Arrests in relation to Delhi riots be made in accordance with SC guidelines, says HC : Sanjay Patil

 Sanjay Patil : New Delhi, Apr 28 (PTI) The Delhi High Court has directed that arrests in connection with the recent riots in the national capital, shall be done in accordance with the Supreme Court guidelines related to arrest and detention.

The direction was issued by a bench of Justices Siddharth Mridul and Talwant Singh which also issued notice to the Centre, Delhi government and police seeking their stand on a plea alleging that arrests in connection with the riots were being made during the coronavirus or COVID-19 pandemic.

The plea, by an organisation of Islamic scholars called Jamiat Ulama-I-Hind, has contended that when the apex court had said there was a need to decongest jails in wake of coronavirus, the police was arresting people "on the pretext of investigation of offences related to the Delhi riots" earlier this year.

The petition, filed through advocate Mohd Taiyab Khan, also contended that if left unchecked, the action of Delhi Police would "frustrate" the top court's order to decongest jails.

The Centre, during the hearing conducted via video conferencing, told the bench that all the arrests made so far and those which would be made in future, shall be strictly in accordance with guidelines laid down by the Supreme Court.

"Directed accordingly," the court said on Monday after noting the Centre's submission and listed the matter for further hearing on June 24.

The bench also said that all the individuals who according to the petition have been arrested so far, "are at liberty to institute appropriate proceedings in accordance with law, including seeking regular bail..".

The petitioner organisation has claimed in its plea that police "unilaterally and arbitrarily" arrested persons from their homes during lockdown without informing their families the reasons for arrest.

The petition has sought that police officials be restrained from picking up or arresting persons in connection with the 2020 Delhi riots on the pretext of investigation and sending them to jail during the lockdown period.

It has also sought that the investigation into the riots be put on hold till another plea moved by the organisation seeking an SIT probe into the violence is decided by the high court.

The plea also seeks departmental action and contempt proceedings against concerned police officials who allegedly violated the guidelines laid down by the Supreme Court regarding arrest and detention of accused persons.

 Sanjay Patil : Nagpur : Union Surface Transport Minister Nitin Gadkari has called for urgent action to facilitate inter-State border movements of trucks/lorries carrying essential goods to ease public life during COVID 19 pandemic. Gadkari was interacting with Transport Ministers of States and Union Territories on Tuesday from Nagpur through video conferencing. Gadkari said, “It needs to be given urgent attention by facilitating the truck/Lorry movement, to ease up lives of the public in the light lockdown announced to curb COVID-19 pandemic.” Gadkari urged the Ministers to intervene in such matters and ensure resolutions through the local/district administrations.

At the same time, he underlined following the health advisories and other guideline like proper distance, wearing masks, use of sanitizers, both by the driver/cleaners and also at the Dhabaas. Gadkari further pointed out, “Transportation of labour to factories etc may be facilitated by duly following the health protocols of maintaining minimum one metre distance, wearing masks, use of sanitizers, etc. Providing food and shelter to labour may be ensured fully observing the norms of social distancing and hygiene.” Responding to a suggestion Gadkari informed the Ministers of State, about the initiative of his Ministry regarding starting of a helpline to resolve the transportation issues.

General (Retd) V K Singh, Minister of State for Road Transport and Highways was present. Apart from the Transport and PWD Ministers/Deputy Chief Ministers, Chief Ministers of Mizoram, Himachal Pradesh and Arunachal Pradesh also attended along with Secretary, Ministry of Road Transport and Highways, senior officers of the Ministry, NHAI, NHIDCL. Gadkari pointed out that he was according top priority to the development of road/highway infrastructure and is planning to enhance national highway construction by 2 to 3 times of the present pace in next couple of years. He urged the States/UTs to expedite land acquisition as delays hamper the pace of development and asked the them to utilise funds which are remaining unused to the extent of about Rs 24-2500 crore.

Calling for speedier decision making, Gadkari said, “This is critical for accelerated economic development to make India an Economic Super Power and 5 trillion economy. The transport facilities/ infrastructure serves as the backbone. Ministers should personally monitor the process of decision making to ensure that projects do not become victim of red-tape.” Gadkari suggested that State Transport Ministers should explore operationalising App-based two-wheeler taxis especially in rural areas to assist farming communities with smoother movement.

This will also provide new employment opportunities. They may also try to shift public transport to LNG/CNG, e-vehicles which will bring considerable savings on fuel bills and will help the environment being less/zero polluting fuels. Everybody echoed the sentiments expressed by Nitin Gadkari and requested that national highway projects in their Sates/UTs may be expedited. They assured full support in this regard. References were made to the specific projects pending in the States/UTs. The work being done by the Union Ministry of Road Transport and Highways under Gadkari and General (Retd) V K Singh came in especial praise.

A presentation was made showing the works being carried during the lockdown period. It was stated that 1315 projects covering 49,,238 kms worth Rs 5,89,648 crore were under progress, of which 819 projects covering 30,301 kms costing about Rs 3,06,250 crore were delayed. It also showed State-specific issues like pending land acquisition, environment clearance etc which have been delaying the project implementation. The participating States were suggested to take definitive steps towards mitigating the difficulties before the Highways sector. States/UTs urged expediting land acquisition and utilise funds of about Rs 25,000 crore allocated for the purpose to help regain momentum in road construction through land acquisition.

संजय पाटील : दुसऱ्या टप्प्यातील टाळेबंदीची मुदत ३ मे रोजी संपत आहे. या पार्श्वभूमीवर केंद्रीय परिवहन व सूक्ष्म, लघू व मध्यम उद्योग मंत्री नितीन गडकरी यांनी मंगळवारी देशातील विविध राज्यांच्या  परिवहन मंत्र्यांशी व्हिडीओ कॉन्फरसिंगद्वारे संवाद साधत राज्यातील स्थितीचा आढावा घेतला. जीवनावश्यक वस्तूंची मालवाहतूक थांबू नये यासाठी प्रयत्न करण्याचे आवाहन गडकरी यांनी यावेळी केले.

करोनाची साथ देशात जोर धरू लागल्यावर केंद्र सरकारने टाळेबंदी जाहीर केली. १४ तारखेला टाळेबंदीची मुदत संपत असताना त्याला ३ मे पर्यंत मुदतवाढ देण्यात आली. दरम्यान २० एप्रिलपासून अंशत: उद्योग सुरू करण्यास केंद्र शासनाने परवानगी दिली. या दरम्यान गडकरी हे रोज त्यांच्या खात्याशी संबंधित अधिकाऱ्यांशी विविध राज्यातील मंत्र्यांशी तसेच स्थानिक नागरिकांशी संवाद साधत आहेत. व्हिडीओ कॉन्फरसिंगच्या माध्यमातून विविध लघू, मध्यम व सूक्ष्म उद्योजकासह विविध व्यावसायिकांच्या बैठका घेत आहेत. याच मालिकेत त्यांनी विविध राज्यातील परिवहनमंत्र्यांशी संवाद साधला. संबंधित राज्यातील परिस्थितीची माहिती घेतली. जीवनावश्यक वस्तूंच्या मालवाहतुकीत खंड पडू नये. एका राज्यातून दुसऱ्या राज्यात दळवळण सेवा देताना त्यात मालवाहतुकीवर लक्ष केंद्रित करून कुठेही अडचणी येणार नाही याची काळजी घेण्याचेही आवाहन त्यांनी केले.

संजय पाटील. : नागपूर :नागपूर विदर्भासह मराठवाडा व उर्वरित महाराष्ट्र वैधानिक विकास मंडळांची मुदत उद्या, गुरुवारी संपणार असली तरी, राज्य सरकारकडून याबाबत कुठलीच हालचाल झालेली नाही. दरम्यान, विदर्भातील तरुणांना लोकसंख्येच्या प्रमाणात नोकरीत संधी मिळावी, अशी सुधारणा करणारा प्रस्ताव राज्य मंत्रिमंडळात आणून मुदतवाढ मिळवण्याचे प्रयत्न करण्यात येतील, असे राज्याचे ऊर्जा व नागपूरचे पालकमंत्री नितीन राऊत यांनी सांगितले.

राज्याचे ऊर्जा व नागपूरचे पालकमंत्री नितीन राऊत यांनी वैधानिक विकास मंडळांना मुदतवाढ देण्याची मागणी मुख्यमंत्री उद्धव ठाकरे यांच्याकडे एका पत्राद्वारे केली. यानंतर लगेच माजी मुख्यमंत्री व विधानसभेतील विरोधी पक्षनेते देवेंद्र फडणवीस यांनी मुदतवाढीची आग्रही मागणी करणारे पत्र मुख्यमंत्र्यांना पाठवले. उपमुख्यमंत्री अजित पवार यांच्या अध्यक्षतेखाली सोमवारी सायंकाळी झालेल्या मंत्रिमंडळाच्या बैठकीतही हा मुद्दा आला नाही.

 वैधानिक विकास मंडळांना मुदतवाढ मिळावी, यासाठी ६ महिन्यांपासून प्रक्रिया सुरू आहे. विदर्भ वैधानिक विकास मंडळाने नोव्हेंबरमध्ये सरकारकडे प्रस्ताव पाठवला. हिवाळी अधिवेशन काळात राज्यपालांसोबत झालेल्या बैठकीत यावर चर्चा करण्यात आली. जानेवारीत राजभवन येथे झालेल्या बैठकीतदेखील हा मुद्दा उपस्थित करण्यात आला होता. मंडळाने अलीकडेच परत सरकारकडे नव्याने प्रस्ताव पाठवला. परंतु, करोनामुळे हा मुद्दा मागे पडला आहे.

विदर्भासह अन्य वैधानिक मंडळांना मुदतवाढ देण्यास मंत्रिमंडळाने संमती दिल्यानंतर राज्यपालांकडे पाठवण्यात येईल. यानंतर केंद्र सरकारच्या गृह मंत्रालयामार्फत राष्ट्रपतींकडे पाठण्यात येईल. कमी वेळ असल्याने सद्यस्थितीत ही प्रक्रिया होण्याची शक्यता कमी आहे.

वैधानिक विकास मंडळांना मंजुरी मिळावी, यासाठी मुख्यमंत्र्यांना पत्र पाठवले. राज्यघटनेनुसार राज्यपालांना सरकारला निर्देश देण्याचे अधिकार आहे. तथपि, विदर्भातील तरुणांना अपेक्षित प्रमाणात अद्याप नोकरी मिळालेली नाही. त्यामुळे मंत्रिमंडळासमोर नव्याने प्रस्ताव मांडण्यात येईल, असे पालकमंत्री नितीन राऊत यांनी सांगितले.

सद्यस्थितीत सरकारकडून कुठल्याही सूचना आलेल्या नाही. त्यामुळे मंडळाचे अस्तित्व कायम राहील. सरकारच्या आदेशानुसार पुढील प्रक्रिया करण्यात येईल, असे मंडळाचे सदस्य सचिव हेमंतकुमार पवार यांनी सांगितले.

संचेती अध्यक्षपदी कायम

राज्यात महाविकास आघाडीची सत्ता स्थापन झाल्यानंतर सरकारद्वारे नियुक्त केलेले पदाधिकारी बरखास्त करण्यात आले. मात्र, वैधानिक विकास मंडळांवरील नियुक्त्या राज्यपालांनी केल्या आहेत. त्यामुळे भाजपचे नेते चैनसुख संचेती अध्यक्षपदी कायम आहेत. सरकारसमोर हीदेखील मोठी अडचण असल्याचे समजते.

तोटा सहन करीत राऊत यांनी केंद्राकडून आर्थिक मदत मागितली

महाराष्ट्र राज्याचे ऊर्जामंत्री डॉ. नितीन राऊत यांनी राज्यासाठी आर्थिक पॅकेजची मागणी केली आहे आणि ती आवश्यक सेवेच्या अंतर्गत वीज क्षेत्राचा समावेश करूनही करता येईल. कोविड -19 लागू केलेल्या लॉकडाऊनमुळे बिलांची वसुली ठप्प झाली आहे आणि तूट वाढत आहे. आधीच वाढविण्यात आलेल्या वित्तपुरवठ्यांसह राज्याच्या उर्जा विभागाला खासगी पिढीतील कंपन्यांचे कर्ज फेडण्यासाठी वित्तीय संस्थांकडून पैसे घेणे भाग पडले आहे. मुख्यमंत्र्यांचा दृष्टिकोन असा आहे की जर केंद्र सरकारने आवश्यक क्षेत्रामध्ये शक्ती समाविष्ट केली तर राज्यांना भरीव वित्तपुरवठा होऊ शकेल आणि यामुळे ऊर्जा विभाग खाजगी व राज्य विद्युत उर्जा निर्मिती कंपन्यांचे प्रलंबित थकबाकी काढू शकेल.

हे महत्त्वाचे आहे की रोलिंग पिढीच्या कंपन्यांवर परिणाम होणार नाही कारण त्याचा अन्यथा परिणाम होईल आणि यामुळे भविष्यात आर्थिक पुनरुज्जीवनात अडथळा निर्माण होईल. ऊर्जामंत्री राज्यातील वीज क्षेत्रातील वरिष्ठ अधिका  सतत संपर्कात असतात. सोमवारी डॉ. राऊत यांनी विद्युत भवन येथे खासगी पिढीतील कंपन्यांच्या वरिष्ठ अधिकाh्यांशी चर्चा केली. असीम गुप्ता, प्रधान सचिव, ऊर्जा; विनीत जैन, अदानी पॉवर; शरद महिंद्रा, जेएसडब्ल्यू; प्रवीण सिन्हा, टाटा पॉवर, समीर दर्जी, रतन इंडिया; आणि जीएमआर समीर बर्डे यांनी चर्चेत भाग घेतला आणि राज्यातील सद्य परिस्थितीचा आढावा घेतला.

उर्जा विभागाच्या अधिका with्यांसह मंत्र्यांनी कोळसा साठा प्रत्येक खासगी उत्पादन कंपन्यांकडे घेतला, सध्याची पिढीची स्थिती, अनिवार्य दुरुस्ती अंतर्गत संच व इतर बाबींवर सविस्तर चर्चा केली. लॉकडाऊनमुळे क्षेत्रीय अधिकार्‍यांच्या हालचालींना अडथळा निर्माण झाला आहे. लॉकडाउन सुरू होण्यापूर्वी महाराष्ट्र राज्य विद्युत वितरण कंपनी लिमिटेड (एमएसईडीसीएल) च्या उड्डाण पथकांनी डीफॉल्टर्सवर दबाव वाढविणे सुरू केले होते ज्यामुळे पुनर्प्राप्तीमध्ये भरीव प्रगती झाली होती.

आता कारखान्यांवरील उत्पादन स्थगित झाल्यामुळे व दुकाने बंद झाल्याने महावितरणला व्यावसायिक व औद्योगिक क्षेत्रातून मोठ्या प्रमाणात उत्पन्न मिळवून देण्यास अडचण होत आहे. पुढील मार्गांमुळे नवीन आव्हाने निर्माण होणार असल्याने खर्च कमी करण्यात यावा, अशी विनंती राज्य सरकारने वीज वितरण कंपनी, महावितरणला केली. आर्थिक नियोजनासाठी जात असताना अशा वित्तीय संस्थांना टॅप करणे आवश्यक आहे जे कमी दरात कर्ज देतील. महावितरणची तगडी आर्थिक स्थिती लक्षात घेता राष्ट्रीय औष्णिक उर्जा महामंडळाकडून (एनटीपीसी) बिलात सूट मिळावी यासाठी राज्य ऊर्जा विभागाच्या अधिकार्‍यांनाही त्यांनी आवाहन केले.

30 eminent personalities urge CM to grant extension to Vid Devpt Board

As no steps have been initiated so far regarding further extension to development boards in Maharashtra since their previous extension came to an end on April 30, 2020, a group of 30 eminent personalities from Vidarbha region have urged Uddhav Thackeray, Chief Minister of Maharashtra, to do the needful regarding further extension. In the letter, these eminent personalities have requested the Chief Minister to initiate measures for further extension to development boards in Maharashtra and enable them to work towards balanced development of especially the regions of Vidarbha and Marathwada. Making the case for grant of extension to these boards, the signatories have stated that the boards can help the Government by assessing the impact of COVID-19 situation on development in backward regions of Vidarbha and Marathwada and setting development priorities.

The development boards of Vidarbha, Marathwada, and Rest of Maharashtra came into being with an intention to ensure balanced regional development. Under Article 371 (2) of the Constitution of India, the President of India had directed to establish the three statutory development boards for the above-mentioned three regions vide orders dated March 9, 1994. Governor of Maharashtra, in accordance with the powers entrusted to him, had established these boards 26 years ago. Subsequently, the Chairman and members of these boards were appointed on June 25, 1994. As per the previous orders, the term of the development boards was to come to an end on April 30, 2015.

Considering the valuable constributions of the boards and the fact that the regional imbalance could not be removed, the President of India had extended the term of the boards up to April 30, 2020. Pointing this out, the eminent personalities from Vidarbha region have stated in the letter to the Chief Minister that Vidarbha Development Board (VDB) and Marathwada Development Board had studied various aspects of regional imbalance in development, developmental backlog, distribution of funds for development, etc from time to time and also made the Governor as well as the State Government aware about the findings. “These boards have been instrumental in raising the voice of the backward regions of Maharashtra whenever injustice was meted out to them.

These boards are the last Constitutional platform for the regions to raise various developmental issues,” the intellectuals have stated in the letter. Making it clear that they had no relation whatsoever with the State’s politics, these eminent personalities have stressed that not granting further extension to the development boards is tantamount to suppressing the voice of developmentally backward regions. Not granting extension to these boards sends a message that the mechanism keeping watch on development of the regions is being abandoned permanently. There will be no platform available for these regions in case of any injustice meted out to them in future, they have added.

'This institution is not hostage of government ', says SC

 Saanjay Patil : New Delhi, Apr 27 (PTI) This institution is not hostage of government, the Supreme Court said on Monday as it sought reply from the Centre on a plea seeking direction to authorities to allow migrant workers across the country to return home after conducting coronavirus tests.

The top court's remark came after advocate Prashant Bhushan told the court that the government's view is being blindly considered without verifying it, while fundamental rights of people especially migrant workers are not being enforced.

A bench of Justices N V Ramana, Sanjay Kishan Kaul and B R Gavai questioned Bhushan, appearing for petitioners Jagdeep S Chhokar, former director in-charge of IIM, Ahmedabad, and lawyer Gaurav Jain, and said as to why should the court hear him, if he does not have faith in the system.

Bhushan said that this is an institution created by Constitution but the fundamental rights are being violated of these migrant workers and I am entitled express by anguish.

The bench told Bhushan, You don't have faith in judiciary. This institution is not hostage of government."

Clarifying that he never said that he has no faith in this system, Bhushan added he could be wrong but similar opinion is expressed by some retired judges.

The bench told him that he claims to be practising in the apex court for past 30 years and then he must know that some orders are favourable and some are not and therefore he should not say such things.

Solicitor General Tushar Mehta, appearing for Centre told Bhushan that he should not be under the impression that he is the only one who is concerned with enforcement of fundamental rights.

He said the government is very much concerned with the issue and trying to provide all possible help to migrant workers.

Bhushan said that if there was any objection with regard to his appearance as a lawyer in the case, then he was willing to withdraw from the matter and some other lawyer will appear.

The bench said that it had never asked him to withdraw from the matter.

Bhushan said the central government seems to have shut its eyes and should consider the distress situation faced by the migrant workers during the lockdown.

He said that more than 90 per cent migrant workers have not received the ration or wages; they are in desperate situation and should be allowed to go to their native places.

Mehta however said that these are incorrect reports and questioned the basis of the data given by the petitioners.

He said the Centre is consulting states on the issue as to how many of migrant workers have to be transported, how many have to be given help and what kind of help.

The bench told Mehta hat it means that Centre is in consultation with states and is ready to examine the issue.

Mehta replied that the government is examining everything but the ideas of petitioner are not required and urged the court to not keep the petition pending as there are already several pleas, which have similar prayers.

Bhushan urged the court to allow inter-state transportation of migrant workers which was objected to by Mehta saying that it is for the government to look into all aspects keeping the larger interest of people in mind.

The Solicitor General requested the court to not issue notice and give directions on the plea as it would send wrong message and instead he would file a reply within two weeks.

The bench said it is giving one week time to Centre to respond whether there is any proposal on allowing inter-state transportation of migrant workers.

Meanwhile, the top court disposed of intervention applications filed by advocate Alakh Alok Srivastava on the issue of stopping inter-state migration of workers and said that it is the Central government to look into the issue.

The top court said it is not the coordinating agency between the Centre and states, and the Union government has to take necessary action in this regard.

Chhokar and Jain in their plea had said that in wake of the extension of the nationwide lockdown, the migrant workers who are among the worst affected category of people must be allowed to go back to their homes after being tested for COVID-19.

It said that those migrant workers who test negative for COVID-19 must not be forcefully kept in shelters or away from their homes and families against their wishes.

It said that although the national lockdown has been necessitated because of the unprecedented pandemic of COVID-19 and its imposition is much needed, it is submitted by the petitioners that the fundamental right of the migrant workers enshrined under Article 19(1)(d) (right to move freely throughout India) and Article 19(1)(e) of the Constitution (right to reside and settle in any part of India) cannot be suspended for an indefinite period.

It said that these migrant workers cannot be forced to stay away from their families and living in unpredictable and arduous conditions, as the same is an unreasonable restriction beyond what is envisaged under Article 19(5) of the Constitution.

The petition said that necessary transport services may be provided by the state governments in abundance so that the purpose of 'social distancing' is not defeated.

संजय पाटील : NBT: नई दिल्ली :  पिछले दिनों से ये खबर आ रही थी कि बहुत सारी मैन्युफैक्चरिंग कंपनियां चीन छोड़कर (1000 companies may leave china) भारत आने की इच्छुक हैं। करीब 1000 कंपनियां चीन में कोरोना वायरस (Coronavirus) फैलने की वजह से नए ठिकाने की तलाश में हैं। इसी बीच केंद्रीय मंत्री नितिन गडकरी (Nitin Gadkari on FDI) ने भी कहा है कि दुनिया की चीन के प्रति घृणा को बड़े पैमाने पर विदेशी निवेश (FDI) आकर्षित करके अपने लिए आर्थिक अवसर के रूप में देखना चाहिए। यानी एक बात तो तय है कि चीन से बहुत सारी कंपनियां अपना बोरिया बिस्तर समेटने की तैयारी कर रही हैं। भारत तो इन कंपनियों के लिए निवेश की एक बेहतर जगह है ही, कई अन्य देशों में भी वह निवेश कर सकती है

भारतही नहीं, कई देशों के पास मौका
नितिन गडकरी ने कहा है कि भारत के पास चीन से निकलने वाली इन कंपनियों को अपनी तरफ खींचने का मौका है, लेकिन यही मौका कई अन्य देशों के पास भी है। चीन से बाहर निकलने वाली कंपनियां कम से कम वैसी जगह की तलाश करेंगी, जहां उन्हें चीन जैसी सुविधाएं मिल सकें। इसमें लेबर से लेकर इंफ्रास्ट्रक्चर तक को ध्यान में रखा जाएगा। ऐसे में उनके सामने भारत के अलावा मलेशिया, इंडोनेशिया, थाईलैंड और वियतनाम जैसे देश भी हैं और वियतनाम तो इन कंपनियों को आकर्षित करने में सबसे आगे है।


चीन में ऐसा क्या था कि ये कंपनियां वहां रहीं?
अगर बात चीन की करें तो वहां पर सबसे अहम चीज थी लेबर और इंफ्रास्ट्रक्चर। लेबर की बात करें तो एक तो वहां सस्ती लेबर है, आसानी से मिल जाती है और ऊपर से चीन की कम्युनिस्ट सरकार लेबरों के लिए जो नियम बना देती है, उसे सब मानते हैं। ऐसे में कंपनियों को लेबर की तरफ से या लेबर के लिए कोई दिक्कत नहीं होती है। वहीं चीन ने इंफ्रास्ट्रक्चर पर तो खूब काम किया ही है, जिससे कंपनियां चीन में अपने प्रोडक्शन हब लगा लेती हैं। भले ही वह कंपनी अमेरिका की हो या जापान की हो या कई अन्य देशों की, वह अपने देश में प्रोडक्शन हब ना लगाकर दूसरे देश में प्रोडक्शन हब लगाती हैं और चीन जैसे देश इसके लिए सबसे बेहतर विकल्प होते हैं।
भारत के सामने चीन जैसी सुविधाएं देने की चुनौती
अगर ये 1000 कंपनियां भारत को अपना ठिकाना बनाती हैं जो भारत के सामने सबसे पहली चुनौती होगी इंफ्रास्ट्रक्चर की, जिसमें हम चीन से काफी पीछे हैं। हां, लेबर तो आसानी से मिल जाएगी, लेकिन सरकार के नियमों के हिसाब से जरूरी नहीं की सभी लेबर चलें। भारत एक लोकतांत्रिक देश है तो यहां पर सरकार के नियम अगर लेबर को सही नहीं लगे तो लेबर यूनियन उसका विरोध भी कर सकती है, जिनसे निपटने के लिए सरकार को हर वक्त तैयार रहना होगा।

1000 कंपनियां सरकार के संपर्क में
बीते दिनों खबर आई थी कि कोरोना वायरस महामारी के कारण पैदा हुई दिक्कतों के बीच लगभग 1000 विदेशी कंपनियां सरकार के अधिकारियों से भारत में अपनी फैक्ट्रियां लगाने को लेकर बातचीत कर रही हैं। बिजनस टुडे में छपी एक रिपोर्ट के मुताबिक, इनमें से कम से कम 300 कंपनियां मोबाइल, इलेक्ट्रॉनिक्स, मेडिकल डिवाइसेज, टेक्सटाइल्स तथा सिंथेटिक फैब्रिक्स के क्षेत्र में भारत में फैक्ट्रियां लगाने के लिए सरकार से सक्रिय रूप से संपर्क में हैं। अगर बातचीत सफल होती है तो यह चीन के लिए बहुत बड़ा झटका होगा और भारत के लिए बड़ा फायदा।

नागपूर जिल्ह्यातील २२ रेशन दुकानदारांवर कारवाई : संजय पाटील

संजय पाटील : नागपूर :  लॉकडाउनच्या काळात कुणावरही उपासमारीची वेळ येऊ नये, यासाठी शासनाकडून रेशन धान्य दुकानातून धान्य वाटप करण्यात येत आहे. अत्यावश्यक वस्तूंच्या मोफत किटही देण्यात येत आहे. मात्र, धान्याचा काळाबाजार करणाऱ्यांची संख्याही झपाट्याने वाढत असून, प्रशासनाने २२ रेशन धान्य दुकानदारांवर कारवाई केली. १४ जणांची अनामत रक्कमही जप्त करण्यात आली असल्याचे जिल्हा पुरवठा कार्यालयाकडून सांगण्यात आले.

करोनाच्या संकटात सापडलेल्या कष्टकऱ्यांवर उपाशी राहण्याची वेळ येऊ नये, यासाठी शासनाकडून त्यांना मोफत धान्य देण्यात येत आहे. एकीकडे आपल्या हक्काचे धान्य मिळण्यासाठी गरिबांची धावपळ सुरू असताना गरिबांचे धान्य हिरावून घेण्याच्या घटनाही पुढे येऊ लागल्या आहेत. जिल्ह्यातील २२ रेशन धान्य दुकानदारांवर कारवाई करण्यात आली आहे. शहरातील दोन दुकानदारांचे परवाने कायमस्वरूपी रद्द करण्यात आले. दोघांचे परवाने पुढील चौकशीपर्यंत निलंबित करण्यात आले. १४ जणांची अनामत रक्कम जप्त करण्यात आली असून ९ जणांना कारणे दाखवा नोटीस पाठविण्यात आली असल्याचे पुरवठा कार्यालयाकडून सांगण्यात आले. जयताळा, सदर झोन, इतवारी झोन येथील दुकानांचा यात समावेश आहे.

गरिबांचा घास हिरावला

शासनाकडून गरिबांना देण्यासाठी रेशन धान्य दुकानात पाठविण्यात आलेला माल लपवून ठेवण्यात आल्याच्या घटनाही पुढे आल्या आहेत. सावनेर येथील भिलवाडा, गडेगाव येथील दुकानांवर कारवाई करण्यात आली. त्यांचे परवाने इतर दुकानांशी जोडण्यात आले आहेत. नागरिकांकडून तक्रारी प्राप्त झाल्यानंतर पुरवठा कार्यालयाकडून ही कारवाई करण्यात आली. साठवून ठेवलेला माल जप्त करण्यात आला असून सार्वजनिक वितरण प्रणालीच्या माध्यमातून ग्राहकांपर्यंत तो पोहोचविला जाईल. कामठीतील येरखेडा येथे अधिक पैसे घेतले जात असल्याची तक्रार होती. कळमेश्वर येथील चिचभवन येथेही कमी माल देत असल्याची तक्रार होती.

हक्काचे धान्य घ्या

रेशन धान्य दुकानातून प्राप्त होणाऱ्या धान्यावर पात्र लाभार्थ्यांचा अधिकार आहे. हे धान्य कुणी लाटण्याचे प्रयत्न करीत असेल तर त्यांच्यावर कारवाई करण्याचा इशारा प्रशासनाकडून देण्यात आला आहे. शहरात १५ लाख ४५ हजार १३१ आणि ग्रामीणमध्ये १६ लाख ६७ हजार ५८४ लाभार्थी आहेत. आपले हक्काचे धान्य रेशन दुकानातून मिळवा, असे आ‌वाहनही प्रशासनाकडून करण्यात आले आहे.

चीन के प्रति दुनिया की 'घृणा' को आर्थिक अवसर समझें: नितिन गडकरी

संजय पाटील : नई दिल्ली : चीन छोड़कर भारत में मैन्युफैक्चरिंग इकाई लगाने की इच्छुक लगभग 1000 कंपनियों के भारत सरकार के संपर्क में रहने की खबर आने के बाद केंद्रीय मंत्री नितिन गडकरी ने एक चौंकाने वाला बयान दिया है। गडकरी ने कहा कि भारत को कोरोना वायरस महामारी के बीच चीन के लिए विश्व की ‘घृणा’ को बड़े पैमाने पर विदेशी निवेश आकर्षित करके अपने लिए आर्थिक अवसर के रूप में देखना चाहिए। गडकरी ने वीडियो कान्फ्रेंसिंग के जरिए प्रवासी भारतीय छात्रों से रूबरू होते हुए कहा, ‘सारी दुनिया में अब, उनमें चीन के लिए घृणा है। क्या हमारे लिए इसे भारत के लिए एक अवसर में बदलना संभव है।’
'विदेशी निवेश को आकर्षित करेंगे'
चीन से बाहर जाने वाले व्यवसायों के लिए जापान द्वारा आर्थिक पैकेज घोषण का जिक्र करते हुए गडकरी ने कहा, ‘मेरा मानना है कि हमें इस पर सोचना चाहिए और हम इस पर ध्यान केंद्रित करेंगे। हम उन्हें और हर उस चीज को मंजूरी देंगे और विदेशी निवेश आकर्षित करेंगे।’

'वायरस की सूचना संवेदनशील विषय'
जब उनसे पूछा गया कि यदि यह पाए जाने पर कि चीन ने कोरोना वायरस से जुड़ी सूचना को जानबूझकर छिपाया है तो क्या भारतकोई कार्रवाई करेगा, उन्होंने कहा कि यह एक संवेदनशील विषय है, जो विदेश मंत्रालय और प्रधानमंत्री से जुड़ा है और इसलिए इस पर उनका प्रतिक्रिया देना उचित नहीं होगा।

सरकार को मिला प्रस्ताव
ये कंपनियां भारत को वैकल्पिक मैन्युफैक्चरिंग हब के रूप में देखती हैं और सरकार के विभिन्न स्तरों के समक्ष अपना प्रस्ताव पेश कर चुकी हैं, जिनमें विदेश में भारतीय दूतावास तथा राज्यों के उद्योग मंत्रालय शामिल हैं। रिपोर्ट के मुताबिक केंद्र सरकार के एक अधिकारी ने कहा, 'वर्तमान में लगभग 1000 कंपनियां विभिन्न स्तरों जैसे इन्वेस्टमेंट प्रमोशन सेल, सेंट्रल गवर्नमेंट डिपार्टमेंट्स और राज्य सरकारों के साथ बातचीत कर रही हैं। इन कंपनियों में से हमने 300 कंपनियों को लक्षित किया है।'
महामारी खत्म होने के बाद बड़ा बदलाव
उन्होंने कहा, 'हम इस बात को लेकर आशान्वित हैं कि एक बार जब कोरोना वायरस महामारी नियंत्रण में आ जाती है, हमारे लिए कई फलदायक चीजें सामने आएंगी और भारत वैकल्पिक मैन्युफैक्चरिंग गंतव्य के रूप में उभरेगा। जापान, अमेरिका तथा दक्षिण कोरिया जैसे कई देश चीन पर हद से ज्यादा निर्भर हैं और यह साफ दिख रहा रहा है।'

सरकार ने किए कई उपाय
देश में मैन्युफैक्चरिंग को बढ़ावा देने के लिए केंद्र सरकार ने पिछले साल सितंबर में एक बड़े फैसले के तहत कॉर्पोरेट टैक्स को घटाकर 25.17 फीसदी कर दिया था। नई फैक्ट्रियां लगाने वालों के लिए कॉर्पोरेट टैक्स को घटाकर 17 फीसदी पर ला दिया था, जो दक्षिण-पूर्व एशिया में सबसे कम है। कॉर्पोरेट टैक्स रेट में कटौती के साथ-साथ देशभर में लागू जीएसटी से भारत को उम्मीद है कि वह मैन्युफैक्चरिंग सेक्टर में अच्छा-खासा निवेश आकर्षित करेगा।

नागपुर। लॉकडाउन के बीच केंद्रीय महामार्ग परिवहन, सूक्ष्म लघु व मध्यम उद्योग मंत्री नितीन गडकरी लोगों से संवाद साध रहे हैं। वीडियो कान्फ्रेसिंग के माध्यम से अधिकारियों व व्यापार उद्योग क्षेत्र के लोगों के साथ सतत विचार-विमर्श करते हुए दिशा-निर्देश दे रहे हैं। बताया गया है कि, लॉकडाउन घोषित होने से अब तक गडकरी ने डेढ़ करोड़ लोगों से विविध माध्यमों से संवाद साधकर चर्चा की है। उन्हें संंकट में संयम रखने के लिए प्रोत्साहित किया है। उन्होंने केंद्र सरकार के वित्त, वाणिज्य व रेलवे विभाग आदि से संबंधित मंत्रियों के साथ चर्चा करके व पत्र व्यवहार करके आवश्यक उपाययोजना कराई है। देश में आर्थिक मामले में आत्मनिर्भरता के बारे में वे दिशा-निर्देश दे रहे हैं। निर्यात बढ़ाने की उपाययोजना भी सुझा रहे हैं।

पत्रकार व विद्यार्थियों से भी चर्चा

गडकरी ने कहा है कि, मुंबई, पुणे व गुडगांव जैसे विकसित शहरों के अलावा अन्य शहरों में भी औद्योगिक विकास होना चाहिए। कृषि आधारित उद्योगों से इन क्षेत्रों के युवाओं को रोजगार दिलाया जा सकता है। 10 दिन में गडकरी ने व्यावसायिक प्रतिनिधि, पत्रकार, उद्योजक व महाविद्यालयीन विद्यार्थियों से वीडियो कान्फ्रेसिंग के माध्यम से चर्चा की है। एफआईसीसीआई, एसएमई, पीएचडी, चेंबर ऑफ कॉमर्स, एआईपीएमए, भारतीय शिक्षण मंडल, यंग प्रेसिडेंट आर्गनाइजेशन, महाराष्ट्र इकोनॉमिकल डेवलपमेंट काउंसिल, एसोचेम, सीईओ क्लब ऑफ इंडिया, भारत चेंबर ऑफ कॉमर्स, क्रेडाई मुंबई आदि संगठनों के प्रतिनिधियों से ऑनलाइन संवाद साधा है।
