डॉ राऊत यांनी केंद्र सरकारकडून व्याजमुक्त कर्जाची मागणी केली आहे: संजय पाटील

संजय पाटील : नागपूर: मे 16 :  महाराष्ट्र राज्य ऊर्जामंत्री डॉ. नितीन राऊत यांनी तणावग्रस्त ऊर्जा क्षेत्राचे बिल काढण्यासाठी केंद्र सरकारकडे 5000  कोटी रुपयांचे व्याजमुक्त कर्जाची मागणी केली आहे. उर्जा क्षेत्राचा समावेश राष्ट्रीय आपत्ती निवारण निधीमध्ये व्हावा जेणेकरून रेड रंगात असलेल्या राज्य संचालित वितरण कंपनीला व्याजमुक्त अ‍ॅडव्हान्स प्रदान करता येईल. देशव्यापी लॉकडाऊनमुळे डिस्कॉम्सवर दुहेरी झटका बसला होता, प्रथम उद्योगातून वीज मिळण्याची मागणी कमी झाली पण त्यापेक्षा जास्त पुनर्प्राप्ती मोहिमेला फटका बसला. देशभरात लॉकडाऊनमुळे वसुली थांबण्यामुळे आर्थिक परिस्थिती अधिकच बिघडली आणि वेळेचे प्रमाण अधिकच वाईट होते, जेव्हा मार्चचा शेवट झाला तेव्हा जास्तीत जास्त डिफॉल्ट आणि थकबाकी साफ झाली.

केंद्रीय राज्यमंत्री डॉ. राऊत यांनी महाराष्ट्र राज्य विद्युत वितरण कंपनी लिमिटेडला (एमएसईडीसीएल) 7500 कोटी रुपयांचा तोटा सहन करावा लागला याकडे लक्ष वेधले. गेल्या दोन महिन्यांत 7500 कोटी रु. एप्रिल महिन्यात केवळ 40 टक्के वसुली शक्य झाली आणि अर्थव्यवस्थेच्या ताणतणावामुळे मे महिन्यात ते 25 टक्क्यांपर्यंत खाली येण्याची शक्यता आहे. केंद्रीय अर्थमंत्र्यांनी देशातील व्यथित वीज क्षेत्राला 90,000 कोटी कर्ज देण्याबाबत केलेल्या घोषणेस उर्जा मंत्री पत्र दिले.

आगाऊ सारखे वागण्याऐवजी हे पैसे डिस्कॉमला अनुदान म्हणून दिले पाहिजेत जेणेकरून त्यांना वीज खरेदी करता येईल आणि कर्मचार्‍यांचे वेतन सोडता येईल. केंद्र सरकार अद्याप 90,000 रुपयांवर हवा साफ करू शकली नाही. तपशील आतापर्यंत जाहीर केला नाही . केंद्रीय अर्थमंत्र्यांनी सांगितले की डिस्कॉम्सला दिले जाणारे पैसे पॉवर फायनान्स कॉर्पोरेशन आणि रूरल इलेक्ट्रिफिकेशन कॉर्पोरेशनमार्फत कर्जामधून दिले जातील परंतु व्याजदराबाबत आणि तिची परतफेड कशी करावी याबद्दल मौन बाळगले. डॉ राऊत यांनी पुढे सांगितले की उद्योगाकडून ठराविक मुदतीसाठी निश्चित शुल्क बंद करण्याची मागणी करावी आणि जर ती परवानगी असेल तर डिस्कॉम फायनान्समध्ये मोठी अडचण होईल. आणि अर्थव्यवस्थेचे सध्याचे स्वरूप पाहता, उत्पादनास सामान्य स्थिती पुनर्संचयित करण्यासाठी आणि त्यांच्या खर्चाची पूर्तता करण्यासाठी उद्योगांना राज्याच्या मदतीची आवश्यकता आहे कारण बाजारात मागणी शांत राहण्याची शक्यता आहे.

In a letter to Union Power Minister, Dr Raut pointed out that Maharashtra State Electricity Distribution Company Limited (MSEDCL) has suffered a lost of Rs. 7500 crores during last two months. During the month of April only 40 per cent of recovery was possible and in May it likely to dip further to 25 per cent due to stressed economic conditions in economy. Energy Minister letter was in response to announcement by Union Finance Minister about advancing 90,000 crores of soft loan to distressed power sector in the country.

 Dr Nitin Raut, Energy Minister, Maharashtra State, has demanded Rs 5,000 crore interest free loan from Central Government for baling out the stressed energy sector. The power sector should be included in National Disaster Relief Fund so that interest free advance could be provided to State run distribution company which are in red. Due to countrywide lockdown the Discoms were struck by dual blow, first the demand for power from industry was reduced but more than that the recovery drive took the hit. The stoppage of recovery due to countrywide lockdown worsened the financial situation and the timing was more bad, the March end when maximum defaulters and outstanding gets cleared.

Instead of treating the same as advance, the money should be given to Discom as grant as then only they could purchase power and release salaries of employees. The Union Government is yet to clear the air on Rs. 90,000 advance as the details are not released so far. Union Finance Minister has stated that the money to Discoms would be released through Power Finance Corporation and Rural Electrification Corporation in from of loans but she was silent about the interest rate and how it is to be repaid. Dr Raut further pointed out about demand from industry to discontinue fixed charges for certain period and if it is allowed it would blow a big hole in Discom finances. And given the current nature of economy, industry needs State support to restore normalcy on production and meet their expenses as demand is likely to remain muted in markets.
