Sanjay Patil :  Nagpur : In a surprise move, Maharashtra Home Minister Anil Deshmukh on Thursday night took a round of city to review implementation of administrative orders about closure of malls, eateries, restaurants and other establishments. On noticing some eateries, shops functioning in defiance of the order, he immediately asked the officers including Food and Drugs Administration officers to initiate action. He also explained to the shop-owners the gravity of the situation after the outbreak of COVID-19 warned them not to defy the orders. Else, be ready to face the music, he warned them. Deshmukh toured city for almost two hours and was accompanied by Dr Bhushan Kumar Upadhyay, Commissioner of Police; Ravindra Thakare, District Collector, officers of Food and Drugs Administration (FDA). He tried to take stock of the situation. Later, he expressed satisfaction over the efficiency of police and civic administration. In the evening at Ravi Bhavan, while talking to mediapersons, Deshmukh elaborated the arrangements made by the Government to curb further spread of novel Coronavirus. Deshmukh said, “Chief Minister Uddhav Thackeray and I have taken strong measures to control COVID-19 pandemic in State. We have not spreading the message of awareness but taking strong action against those who are refusing to support the machinery. We have made it clear, people who have been kept in isolation should not flee, else action would be taken against them.” While replying to a question, Deshmukh was all praise for Health Department, Government Medical College and Hospital (GMCH), Indira Gandhi Government Medical College and Hospital (IGGMCH) for arrangements for COVID-19 suspects/patients. He lauded the efforts of doctors, paramedics for their round the clock services during the hour of calamity. Earlier, Deshmukh convened a meeting of administration wherein Dr Sanjeev Kumar, Divisional Commissioner, Dr B K Upadhyay, Ravindra Thakare, Tukaram Mundhe, Municipal Commissioner; Sanjay Yadav, Chief Executive Officer of Zilla Parishad; Rakesh Ola, District Police Superintendent; Dr Sanjay Jaiswal, Deputy Director of Health Services; Dr Sajal Mitra, Dean, GMCH; Dr Ajay Keoliya, Dean, IGGMCH and others. Deshmukh instructed officers not to worry while buying any necessary medical equipment. For ventilator purchase, he advised them to use the funds provided under District Planning Committee (DPC). He asked doctors to treat old age patients that too suffering from diabetes should be prioritised. He also asked officers to do health check-up of all prisoners and make separate arrangement for new jail inmates. Housing societies asked to take precautions District Collector Ravindra Thakare appealed people living in housing societies, apartments to take initiative for home quarantining. People coming from outside to the apartment should be asked to get home quarantined. Thakare pointed out, “The four positive did not have other symptoms. Had they been quarantined they would not have affected. Now administration has made arrangement of public isolation, public quarantine. People should emphasise on cleanliness. People coming from abroad should themselves take all care, urged Collector.

‘Keep Social distancing’ to fight Coronavirus : Guardian Minister Nitin Rout : Sanjay Patil

Sanjay Patil : Nagpur : Though the essential services will continue to operate, several ‘social distancing’ measures also have been put into effect by the administrative authorities as well as the society, to fight Coronavirus. Dr Nitin Raut, Guardian Minister of district, asked the people to use WhatsApp or e-mail to get in touch with him instead of meeting in person.

“Every citizen must follow the instructions issued by the Central and State Governments, and local administration to combat Coronavirus scare. People should avoid visiting my camp office at Ravi Bhavan Cottage No 5 and Bezonbagh Camp Office till March 31,” he stated in a press release. Barring the urgent matters, people should send their memorandums, complaints, suggestions to WhatsApp numbers 9970283011, 9766393888, or 9421717247 or e-mail those to guardianministerngp@gmail.com, Dr Raut stated in a press release. He appealed to the people to mention their mobile phone number on the memorandums, complaints, suggestions sent to the above-mentioned numbers/e-mail id. People may also get in touch with Dr Raut’s office by dialling following numbers -- Ravi Bhavan (0712-2553557) or Bezonbagh Camp Office (0712-2631111).

The Central Jail authorities have imposed restrictions on relatives meeting prisoners. The restrictions have been imposed following the suggestion of Anil Deshmukh, Home Minister. There are 2,450 prisoners in Nagpur Central Jail and relatives come to meet them. Apart from restricting relatives from meeting prisoners, the prisoners who visit courts and hospitals are being given entry only after washing their hands thoroughly with soap and water. In 35 barracks in prison, soap and hand-wash have been made available to prisoners. Masks have been provided to the prison staff that comes in contact with prisoners regularly as part of duty.

Regional Transport Office (RTO) has rescheduled appointments for learning license given to applicants. These appointments till March 31 have been rescheduled to the next month. Accordingly, text messages have been sent to the registered mobile phone numbers of the applicants.

The applicants who have not received messages, should check the status of their applications on the website parivahan.gov.in and the applicants whose learning licences are expiring by March 31, 2020, should remain present at RTO as per the appointments given for test of permanent license, appealed Regional Transport Officer, Nagpur (Rural). Further, the said office has postponed the learning license test camps scheduled previously on March 20 at Umred, March 23 at Ramtek, and March 27 at Mouda. Only the works relating to license renewal, re-registration of vehicles, renewal of fitness certificate will be done in the office till March 31. Maharashtra Nabhik Mahamandal’s Nagpur unit also announced that the hair saloons in Nagpur district would remain closed for three days starting Thursday (till Saturday) as part of measures to curb spread of Coronavirus infection.

Bhagwanrao Bidwe, President; Prabhakarrao Fulbandhe, General Secretary; Dattaji Anarase, State President; Ambadas Patil, State Working President; Bandubhau Raut, State Vice-President; Shyam Askarkar, Vidarbha President; Ganpatrao Chaudhary, District President, stated in a press release that the decision was taken keeping in mind the larger social interest and to ensure safe health of the saloon workers. Some tough measures also have been initiated to curb carelessness of people at public places. Nuisance Detection Squad of Nagpur Municipal Corporation (NMC), on Thursday, recovered fine of Rs 5,000/- from the people who were found spitting in a busy public place -- Samvidhan Square. The action was taken against 27 persons.

The team led by Virsen Tambe, In-charge of Nuisance Detection Squad, took the action under the guidance of Tukaram Mundhe, Municipal Commissioner. The action was taken as communicable diseases spread through sputum or nasal fluids. Fine of Rs 4,600/- was recovered from 24 others who were found spitting on roads from Madhya Pradesh State Transport Corporation buses, city buses, auto-rickshaw drivers, car-drivers, and truck-drivers. Penalty was recovered from four other persons for throwing waste on road. Tukaram Mundhe, Municipal Commissioner, also has taken a lead to create awareness about precautionary measures to be taken to curb spread of Coronavirus.

A message has been recorded in his voice to appeal to the people to stay safe, not to panic, avoid hand-shake, not to spit at public place, and use soap and clean water to wash hands. The appeal will be played through loud-speakers mounted atop the garbage collection vehicles, from Friday. These vehicles regularly play the song ‘Gaadiwaala aaya ghar se kachra nikal...’ The recorded message of Municipal Commissioner will be played through public address system at 51 major traffic junctions in the city, under Nagpur Smart City project. Already, various temples have announced closure. Various social organisations also are adopting ‘social distancing’. Vanrai Foundation announced that its office shall remain closed till March 22 (Sunday). The decision was taken amid Coronavirus (COVID-19) outbreak. Depending upon the situation, stated a press release issued by Ajay Patil, Vice-President, Vanrai Foundation, the closure might be extended further and people would be informed accordingly.

What’s open and what’s closed till March 31 in Nagpur district

OPEN -- Hospitals, petrol pumps, grocery stores, weekly markets, vegetable markets, chemist shops, milk booths, daily needs stores, stationery stores and other small shops, airports, railway stations, bus-stands. CLOSED -- Shopping malls, cinema halls, gyms, swimming pools, marriage halls, auditoriums, beer shoppe, wine shops, permit rooms, bar and restaurants, clubs, country liquor shops, restaurants and paan-kiosks.

TC tests negative, traveller tests positive at Telengana

Even as railway administration has heaved a sigh of relief as the hospitalised ticket checker (TC) has tested negative for Coronavirus at Chandrapur, a traveller on board Sampark Kranti Express has tested positive for COVID-19 in neighbouring Telengana. The TC, incidentally, had been on duty in the same train in which the traveller was and hence on Wednesday the latter was promptly quarantined and isolated. Now, for railway officials a bigger worry is to trace other passengers who were travelling in S-9 coach of Train No. 12708 on March 13, ex-Nagpur to Ramagundam, where the COVID-19 patient had deboarded on early morning of March 14. The patient, after reaching home, reported sick and his test results then came positive sounding alarm in State health administration. The TC was traced at Ballarshah where he had already reported about mild fever and loose motions on Wednesday evening. Hence as a matter of precaution, railway doctors, on directions of senior officers, referred him to Chandrapur for quarantine. With his test reports received on Thursday, mentioned him negative for Coronavirus, he is likely to be discharged from the hospital. Meanwhile, on March 17, Director, Public Health and Family Welfare, Hyderabad, had written to Deputy Chief Commercial Manager, PRS, Secunderabad Division, SCR, seeking details of co-passengers saying they are vulnerable to COVID 19 infection, as one of the travellers has tested positive in the State.

City’s first COVID-19 positive patient tests negative twice The person, who was the first Coronavirus positive patient in city and under observation at Indira Gandhi Government Medical College and Hospital (IGGMCH) since then has now tested negative. His samples were tested in lab twice and were found negative on both occasions. According to the standard protocol, if a COVID-19 positive person tests negative twice consecutively, he is considered out of danger. Of course, he will be examined by pulmonologist who is supposed to make the evaluation of his chest. His other blood tests also will be examined and if they are found normal, he would be discharged probably on condition of home quarantine. Meanwhile, 23 samples that were examined at the laboratory at Indira Gandhi Government Medical College and Hospital tested negative.

SE, Mpl Commr suspends Deputy Engineer : Mayor Sandip Joshi orders : Sanjay Patil

Sanjay Patil ; Nagpur : Yet another senior officer of civic administration got show cause notice, however at instance of Mayor Sandip Joshi who was peeved at ignorance of his authority. Joshi on Wednesday asked for explanation from Shewta Banerjee, Superintending Engineer, Water Works, for not reporting to meeting with Mayor. The raging battle between Municipal Commissioner Tukaram Mundhe and Mayor for asserting authority in Nagpur Municipal Corporation (NMC) is putting senior officers in cross fire, feels the civic body watchers. They are at loss whom to follow as each of the side is not ready to climb down.

Meanwhile, Municipal Commissioner ordered suspension of Ajay Pazare, Deputy Engineer, Tax Department, Aasi Nagar Zone, for dereliction of duty. Pazare was served notice on Wednesday and directed not to work in any Government or private company. Lax employees of Tax Department are on target and previously two of them were dismissed from service. On Wednesday, Mayor had called civic officials to take a review of matter raised by Dharampal Meshram, Chairperson, Legal Committee, and current pointsman of ruling party for taking on the might of civic administration.

At the said meeting Banerjee was asked to attend with relevant information. As she did not turn up for meeting, Banerjee’s phone was rang to remind her about the meeting. The Superintending Engineer, however, did not respond to the repeated calls for meeting with Mayor thereby inviting latter’s rage. Meanwhile, Mayor directed civic officials to submit information sought by Adv. Meshram within two days.

कर्फ्यू लागू केला तर बाहेर पडता येणार नाही : पालकमंत्री नितीन राऊत: संजय पाटील

संजय पाटील : नागपुरात सध्या करोनाचे चार पॉझिटिव्ह रुग्ण असून, परिस्थिती नियंत्रणात आहे. करोनाचा वाढता प्रसार लक्षात घेता आपण तिसऱ्या टप्प्याच्या उंबरठ्यावर आहोत. पुढील धोके टाळण्यासाठी आणि करोनाचा वाढता प्रसार रोखण्यासाठी नागपुरात लॉकडाऊन म्हणजे कर्फ्यू लागू शकतो, अशी शक्यता पालकमंत्री नितीन राऊत यांनी वर्तविली.

विभागीय आयुक्त कार्यालयात पालकमंत्री नितीन राऊत यांनी करोनाचा प्रसार रोखण्यासाठी अधिकाऱ्यांची बैठक घेतली. करोना कसा रोखता येईल, यावरील उपाययोजनांवर यावेळी भर देण्यात आला. त्यानंतर घेण्यात आलेल्या पत्रकार परिषदेत राऊत यांनी नागपुरात कर्फ्यू लागण्याची शक्यता वर्तविली. यावेळी विभागीय आयुक्त डॉ. संजीव कुमार, जिल्हाधिकारी रवींद्र ठाकरे यांच्यासह प्रशासन आणि वैद्यकीय विभागातील वरिष्ठ अधिकारी उपस्थित होते.

नागपुरातील शासकीय रुग्णालयांमध्ये ९० व्यक्ती दाखल होऊ शकतील एवढी व्यवस्था आहे. पॉझिटिव्ह आढळलेल्या चारही रुग्णांच्या संपर्कात आलेल्या सर्वांचे सर्वेक्षण पूर्ण झाले आहे. यातील जवळच्या ४७ सहवासितांची तपासणी निगेटिव्ह आल्याचे राऊत यांनी सांगितले. ६८२ रुग्णांवर सध्या वॉच ठेवण्यात येत आहे. आतापर्यंत १४७ व्यक्ती रुग्णालयात दाखल करण्यात आल्या असून यापैकी १३७ व्यक्तींना सुट्टी देण्यात आली आहे. ३५ जणांवर १४ दिवसांचा वॉच ठेवण्याची प्रक्रिया पूर्ण झाली आहे. विमानतळावर परदेशातून येणाऱ्या १०८५ जणांचे सर्वेक्षण करण्यात आले आहे. आमदार निवास येथे १४ जण सध्या दाखल असून येथे ४२० व्यक्तींना विलगीकरण करण्याची व्यवस्था करण्यात आली असल्याचे राऊत यांनी सांगितले.

नागपुरात लॉकडाउन म्हणजे कर्फ्यू लागू केला तर बाहेर पडता येणार नाही. आजाराचा फैलाव रोखण्यासाठी हे पाऊल उचलण्याची शक्यता असल्याचे राऊत यांनी सांगितले. लॉकडाउनमध्ये बाहेर गर्दी दिसेल तर पोलिस कारवाई करू शकतात, असेही प्रशासकीय अधिकाऱ्यांनी सांगितले. आवश्यकतेनुसार विलगीकरण कक्ष, प्रयोगशाळेच्या सुविधेत वाढ, खासगी रुग्णालयांची मदतही घेतली जाऊ शकते.

टोल नाक्यांवर तपासणी करण्यात येत आहे. इतर शहरातील पॉझिटिव्ह रुग्ण शहरात येऊ नये यासाठीही खबरदारी घेण्यात येत आहे. अत्यावश्यक सेवामात्र सुरू आहेत. महत्त्वपूर्ण कार्यालयातील उपस्थितीही २५ टक्के करण्यासंदर्भातील आदेश देण्यात आले आहेत. बनावट सॅनिटायझर बनविणाऱ्यांवरही कारवाई करण्याचे आदेश देण्यात आले असल्याचे राऊत यांनी सांगितले. लोकांनी शक्यतो घरातच राहावे असे आवाहनही राऊत यांनी केले.

जनता कर्फ्यू आणि सिटीलॉकडाऊनमध्ये काय फरक?

देश संकटातून जात आहे. हे संकट युद्धासारखंच आहे असं गुरुवारी पंतप्रधान नरेंद्र मोदी आणि तत्पूर्वी मुख्यमंत्री उद्धव ठाकरे यांनी सांगितलं. देशावर करोना व्हायरसचं संकट आहे. हा आजार संसर्गजन्य आहे. संपूर्ण जग या महामारीमुळे संकटात आहे. अद्याप तरी भारतात परिस्थिती नियंत्रणात आहे. पण आपल्या देशाची लोकसंख्या, लोकांचं राहणीमान पाहता आपल्याला जास्त काळजी घेणं गरजेचं आहे. शहर, महानगरांमध्ये गर्दी टाळणे हे एक मोठं आवाहन आहे. त्यामुळे आपणच संसर्गापासून आपला बचाव करणं आणि इतरांचाही बचाव करणं हेच आपल्या हातात आहे. पंतप्रधान मोदींनी लोकांना रविवारी 'जनता कर्फ्यू'चं आवाहन केलं आहे. रविवारी २२ मार्च रोजी सकाळी ७ ते रात्री ९ वाजेपर्यंत हा जनता कर्फ्यू लागू असेल. यासंदर्भात अधिक जाणून घेऊ...

कर्फ्यू म्हणजे अशी स्थिती ज्यात लोक केवळ घरातच राहतात. खूपच आणीबाणीची परिस्थिती आली तरच घराबाहेर पडतात. एखाद्या दंगलीच्या वेळी लोक रस्त्यावर येऊच नये म्हणून कर्फ्यू लावला जातो. परिस्थिती यामुळे नियंत्रणात येण्यास मदत होते. तसा हा आपणच आपल्यावर लादलेला कर्फ्यू आहे. हा जनता कर्फ्यू २२ मार्च २०२० रोजी सकाळी ७ ते सायंकाळी ९ पर्यंत लागू असणार आहबे. या दरम्यान लोकांनी आपल्याला घरातच कोंडून घ्यायचं आहे.

देशात करोना विषाणूचं संकट आहे. आतापर्यंत करोनावर कोणत्याही प्रकारचं औषध वा लस शोधण्यात आलेली नाही. या आजारापासून वाचवण्याचा एकच उपाय आहे. लोकांनी सोशल डिस्टंट ठेवायचं आहे म्हणजेच समाजात मिसळण्यापासून स्वत:ला वाचवायचं आहे. आतापर्यंत या आजाराने भारतात रौद्र स्वरुप धारण केलेलं नाही. पण या टप्प्यावर सावधगिरी बाळगली तरच हा आजार नियंत्रणात राहू शकतो. असं केल्याने आपण स्वत:चा बचावही करू शकतो आणि इतरांचाही.

सोशल डिस्टन्सिंग हा जनता कर्फ्यूचा उद्देश तर आहेच, पण त्याचसोबत आणखी एक उद्देश आहे तो म्हणजे कृतज्ञता व्यक्त करण्याचा. कृतज्ञता कोणाप्रति तर आपल्या आरोग्यासाठी जे दिवसरात्र राबत आहेत ते डॉक्टर, नर्सेस अन्य आरोग्य कर्मचारी, शासकीय कर्मचारी यांच्यासाठी. पंतप्रधान नरेंद्र मोदींनी आवाहन केलं त्यानुसार, या दिवशी ही कृतज्ञता व्यक्त करण्यासाठी सायंकाळी पाच वाजता पाच मिनिटांसाठी लोकांनी आपल्या घराबाहेर, खिडक्यांमध्ये, बाल्कनींमध्ये यावं आणि कृतज्ञता म्हणून टाळ्या किंवा थाळ्या वाजवाव्यात.

जनता कर्फ्यू आणि साधारण कर्फ्यू यात मोठा फरक आहे. जनता कर्फ्यू लोकांना स्वत:हून उत्स्फूर्तपणे स्वत:वर लादून घ्यायचा आहे. त्यांनी घरातच राहायचे आहे. कोणत्याही अनावश्यक कारणाशिवाय घराबाहेर पडायचे नाही. हा कर्फ्यू प्रशासनाद्वारे लावला जाणार नाही. त्यामुळे नियम तोडणाऱ्यांवर कारवाई केली जाणार नाही. साधारण कर्फ्यू दंगलसदृश्य स्थितीत लावला जातो. जनता कर्फ्यू संसर्गजन्य आजारापासून बचाव करण्यासाठी आहे. म्हणूनच लोकांनी स्वत:हून हा कर्फ्यू स्वत:वर लावून घ्यायचा आहे.

सिटी लॉकडाऊन आणि सामान्य कर्फ्यू यात खूप साम्य आहे. दोन्हीही प्रशासनाद्वारे लावले जातात. सिटी लॉकडाऊन म्हणजे अत्यावश्यक सेवा वगळता अन्य व्यवहार बंद ठेवले जातात. परिणामी लोक कोणत्याही कामासाठी बाहेर पडण्याची शक्यता कमी होते. कर्फ्यूमध्ये जमावबंदी असते. पण जनता कर्फ्यू या दोन्ही कर्फ्यूंपासून वेगळा आहे. या जनता कर्फ्यूसाठी प्रशासनाकडून कोणताही दबाव नाही. हो, मात्र एक नैतिक दबाव जनतेवर नक्की असतो.

राज्यातील करोनाग्रस्तांची संख्या दिवसागणिक वाढत असून आतापर्यंत हा आकडा ५२ वर पोहोचला आहे. राज्य सरकारनं खबरदारी म्हणून, जीवनावश्यक सेवा वगळून मुंबई महानगर प्रदेशसह नागपूर, पुणे, पिंपरी चिंचवडमधील सर्व दुकाने आणि कार्यालये बंद करण्याचा निर्णय घेतला आहे. हा बंदचा निर्णय ३१ मार्च नव्हे, तर पुढील आदेश येईपर्यंत लागू राहणार आहे, असं उपमुख्यमंत्री अजित पवार यांनी आज संध्याकाळी पत्रकार परिषदेत सांगितले.

राज्यातील करोनाग्रस्तांची संख्या दिवसागणिक वाढत असून आतापर्यंत हा आकडा ५२ वर पोहोचला आहे. रुग्णांच्या वाढणाऱ्या आकड्याबरोबर राज्यातील नागरिकांची काळजीही वाढत आहे. सुरुवातीच्या थट्टेची जागा आता गांभीर्यानं घेतली आहे. राज्य सरकार व स्थानिक प्रशासनांच्या सूचनांमुळं लोक आता स्वत:हून काळजी घेताना दिसत आहेत.

वैनगंगा नदीवरील पुलासंदर्भात उच्च न्यायालयाचा महत्त्वपूर्ण निर्वाळा : संजय पाटील

वैनगंगा नदीवर भंडारा येथे बीओटी तत्त्वावर पूल बांधण्यासाठी राज्य सरकारने जाहिरात प्रसिद्ध करून निविदा मागवली होती.

संजय पाटील : नागपूर : वैनगंगा नदीवर भंडारा येथे पूल बांधण्याचे कं त्राट अशोक अभिजित इन्फ्रो कं पनीला देण्यात आले. हा पूल बांधा, वापरा व हस्तांतरित करा (बीओटी) तत्त्वावर विकसित करण्यात आला असून एकं दर दस्तावेजावरून कं पनीला पुलाचे बांधकाम करण्याचे कं त्राट दिले होते.  बांधकामासाठी आलेला खर्च वसूल करण्यासाठी कं पनीला ठराविक कालावधीसाठी टोल वसूलण्याचे अधिकार देण्यात आले आहेत. याचा अर्थ कं पनीला नदी, रस्ता किं वा पुलाचा भाडेपट्टा देण्यात आलेला नसून के वळ पुलाचा वापर करणाऱ्यांकडून शुल्क वसूल करण्याचे अधिकार (भाडेपट्टा) देण्यात आला आहे, असा महत्त्वपूर्ण निर्वाळा उच्च न्यायालयाच्या नागपूर खंडपीठाने दिला.

वैनगंगा नदीवर भंडारा येथे बीओटी तत्त्वावर पूल बांधण्यासाठी राज्य सरकारने जाहिरात प्रसिद्ध करून निविदा मागवली होती. त्यानुसार खासगी भागीदारास ७७६ मध्ये पुलाचे बांधकाम करण्याची मंजुरी देण्यात आली. याचे कं त्राट अभिजित अशोका इन्फ्रोस्ट्रक्चर प्रा. लि. कं पनीला मिळाले. याकरिता कं पनीला काही कर सवलत देण्यात आली. पुलाच्या बांधकामासाठी २६१ कोटी ८८ लाख रुपये खर्च झालेला असून तो वसूल करण्यासाठी पुलाचा वापर करणाऱ्या वाहनांकडून शुल्क (टोल) वसूल करण्याचे अधिकार कं पनीला देण्यात आले. टोल वसूल करण्यासाठी १८ वर्षे ९ महिन्यांचा करार करण्यात आला. या मुदतीआधी कं पनीचा निधी वसूल झाल्यानंतरही पूर्ण काळ शुल्क आकारणीचे अधिकार कं पनीला देण्यात आले. दरम्यान २००५ मध्ये भंडारा येथील जिल्हाधिकारी व सहनिबंधकांनी कं पनीला नोटीस बजावून भाडेपट्टय़ावरील ७ कोटी ८४ लाख ७६ हजार ५४० रुपयांची थकबाकी काढली. या आदेशाला कं पनीने उच्च न्यायालयात आव्हान दिले. प्रकरणाची सुनावणी न्या. अतुल चांदूरकर आणि न्या. विनय जोशी यांच्यासमक्ष झाली. सर्व पक्षांची बाजू ऐकल्यानंतर न्यायालयाने वैनगंगा नदीवर भंडारा येथे पूल बांधण्याचे कं त्राट अशोक अभिजित इन्फ्रो कं पनीला दिले. हा पूल बांधा, वापरा व हस्तांतरित करा (बीओटी) तत्त्वावर विकसित करण्यात आला असून एकं दर दस्तावेजावरून कं पनीला पुलाचे बांधकाम करण्याचे कं त्राट दिले होते. या पुलाच्या बांधकामासाठी आलेला खर्च वसूल करण्यासाठी कं पनीला ठराविक कालावधीसाठी टोल वसूल करण्याचे अधिकार देण्यात आले आहेत. याचा अर्थ कं पनीला नदी, रस्ता किं वा पुलाचा भाडेपट्टा देण्यात आलेला नसून के वळ पुलाचा वापर करणाऱ्यांकडून शुल्क वसूल करण्याचे अधिकार (भाडेपट्टा) देण्यात आला आहे. त्यामुळे भाडेपट्टय़ासाठी आकारण्यात येणारे कर भरणे आवश्यक असून सहनिबंधकांचा निर्णय योग्य आहे, असा महत्त्वपूर्ण निर्वाळा उच्च न्यायालयाच्या नागपूर खंडपीठाने दिला.

Kanhan Municiple Council Chief Officer Satish Gawande Custody while accepting bribe of Rs 50,000 : Sanjay Patil

 Sanjay Patil  : Kanhan : Sleuths of Anti-Corruption Bureau (ACB) netted a big fish in the form of Chief Office (CO) of Kanhan Municipal Council while accepting a bribe of Rs 50,000 on Thursday. CO Satish Gawande was caught red handed at Garud Square, Kamptee, where he accepted cash from the complainant in his car. The complainant is a contractor and resides at Gurfade Layout, Ramnagar in Kanhan.

He desired to carry out excavation work at Sihora village and submitted application to seek permission at Parsheoni Tehsil office. Kanhan Municipal Council has to submit no objection certificate (NOC) and for the same the contractor called on Gawande. During the meeting, CO Gawande allegedly asked for gratification of Rs one lakh for issuance of NOC. After buying time for arranging the cash, the contractor approached ACB officials and submitted his complaint against the CO. As per procedure, ACB officials cross verified the complaint and arranged a trap after giving instructions to the CO.

The CO thought that accepting bribe at office is risky and hence called the contractor at public place thinking it would be quite safe. But the calculated game plan of the CO got busted as ACB officials pounced on him post acceptance of cash bundle. The CO was taken into custody and an offence under relevant Sections of Prevention of Corruption Act was registered with Old Kamptee police station. The trap was carried out by a team comprising Police Inspector Dinesh Lable, Shalini Jambhulkar, Nisha Umredkar, Rahul Barai, Rajesh Bansod. The team was guided by Rashmi Nandedkar, Superintendent of Police, ACB, Nagpur Division, and Rajesh Duddhalwar, Addl. SP.

आमदार निवासातील २१० खोल्या घेतल्या ताब्यात :थाईमान करोनाचे : संजय पाटील

 संजय पाटील : नागपूर: करोना विषाणूसंदर्भात आंतरराष्ट्रीय विमानतळावर येणाऱ्या प्रवाशांसाठी केंद्र शासनाच्या मार्गदर्शक सूचनेनुसार सुमारे दीड हजार नागरिकांची १४ दिवस कालावधीच्या सक्तीच्या एकांतवासासाठी आमदार निवाससह शासकीय व इतर इमारतीमध्ये विलगीकरण केंद्र स्थापित करण्यात आले आहे. त्यात आमदार निवास येथे २१० खोल्या ताब्यात घेण्यात आल्या आहेत.

करोना: राज्यातील रुग्णांची संख्या ४१ वर

विलगीकरण केंद्रात सुविधा उपलब्ध करून देण्यासाठी नोडल अधिकारी नियुक्त करण्यात आले आहेत. सार्वजनिक बांधकाम विभाग, महापालिका, आरोग्य विभाग, विमानतळ अधिकारी तसेच महसूल विभागातील अधिकाऱ्यांना या बाबत जबाबदाऱ्यांचे वाटपही झाले असून आमदार निवासात पोलिस कक्षही सुरू झाल्याची माहिती, विभागीय आयुक्त डॉ. संजीव कुमार यांनी मंगळवारी दिली. आंतरराष्ट्रीय विमानतळावर दररोज येणाऱ्या प्रवाशांच्या संख्येत होणारी वाढ लक्षात घेता व्यवस्थेचा दैनंदिन आढावा घेतला जात आहे. गरज पडल्यास इतर शासकीय इमारतीमध्ये सुद्धा वाढ करण्याच्या दृष्टीने नियोजन सुरू असल्याचे आयुक्त डॉ. संजीव कुमार यांनी स्पष्ट केले.
करोनावर खबरदारीचा उपाय म्हणून उपराजधानीत सोमवारी रात्रीपासून जमावबंदी लागू झाली. येत्या ३१ मार्च रोजी रात्री १२ वाजेपर्यंत ती कायम राहणार आहे. नियम मोडल्यास एक ते सहा महिन्यांची शिक्षा किंवा दंडाची तरतूद आहे.

करोनाचा संसर्ग टाळण्यासाठी सहपोलिस आयुक्त रवींद्र कदम यांनी कलम १४४नुसार जमावबंदीचे आदेश सोमवारी सायंकाळी जारी केले. सामाजिक, राजकीय, सांस्कृतिक, धार्मिक, क्रीडा, व्यावसायिक प्रदर्शन व शिबिर, पर्यटन, सभा, मेळावे, जत्रा, यात्रा, रॅली, धरणे, आंदोलन सर्व कार्यक्रमांना बंदी घालण्यात आली आहे. यात एका ठिकाणी पाचहून अधिक नागरिकांनी राहू नये, असेही पोलिसांनी स्पष्ट केले आहे. जमावबंदीचे उल्लंघन करणाऱ्यांवर कायदेशीर कारवाई करण्याचा इशाराही कदम यांनी दिला आहे.

करोनाची लागण होऊ नये, यासाठी नागपूर पोलिसांनीही विशेष काळजी घेतली आहे. लग्नसमारंभ किंवा अंत्यविधी व त्यानंतर होणाऱ्या विधीसाठी हा आदेश लागू होणार नाही. यापूर्वी मॉल, जिम व चित्रपटगृहे बंद ठेवण्यात आली आहेत. सोमवारी सकाळपासूनच पोलिसांनी चित्रपटगृहे, जिम, मॉल बंद आहेत किंवा नाही, याची झाडाझडती घेतली. याशिवाय लॉज व हॉटेल्सनाही विशेष काळजी घेण्याचे निर्देश पोलिसांनी दिले आहेत. करोनाची लागण रोखण्यासाठी प्रभावी उपाययोजना म्हणून तसेच मानवी जीवितास निर्माण झालेली भीती, सार्वजनिक आरोग्याच्या सुरक्षेसाठी व सार्वजनिक शांतता व सुव्यवस्था अबाधित ठेवण्याकरिता नागरिकांची एकाच ठिकाणी होणारी गर्दी टाळण्यासाठी प्रभावी उपाययोजना आवश्यक असल्याने हे आदेश काढण्यात आले.
जमावबंदी आदेश लागू झाला असला तरी फूटपाथवरील चहाठेले, पानठेले व दुकानांमधील गर्दीमुळे धोका होऊ शकतो. मात्र, ही प्रतिष्ठाने बंद करणे किंवा दुकानदारांविरुद्ध कारवाई करण्याचा अधिकार महापालिकेला आहे. शहरात जमावबंदी आदेश लागू झाल्यानंतर आता महापालिका कोणती भूमिका घेते, याकडे लक्ष लागले आहे.

मंदिरेही बंद

जिल्हा प्रशासनानेही अधिक खबरदारीचा उपाय म्हणून शहरातील धार्मिक स्थळेही बंद करण्याचा निर्णय घेतला आहे. सोमवारी रात्री १२ वाजतापासून पुढील आदेशापर्यंत मंदिरे व अन्य धार्मिक स्थळे बंद करण्याचे आदेश देण्यात आले आहे.

नागरिकांनी खबरदारी घ्यावी : पोलिस आयुक्त

करोनाची लागण होऊ नये, यासाठी प्रत्येक नागपूरकराने काळजी घेणे आवश्यक आहे. खबरदारीचा उपाय म्हणून जमावबंदी करण्यात आली आहे. अफवांवर नागरिकांनी विश्वास ठेऊ नये, अफवा पसरविणाऱ्यांविरुद्ध कठोर कारवाई करण्यात येईल, असा इशारा पोलिस आयुक्त डॉ. भूषणकुमार उपाध्याय यांनी दिला आहे.

First time a haul of 40 from Dubai to be quarantined at MLA Hostel

For the first time after Corona outbreak, city will witness a big haul of people from outside India to be quarantined. About 40 passengers who will be flown to Nagpur from Dubai early morning of Thursday will be quarantined at MLA hostel. As announced by Collector Ravindra Thakare, about 210 rooms have been kept ready at MLA hostel. Till yesterday there were seven countries from where if passengers arrive, they were to be quarantined.

On Monday, civic administration added three more countries namely USA, Saudi Arabia and Dubai. Otherwise Public Health Department was conducting thermal screening of the people arriving at Nagpur’s Dr Babasaheb Ambedkar International Airport by international flights--Air Arabia and Qatar Airlines. Recently, Government issued new guidelines according to which all the passengers coming from 10 countries are to be isolated as and when they land in India.

Arrangements have been made at MLA Hostel where these people will be kept. Meanwhile Mayor Sandip Joshi personally visited Indira Gandhi Government Medical College and Hospital (IGGMCH), Government Medical College and Hospital (GMCH) and enquired about the health of positive as well as suspects of corona. He also visited the home of first positive talked to his family members and assured them all help they need. Joshi appealed masses not to be panic and cooperate administration.

He also requested not to isolate families of the people who tested positive for corona or suspect socially as they have to undergo lot of sufferings. Dr Sanjeev Kumar, Divisional Commissioner on Tuesday convened a special meeting of senior officers wherein he informed everybody that 1,500 people can be accommodated for 14 days, quarantine period for Coronavirus. As per the guidelines of Central Government, passengers coming from outside the country are to be quarantined. District administration has made all the arrangements at the centres.

Nodal officers have been appointed at quarantined centres. Dr Sanjeev Kumar instructed all the officers to take all care of the people and nobody should face any problem. Officers of Public Works Department, Nagpur Municipal Corporation, Health Department, Airport should render their services. Meanwhile no new person in city detected positive. Eight more persons have been admitted as suspects. At present there are 16 persons admitted including four positive. Till now 104 samples are examined at the laboratory of Indira Gandhi Government Medical College and Hospital (IGGMCH). On Tuesday, 22 persons are screened at airport and seven out of them have been quarantined. With this, the total persons screened at Nagpur airport are 1,004. 

Government offices to remain open A confusion was created about the closure of Government offices in Maharashtra when a circular that was issued in the afternoon announced all Government offices, public transport including local, metro will remain closed. It was point of discussion among all the citizens. Later on after the Cabinet meeting Chief Minister Uddhav Thackeray announced Government offices, public transport system will remain open. Same kind of confusion was witnessed when Government issued circular of closing malls, gyms, swimming pools and theatres. Public Health Minister Rajesh Tope had announced all these four segments would remain closed. Afterwards Thackeray made it clear that only swimming pools and gyms would remain closed.

मुंबई: 'आंतरराष्ट्रीय व देशांतर्गत विमानतळावर प्रवाशांचे स्क्रीनिंग करण्याची व्यवस्था करण्यात आली आहे. तशी व्यवस्था रेल्वे स्थानकांमध्येही करण्यात यावी आणि सर्व रेल्वे प्रवाशांचेही स्क्रीनिंग करण्यात यावे, अशी विनंती आम्ही रेल्वे प्रशासनाला केली आहे. मात्र, त्याविषयी रेल्वे प्रशासनाने अद्याप आम्हाला कोणताही निर्णय कळवलेला नाही', अशी माहिती राज्य सरकारने मंगळवारी मुंबई उच्च न्यायालयात दिली. त्याचवेळी 'करोना'च्या संकटाचा मुकाबला करण्यासाठी राज्य सरकार हरतऱ्हेचे उपाय करत असून राज्याच्या मुख्य सचिवांच्या अध्यक्षतेखालील २१ विभागप्रमुखांची उच्चस्तरीय समिती त्यावर सातत्याने देखरेख करत आहे, असेही सरकारतर्फे न्यायालयाला सांगण्यात आले.

'करोना'च्या प्रश्नावर सागर जोंधळे यांनी अॅड. मिलिंद देशमुख यांच्यामार्फत, तर सागर सूर्यवंशी यांनी अॅड. सागर कुर्सीजा यांच्यामार्फत जनहित याचिका केली असून अॅड.सिद्धार्थ इंगळे यांनी हस्तक्षेप अर्ज केला आहे. या सर्वांवर प्रभारी मुख्य न्यायमूर्ती भूषण धर्माधिकारी व न्या. नितीन बोरकर यांच्या खंडपीठासमोर मंगळवारी एकत्रित सुनावणी झाली. त्यावेळी मुख्य सरकारी वकील प्रियभूषण काकडे यांनी सरकारतर्फे करण्यात आलेल्या सर्व उपायांविषयीची लेखी माहिती सादर केली आणि आत्तापर्यंतच्या सर्व 'जीआर'च्या प्रतीही सादर केल्या.

चाचणीसाठी सध्या तीन प्रयोगशाळा

संशयित रुग्णांच्या शरीरातील नमुन्यांची 'करोना'विषयी चाचणी करण्यासाठी सध्या मुंबईत कस्तुरबा रुग्णालय, पुण्यात नॅशनल इन्स्टिट्युट ऑफ व्हिरोलॉजी व नागपूरमध्ये इंदिरा गांधी मेडिकल कॉलेज अशा तीन ठिकाणी प्रयोगशाळा आहेत. तसेच मुंबई शहरासाठी विलगीकरणाची सुविधा कस्तुरबा रुग्णालयात, तर मुंबई उपनगरांसाठी विलगीकरणाची सुविधा सेव्हन हिल्स रुग्णालयात आहे, अशी माहितीही सरकारतर्फे देण्यात आली.

आमदार निवास ‘हॉटस्पॉट’

नागपूर : आमदार निवासातील विलगीकरण कक्षात असलेल्या ज्या करोना संशयिताची पहिली चाचणी निगेटिव्ह येते, त्याचीच दुसरी चाचणी पॉझिटिव्ह येत असल्याने वैद्यकीय क्षेत्रात खळबळ उडाली आहे. 'आमदार निवासातच जंतुसंसर्ग होत नाही ना?' अशी शंका व्यक्त केली जात आहे.

करोना संशयितांचे अथवा त्यांच्या संपर्कातील लोकांचे शहरातील विविध ठिकाणी विलगीकरण केले जाते. अधिकाधिक लोक हे आमदार निवासातील विलगीकरण कक्षात असतात. तेथील अनेकांना करोनाची लागण होत असल्याचे लक्षात येत आहे. विशेष म्हणजे, ज्या बाधिताचा पहिला अहवाल निगेटिव्ह येतो, त्याचा दुसरा किंवा तिसरा तपासणी अहवाल मात्र पॉझिटिव्ह येतो. याबाबत मेयोच्या डॉक्टरांनी आश्चर्य व्यक्त केले आहे. आमदार निवास परिसरात पुनर्जंतू संसर्ग (रिसायकल इन्फेक्शन) तर होत नाही ना? असा संशय व्यक्त केला जात आहे. यामुळे तेथील कर्मचारी, अधिकारी यांनाही धोका होऊ शकतो. आमदार निवासांतील रिकामे विलगीकरण कक्ष बंद करून तेथे प्रतिजैविक व निर्जंतुकीकरण करणे अत्यावश्यक झाल्याचे वैद्यकीय तज्ज्ञांचे मत आहे.

विश्वसनीय सूत्रांनी दिलेल्या माहितीनुसार, सतरंजीपुरा येथील सर्वच संशयित आमदार निवासांतील इमारत क्रमांक एक व दोनमधील विलगीकरण कक्षात ठेवण्यात आले आहेत. काहींचा विलगीकरणाचा अवधी पूर्ण झाला, त्यांना सुटी देण्यात आली. या खोलीत भरती होणाऱ्यांना बाधा होत असल्याचे निदर्शनास येत आहे. हा योगायोग आहे की काही कमतरता आहे, यावर चर्चा सुरू आहे.

दरम्यान, आमदार निवासांत कार्यरत चतुर्थ श्रेणी कर्मचाऱ्यांना कोणत्याही प्रकारची वैद्यकीय सुरक्षा साधने नाहीत. ते सुरक्षा साधनांचा वापर करतानाही आढळून येत नसल्याचेही चित्र आहे.

निर्जंतुकीकरणच नाही

बाधिताला सुटी झाल्यानंतर तातडीने त्याच खोलीत दुसरा रुग्ण ठेवण्यात येऊ नये, असे वैद्यकीय प्रमाण आहे. ती खोली अथवा कक्ष निर्जंतुकीकरण करणेही आवश्यक आहे. परंतु या खोल्या निर्जंतुकीकरण करण्यात आल्याच नसल्याचे दिसून येते.

कक्ष बंद करा

२१ दिवस पूर्ण झाल्यानंतर जर एखाद्या ठिकाणावरुन विलगीकरण करण्यात असलेल्या रुग्णांच्या संख्येत सतत वाढ होत असेल तर असे विलगीकरण कक्ष तात्काळ बंद करण्यासाठी पावले उचलणे आवश्यक असल्याचे साथरोग विभागात कार्यरत तज्ज्ञ सांगतात.
