The world’s second-most crowded city is trying to stay home, but it wasn’t built for social distancing. Ever since it became an entrep├┤t of the British empire, Mumbai has been optimised to keep things moving – both labour and capital. Over the last fortnight, its citizens have been retreating from public premises. A majority are now confined to one- or two-room tenement housing, often with dividing walls made of tin and tarpaulin. These stand cheek-by-jowl with shops, restaurants and crowded medical clinics. Isolation is for people who live in homes with attached toilets.
The numbers aren’t yet staggering. Unlike New York City, which currently accounts for nearly 10% of the world’s known Covid-19 cases, Mumbai counts 74 as of this writing. Unlike London, authorities here initiated shutdowns before India’s government passed orders for a national lockdown.
The novel coronavirus was first detected here, as elsewhere, among wealthy international travellers, but last week it made its first appearance in Mumbai’s informal settlements, where unchecked spread would be devastating. Under these circumstances, the extreme measure of quarantining 1.3 billion people may have looked like a sensible decision to stave off tragedy. Yet on the first morning after lockdown, it was immediately clear that another tragedy was already under way.
Television news programmes showed long lines of migrant labourers leaving big cities, starting the long walk, on empty stomachs and in blistering heat, to their homes in rural India. With industry and construction at a standstill, daily wagers found themselves out of jobs, instantly unable to afford food or shelter. Without buses and trains, they were out of transport. From Mumbai, 300 workers were found stowing away in stifling container trucks. From Delhi, weary migrants trickling back into the neighbouring province of Uttar Pradesh on foot recalled scenes of famine in British India.
How have we been plunged, unprepared, into wartime? Independent India’s welfare state evolved precisely in response to its depredations under empire: its core job has always been to feed the hungry. We have a powerful central government led by the country’s most popular politician, Narendra Modi. Since February, opposition politicians have been warning of the approaching risks. The southern state of Kerala, the first to start widespread testing and quarantine measures, has prevented uncontrolled outbreak within its borders for several weeks.
So, at least in principle, this country should not have gone from bracing for an epidemic to expecting twin catastrophes of contagion and starvation. But we have. As every country in the world faces up to the mistakes it has made in confronting this disease, it’s hard not to feel that India is emblematic of how unprepared the world was for Covid-19. What else was going to happen in a country that has more billionaires than anywhere save China and the US, but still has the world’s highest incidence of tuberculosis?
Indian epidemiologists already knew that total lockdown wouldn’t work in India the way it does in Europe: the infrastructure to ensure basic necessities at every doorstep doesn’t exist, which is why many essential services, from grocery delivery to agricultural work, are exempt from curfews.
The infectious diseases expert Dr Jayaprakash Muliyil advised us to devise various forms of community participation in controlling the disease instead: discouraging large gatherings and preparing to practice social distancing for months at a time. India’s only option was to “mitigate”, he told the digital publication Scroll – not “militate”.
This was oblique, but prescient. Indians are now spectators as police are filmed committing brutality on the streets, beating, humiliating, even allegedly murdering people who step out to hunt for essentials. There is a resonant continuity with scenes from India’s winter of political dissent, during which Modi’s government excused or enabled nauseating police violence to suppress street protests.
This footage is available, for now, because the government has designated media work an “essential service” that must function through the emergency. Meanwhile, misinformation and propaganda bolt through televisions and WhatsApp, spreading superstition, medical hoaxes and racist rumours about minorities, none of which Modi has addressed, in spite of three long prime-time discourses on Covid-19 delivered to the nation.
Last week, even before the grievous spectacle of internal displacement began, Modi told Indians that we face a challenge greater than that of the world wars. It was a significant claim to make to a country that sent millions of soldiers to those battlefields, and suffered the effects deeply. But it also suggested that the prime minister knows the situation is far worse than his government is letting on: the epidemiologist Dr Ramanan Laxminarayan pointed out in an interview that if Modi believed India’s modest official numbers and projections, he would not have used such a grave analogy.
What lies in store for India? Dr Laxminarayan, the director of the Centre For Disease Dynamics, Economics and Policy, warns that without mitigation, at least a million Indians could be critically ill in a matter of weeks: four or five times fewer than in a scenario without lockdown, but still overwhelming for a country with inadequate public healthcare. “Test, test, test,” says the World Health Organization. But our nation of 1.3 billion is still only testing 18 people per million: some say because of red tape, others that India is hiding the extent of the problem.
In Mumbai, where people otherwise take a certain big-city pride in toughing it out through crises, the Covid-19 lockdown has taken away our most visible source of support: each other. Many can afford to Instagram quarantine cooking and lie around reading The Decameron, like our peers in the global elite. But these numbers are a fraction of the population that has lost the certainty of its next meal, the prospect of its next job and, for perhaps the first time in a generation, the optimism that tomorrow will be better. Despair cannot be the only side-effect of a pandemic. But at this moment, only the fear of death, and the impending grief we share with the rest of the world, links us all.

Delhi officials are now clearing the building, where more than 1,000 people have been stranded since the government imposed a lockdown last week.
At least 24 have tested positive so far, the state health minister said.
They are among some 300 people who showed symptoms and have been moved to various hospital to be tested, he told the media. Another 700 have been shifted into quarantine centres, he added.
It is believed that the infections were caused by preachers who attended the event from Indonesia.
State officials have called for action to be taken against mosque officials, but they have denied any wrongdoing.
Local media reports say that Nizamuddin - the locality where the mosque is located - has been cordoned off and more than 35 buses carrying people to hospitals or quarantine centres.
The congregation - part of a 20th Century Islamic movement called Tablighi Jamaat - began at the end of February, but some of the main events were held in early March.
It's unclear if the event was ticketed or even if the organisers maintained a roster of visitors as people attended the event throughout, with some staying on and others leaving. Even overseas visitors, some of them preachers, travelled to other parts of the country where they stayed in local mosques and met people.
So officials have no easy way of finding out how many people attended the event or where they went. But they have already begun to trace and test.
The southern state of Telangana reported on Sunday night that six people who had attended the event died from the virus. The state's medical officer told the  that more than 40 of Telangana's 71 cases were either directly or indirectly linked to the event.
Indian-administered Kashmir reported its first death from the virus last week - a 65-year-old who had been in Delhi for the congregation. Officials told   that more than 40 of the region's 48 cases could be traced back to that one patient.
A cluster has even appeared in the distant Andaman and Nicobar Islands, where six of the nine who have tested positive, had returned from the Delhi event.
The southern states of Tami Nadu, Telangana and Andhra Pradesh have said more than 3,000 people from their states had attended the event, and Tamil Nadu has traced 16 positive patients to it.
States have also asked other people who attended to come forward for testing.
Delhi Chief Minister Arvind Kejriwal has asked for a police complaint to be registered against the head of the mosque.
However, the event's organisers have issued a statement, saying they had suspended the event and asked everyone to leave as soon as Prime Minister Narendra Modi announced that there would be a day-long national curfew on 22 March.
While many were able to leave, they say, others were stranded because states began to seal their borders the following day, and two days later, India imposed a 21-day lockdown, suspending buses and trains.
The mosque's premises include dormitories that can house hundreds of people.
The organisers say they informed the local police about all of this and continued to cooperate with medical officers who came to inspect the premises.
The mosque, the statement says, "never violated any provision of law, and always tried to act with compassion and reason towards the visitors who came to Delhi from different states. It did not let them violate the medical guidelines by thronging ISBTs (bus stops) or roaming on streets."
This is not the first time religious congregations have been blamed for the spread of coronavirus.
Tablighi Jamaat events have also been blamed for spreading cases in Indonesia and Malaysia.
And in South Korea, many positive cases were linked to the Shincheonji church, a secretive religious sect, that has since apologised for its role in the outbreak.

Sanjay Patil  : New Delhi, Mar 31 :  Agency :   The Supreme Court asked the Centre on Tuesday to prevent migration of people due to coronavirus and set up within 24 hours a portal for disseminating real time information on the pandemic to counter the panic being spread through fake news.
"Panic will destroy more lives than the virus", the top court said and asked the Centre to get trained counsellors and community leaders of all faiths to calm down the migrants, who are kept in shelter homes across the country.
It said these shelters should be run by volunteers and not the police, and there should be no use of force and intimidation.
It asked the Centre to prevent migration of people and take care of their needs of food, shelter, nourishment and medical aid.
The Centre told the apex court that the suggestion by a petitioner to sprinkle water and chemicals on migrants to sanitise them does not work scientifically and is not the right way.
The top court, which refused to restrain high courts from taking up the issue of migrants, said they may monitor the issue more closely.
It, however, asked the Centre to tell government lawyers to inform high courts about the orders passed by the apex court.
A bench of Chief Justice S A Bobde and L Nageswara Rao, which took up two PILs on the issue of migration through video conference, asked the Centre to look into the letter petitions filed by Kerala MP from Kasaragod constituency Rajmohan Unnithan and one filed by an MP from West Bengal on the issues related to coronavirus.
The bench adjourned the hearing on the PILs to April 7, asking the Centre to ensure that duties of managing the shelter homes are entrusted to volunteers and not to the police and there should not be any use of force or intimidation.
Solicitor General Tushar Mehta, appearing for Centre said that migration of people cannot be allowed at this juncture as this would enable the spread of coronavirus.
Referring to the last census, Mehta said there were about 4.14 crore persons who had migrated for work but backward migration is now happening due to coronavirus fears.
He said the entire country was required to be locked so that people don't mix and can't meet each other and adhere to social distancing.
"We are trying to ensure that no migration is permitted," he said, adding, "It would be risky for them and for the village populations. So far, rural India is unaffected by coronavirus but there is possibility of three out of 10 moving from cities to rural areas carrying the virus .
Mehta said advisory has been issued to the states regarding complete prohibition of inter-state migration and as per the central control room, around 6,63,000 persons have been provided shelter so far.
He said that over 22,88,000 persons are being provided food as these are needy persons, migrants and daily wagers who have reached somewhere but have been stopped and kept in shelters.
The bench, initially observed "We will be passing an order that the portal for information will be set up in 24 hours. You will have to ensure that all those whose migration you have stopped are taken care of in terms of food, shelter, nourishment and medical aid. You will also follow up on those who you have identified as cases of COVID-19 and quarantined".
Mehta told the court that government would shortly implement a system where panic of migrant workers would be addressed and they would also be offered counselling.
"When will you set up the centres? Where are the counsellors coming from? Where will you get them from? Where will you send them?", the bench asked, adding, "This is not a definite statement".
Mehta said trained counsellors of the district mental health programs would be sent to which the bench said, "There are 620 districts in India. How many counsellors do they have in total?"
"We want to impress upon you that the panic will destroy more lives than the virus. You need counsellors," the bench said, adding, "You can have 'Bhajan, Kirtan, Namaz' or whatever but you have to give strength to the people."
Mehta said the authorities would mobilise religious leaders to counsel the migrants in shelters so that they could stay calm and added, I am making a statement here that within 24 hours, we will mobilise trained counsellors and religious leaders".
The bench told Mehta that community leaders belonging to all faiths should be involved in the process so that panic could be prevented.
Mehta told the bench that a petition has been filed in the Kerala High Court regarding migration and since the top court is seized of the issue, the other courts should not deal with it.
"In this kind of situation, we should not stop the high courts from hearing these matters. High Courts may be able to monitor closely," the bench said, and asked Mehta to instruct government lawyers to inform all the high courts about the orders passed by the top court in the matter.
The bench, while referring to two other petitions filed before it by Parliamentarians from Kerala and West Bengal on issues related to coronavirus, asked Mehta to look into them and said there may be some good suggestions.
Regarding the shelters where these migrant workers have been kept, the bench said that authorities should entrust duties of managing them to volunteers and not to police.
"You ensure that you bring volunteers. There should not be use of force or intimidation," the bench said.
