्या एनएचएआयकडे असे 480 सुरक्षित, बँकेबल प्रकल्प असून एसबीआयने दिलेली कर्ज देण्यास आणखी पाच बँका इच्छुक आहेत.

ते म्हणाले, “रहदारीनुसार आम्ही एस्क्रो खात्यात पैसे जमा करत राहू.

चालू आर्थिक वर्षात एनएचएआयचे वार्षिक उत्पन्न 40,000  कोटी रुपये होईल आणि येत्या काही वर्षांत ते १ लाख कोटी रुपयांवर जाईल, असे ते म्हणाले.

Deputy Chief Minister and Finance Minister Ajit Pawar reviewed the district-wise annual plan at a meeting of the Nagpur division on Tuesday. At a press conference organized after the meeting, he said that the funds of Nagpur, Chandrapur and Sindhudurg districts were cut.
'During the Fadnavis government, these three districts were not funded according to the formula. For this, the funding of the districts in the four divisions was reduced. Since then Chief Minister Devendra Fadnavis of Nagpur, Finance Minister Sudhir Mungantiwar Chandrapur and Finance Minister Deepak Kesarkar belong to Sindhudurg, he has increased the annual plan in his own districts greatly. These districts were funded more. Now this extra funding has been stopped. "The previous government has been deducting due to lack of funds," Pawar claimed
“The existing Guardian Ministers in these three districts have demanded that the current financial year be funded. There is a plan of Rs. 9,500 crore for the districts of the state, which will increase slightly. Nitin Raut, Guardian Minister of Nagpur, Guardian Minister of Chandrapur Vijay Wadettiwar could not be satisfied, ”Ajit Pawar confessed.
“In a district like Nagpur, there are three ministers, MPs and MLAs. Therefore, the next budget will consider how to make more funds under other titles. We will discuss this in a cabinet meeting on Wednesday. A decision will be taken after a discussion with Chief Minister Uddhav Thackeray. "No injustice will be done to Nagpur-Vidarbha," Ajit Pawar said.

555 crore reduction in four districts

Annual plan of Nagpur is Rs 525 crore. In fact, it was expected to have a plan of Rs 237 crore. The government paid Rs 288 crore more. At present, Nagpur has a plan of Rs.299.52 While Chandrapur district was expected to pay Rs 215 crore, Rs 357 crore was given. The Great Man of the Era : Tukaram Mundhe takes charge as new NMC chief: Sanay Patil

NAGPUR:by Sanay Patil : Known for frequent transfers, IAS officer of 2005 batch, Tukaram Mundhe on Tuesday took charge as the new municipal  comm. of Nagpur's civic body NMC.After assuming charge, Mundhe took a review meeting with heads of various departments. Then he attended the inauguration ceremony of Metro Rail Reach 3.

As soon as he entered the premises of the  (NMC), Mundhe reportedly expressed displeasure over the parking of vehicles.

Mundhe replaced Abhijit Bangar. Outgoing municipal commissioner was not present when Mundhe took charge. Bangar was in Mumbai on Monday to attend two meetings organised by speaker Nana Patole and did not return.

The state government had replaced Bangar with Mundhe a week ago. Bangar is yet to get a new posting. He has been transferred for Mundhe within 14 months.

Mundhe has been transferred 13 times in his 15-year-long career. His posting at NMC is 14th transfer.

Earlier, he had worked as the chief executive officer of zilla parishad for a short period of time.

कार्यभार स्वीकारल्यानंतर मुंढे यांनी विविध विभाग प्रमुखांशी आढावा बैठक घेतली. त्यानंतर त्यांनी मेट्रो रेल पोहोच 3 च्या उद्घाटन सोहळ्याला हजेरी लावली.

नागपूर महानगरपालिकेच्या आवारात प्रवेश करताच मुंढे यांनी वाहनांच्या पार्किंगबाबत नाराजी व्यक्त केली.

अभिजीत बांगर यांच्याऐवजी मुंढे यांनी घेतली. मुंडे यांनी कार्यभार स्वीकारला असता निवर्तमान नगरपालिका आयुक्त अभिजित बांगर उपस्थित नव्हते. बांगर सोमवारी मुंबई येथे स्पीकर नाना पटोले यांनी आयोजित केलेल्या दोन सभांना उपस्थित होते व ते परत आले नाहीत.

राज्य सरकारने आठवड्याभरापूर्वी बांगर यांची जागा मुंढे यांच्याऐवजी घेतली होती. बांगर यांना अद्याप नवीन पोस्टिंग मिळालेले नाही. 14 महिन्यांच्या आत त्यांची मुंडे यांच्या बदली झाली आहे.

१ वर्षांच्या कारकीर्दीत मुंढे यांची  13 वेळा बदली झाली आहे. मनपा येथे त्यांची पोस्टिंग 14 वे स्थानांतर आहे.

यापूर्वी त्यांनी जिल्हा परिषदेचे मुख्य कार्यकारी अधिकारी म्हणून अल्पावधीसाठी काम केले होते.

लोकमान्यनगर ते सीताबर्डी या मार्गावरील मेट्रोचे लोकार्पण मंगळवारी करण्यात आले. या कार्यक्रमात उपस्थित आधीच्या राज्य सरकारमधील आणि सध्याच्या महाविकास आघाडी सरकारमधील मंत्री उपस्थित होते. या सर्व नेत्यांनी पक्षीय मतभेदांच्या पलीकडे जात विकासासाठी सगळ्यांनी विकासकामे केल्याची पावती दिली. फडणवीस यांच्या काळात नागपूरचा भरपूर विकास झाल्याचे गृहमंत्री अनिल देशमुख यांनी सांगितले. सुनील केदार यांनी नागपुरात विकास आणि राजकारण यांचा योग्य ताळमेळ असल्याचे मत व्यक्त केले. इतकेच नव्हे तर मुख्यमंत्री उद्धव ठाकरे आणि एकनाथ शिंदे यांनीदेखील गडकरी आणि फडणवीस यांच्या कामांची प्रशंसा केली. फडणवीस आणि गडकरी यांनीदेखील सर्वपक्षीय नेत्यांचे योगदान असल्याचे नमूद केले. सध्याच्या सरकारमध्ये मंत्री असलेल्यांच्या पाठीशी मी आणि फडणवीस असल्याचेही गडकरी यांनी भाषणात जाहीर केले. सर्वच नेते पक्षांच्या पलीकडे जात एकमेकांच्या कामांना दाद देत असल्याचे दिसून येत होते.
मात्र, पालकमंत्री डॉ. नितीन राऊत यांनी इतरांपेक्षा वेगळा सूर लावला.
मिहानमध्ये किती मिळाला रोजगार?
फडणवीस यांच्या काळात नेमके किती उद्योग आलेत, यावर संशोधन करण्याची गरज असल्याचे पालकमंत्री म्हणाले. नितीन गडकरी यांनी मिहानसंदर्भात यशवंत स्टेडियम येथे कार्यक्रम घेतला होता. नेमक्या किती लोकांना मिहानमध्ये रोजगार मिळाला, हे देखील बघायला हवे, असेही पालकमंत्री डॉ. राऊत म्हणाले. नागपुरातील सर्वच नेते एकमेकांबद्दल चांगल्या भावना व्यक्त करीत असताना पालकमंत्र्यांनी वेगळा सूर लावल्याने उपस्थितांमध्ये आश्चर्य व्यक्त होते.
मेट्रोला दिली ताकीद
दरम्यान, भाषणाच्या सुरुवातीलाच डॉ. नितीन राऊत यांनी मेट्रो प्रशासनावर आपला राग काढला. मेट्रो लोकार्पणाच्या वृत्तपत्रांमध्ये जाहिराती देण्यात आल्या. त्या जाहिरातींमध्येही पालकमंत्री डॉ. नितीन राऊत यांचे नाव नसल्याने पालकमंत्री डॉ. नितीन राऊत यांना राग आला. ऐन भाषणात त्यांनी याबाबत नाराजी व्यक्त केली आणि असे पुन्हा होऊ नये, अशी सक्त ताकीदही मेट्रो प्रशासनाला दिली.
पालकमंत्र्यांच्या या नाराजीनाट्याला गडकरी यांनी छेद दिला. फडणवीस यांच्या काळात नागपूरच्या विकासासाठी झालेल्या प्रयत्नांचा त्यांनी उल्लेख केला. या शिवाय, मेट्रोचे व्यवस्थापकीय संचालक ब्रिजेश दीक्षित यांनाही गडकरी यांनी प्रशस्तीपत्र दिले. दीक्षित यांनी अत्यंत चांगले काम केले असून, मेट्रो प्रकल्प पूर्ण झाल्यावर त्यांचा सर्वपक्षीय नागरी सत्कार करू, असेही गडकरी यांनी जाहीर करून टाकले.

महामेट्रोच्या कामात आर्थिक गैरव्यवहार झाल्याचा आरोप करीत 'जय जवान जय किसान' संघटनेच्या कार्यकर्त्यांनी मेट्रो प्रशासनाचा निषेध केला. सुभाषनगर मेट्रो स्टेशनसमोर निषेधाचा फलक घेऊन हे कार्यकर्ते पोहोचले होते. तेथे त्यांनी फलक झळकविण्याचाही प्रयत्न केला. मात्र, त्यांना लगेचच ताब्यात घेण्यात आले.
